companies to complete in order to obtain authorization to move excess loads
on City right-of-way; and,
2. the 'Schedule of Fees for Services' be updated to include a fee of $25.00 for a
single use Oversize / Overweight Load Permit, or $150.00 for an annual
Oversize / Overweight Load Permit.

1. That we continue to use an after hours mobile private security provider in our parks and
cemeteries systems.
2. That a meeting with representatives of Niagara Regional Police be chaired by our Mayor
and include other interested members o£both City and Regional Council and that CPTED
audits be conducted at key parks throughout the City.

April 21, 2004

Council support thc planting of boulevard trees within the Greenway Subdivision with the
exception of Lots 26 & 27.

3) NEW BUSINESS
a) Alderman Pietrangleo advised Council that salt had corroded a light pole on Lundy's
Lane causing it to topple over, a resident travelling down Lundy's Lane at the time did
not have time to avoid the pole and crashed causing damage only to his vehicle. The City
took responsibility and paid the resident $300.00 for repairs. The resident still has
$248.00 outstanding. Ray Kallio explained the City pays only the amount that covers the
actual replacement cost. This resident is putting new parts in his vehicle, there is a
depreciation value. Alderman Campbell suggested on moral grounds the City should pay
the outstanding amount, this was a situation the driver could not avoid and the City
should be responsible in covering all cost incurred. Ray Kallio advised Council that they
would be setting a serious precedence in granting this request. The resident is benefiting
twice by receiving payment and new parts in his vehicle.
Upon further discussion the following motion was made;
It was moved by Alderman Pietrangleo and seconded by Alderman Campbell that the City
reimburse the resident mentioned the sum of $248.00.

Request for removal of Taxi Stands - Fallsview Tourist Area
RECOMMENDATION:
It is recommended that the on-street taxi stands located in the Fallsview Tourist Area be removed.
BACKGROUND:
In 2002, Council approved the temporary establishment of three taxi stands along Fallsview
Boulevard.
Staffrecently received a request (letter attached) from the Fallview Tourist Area requesting that all
on-street taxi stands be removed and that the taxi companies deal directly with the area businesses
to establish off street taxi stands on private property.
In 2003, a similar request was received fxom the Clifton Hill and Victoria/Centre Tourist areas and
was approved by Council.
The Committee's concurrence with the recommendation outlined in this report matter would be
appreciated.

Dear Kad,
At our recent Board meeting the issue of taxi stands in the area was discussed.
Please be advised that the Board is requesting to have taxi stands removed from the
streets of the Fallsview area.
Several Board members had several concerns. In the experience of some Board
members which have taxi stands near their properties noticed they have served as a
waiting area until a call is received for service at another location rather than a pick up
point. The exhaust from idling taxis is unpleasant. The stands can hinder the
entranceways of various properties.
They have requested the transportation companies contact the Individual hotel owners
and negotiate a designated area on said property.

Park Street Parking Review
RECOMMENDATION:
It is recommended that a limited "two hour parking zone between the hours of 9:00 a.nr. and 5:00
p.m., Monday to Friday, with no re-parking within five hours of initial parking, except at parking
meters" be implemented on the north side of Park Street from a point 15 metres east of Ontario
Avenue to a point 40 metres east of Ontario Avenue.
BACKGROUND:
In reply to a request from a representative of Peninsula Food and Poultry, staff has conducted a
parking review on Park Street in close proximity to Ontario Avenue. The concern at this location
stems from the limited amount of on-street parking available to the patrons of Peninsula Food
and Poultry.
Park Street is a minor collector roadway extending in an east/west direction from Victoria
Avenue to River Road. In the study area, the roadway is 11.0 metres in width and consists of a
sidewalk on both sides. A single solid centre line is present on Park Street. The study area
consists of residential establishments, private and municipal parking lots, Peninsula Food and
Poultry, and Greater Niagara Transit.
A "no parking at any time" zone is currently present on the south side of Park Street between
Victoria Avenue and Erie Avenue. A metered parking zone is currently present on the north side
of Park Street between Ontario Avenue and Crysler Avenue. A review of the collision files in
the study area revealed that one collision was reported involving a parked vehicle during the
previous three year period. The collision had occurred as a result ora motorist, while parking a
vehicle, colliding with a parked vehicle. Sight investigations revealed that adequate stopping
sight distance is available on Park Street due to a straight and level road alignment.
The City's downtown parking strategy incorporates the provision of metered and time-limited

parking· Thus the following parking controls are currently present in the downtown area:
limited two hour parking zones between the hours of 9:00 a.m. and 5:00 p.m., Monday to

ie (Buckley Avenue, St. Lawrence Avenue, Crysler Avenue, St. Clair Avenue, Ontario
Avenue, Erie Avenue)
metered parking zones, ie (Huron Street, Queen Street, Park Street, Bridge Street)
no parking zones, are present throughout the downtown area
Off-street parking is available in various municipal lots located in the downtown core.
Contrary to the above-mentioned parking strategy, on-street parking is currently available on a
short section located on the north side of Park Street from a point 15 metres east of Ontario
Avenue to a point 40 metres east of Ontario Avenue. The above-mentioned section of Park
Street can accommodate parking for approximately four (4) vehicles. A conversation with a
representative from the Niagara Transit revealed that transit employees park their vehicles in the
above-mentioned on-street parking zone for safety and convenience reasons. It was revealed that
several cars were vandalized during the evening hours in the off-street parking area available to
Niagara Transit employees. The implementation of a two hour limited parking zone between the
hours ofg:00 a.m. and 5:00 p.m., Monday to Friday, with no re-parking within five hours of
initial parking, except at parking meters, on the north side of Park Street would not affect the
parking needs of the Niagara Transit employees wishing to park their vehicles on the street
during the evening hours.
A conversation with a representative from the Peninsula Food and Poultry revealed that the
implementation ora two hour limited parking zone on the north side of Park Street would
alleviate his parking concerns.
The proposed two hour limited parking zone between the hours of 9:00 a.m. and 5:00 p.m. will
provide at least four (4) on-street parking spots on the north side of Park Street. This parking
zone is consistent with the downtown parking strategy and will fulfill the parking needs of the
Peninsula Food and Poultry patrons, and the Niagara Transit employees.
Staff has explored a possibility of extending the proposed limited parking zone on the north side
of Park Street to a point 30 metres west of Ontario Avenue, where a "no parking" zone is
currently present. However, due to the close proximity to Ontario Avenue, a residential
driveway, and a metered parking zone, it is recommended to maintain the existing "no parking"
zone.

Willoughby Drive Parking Review
RECOMMENDATION:
It is recommended that a portion of the existing parking restriction on the east side of Willoughby
Drive be removed from a point 130 metres north of Weinbrenner Road to a point 255 metres north
of Weinbrenner Road.
BACKGROUND:
In reply to a request from the administrator of Bella Senior Care Residence, staff has conducted a
parking review on Willoughby Drive between Weinbrenner Road and Caronpost Road (unopened
road allowance). Currently, a "no parking" zone is present on both sides of Willoughby Drive in the
study area. The intention of this investigation is to resolve parking issues that stem from patrons of
the Bella Senior Care Residence being prohibited from parking on Willoughby Drive when the off-
street parking lot designated for their use, is full.
Willoughby Drive is an arterial roadway extending in a north/south direction from Main Street to
Marshall Road. In the study area, the roadway is 11.0 metres in width and consists ora sidewalk and
a boulevard on both sides. A solid yellow centre line is present on Willoughby Drive. The study
area is primarily residential consisting of; Chippawa Village Townhouses, Willoughby Gardens
Apartments, Bella Senior Care Residence, and Omega Apartments. Off-street parking lots are
available to residents/visitors at each of the above-mentioned establishments.
A review of the collision files reveals that there were no collisions reported in the study area during
the previous three year period. Sight investigations reveal that adequate stopping sight distance is
available to motorists travelling on Willoughby Drive due to a straight and level road alignment.
On-site technical studies reveal that the width of Willoughby Drive in the study area (11 metres) is
sufficient to accommodate unobstructed two-way traffic movement with vehicles parked on the east
side. However, to assure that motorists travelling in the northbound direction would not encroach
onto the opposite lane of travel, the existing centre line will be offset, approximately 1.0 metres, in

accordance to a standard outlined in the Geometric Design Guide for Canadian Roads. The
introduction of the on-street parking zone will provide approximately ten (10) on-street parking
spots, thereby accommodating spillover vehicles unable to park in the off-street parking lots. The
proposed on-street parking zone will encompass the property of Bella Senior Care Residence only.

RECOMMENDATIONS:
It is recommended that "no stopping, tow away zones" be implemented on:
1. Fallsview Boulevard between Main Street/Portage Road and Murray Street -
both sides,
2. Fallsview Boulevard between Murray Street and Robinson Street - west side
3. Fallsview Boulevard between Murray Street and a point 160m north - east side
4. Main Street between Fallsview Boulevard and Stanley Avenue - both sides
5. Dixon Street between Fallsview Boulevard and Stanley Avenue - both sides
6. Dunn Street between Fallsview Boulevard and Stanley Avenue - south side
7. Portage Road between Fallsview Boulevard and a point 630m south -both sides;
and,
8. Murray Street between River Road/Niagara Parkway and Allendale Avenue -
both sides
Furthem~ore, it is recommended that:
9. The existing loading zone on the east side of Fallsview Boulevard between a
point 158m north of Livingstone Street and a point 1 Om south of Dunn Street,
be relocated to a point 40m south of Dunn Street.
BACKGROUND:
The reconstruction oftbe roads and streetscaping around Fallsview Casino is nearing completion.
To ensure that the safe and efficient flow of traffic movement is maintained throughout the area,
it is necessary to implement on-street stopping restrictions. The restrictions will aid motorists to
access area developments without encountering undue delays. Therefore, "no stopping, tow

away zones" are recommended to be installed on sections of Fallsview Boulevard, Dixon Street,
Dunn Street, Portage Road and Murray Street, as noted above. The remainder of the streets is
adequately signed.
Traffic signals were recently installed at the intersection of Dunn Street and Fallsview Boulevard.
Therefore, it is recommended to relocate the existing loading zone to a point 40m south of Dunn
Street to assure unobstructed passage for northbound vehicles at the intersection, and to
discourage bus drivers from parking buses within the video detection zone.
Council's concurrence with the recommendations outlined in this report would be appreciated.

Intersection Control Update
RECOMMENDATIONS:
It is recommended that:
1) A stop sign be installed facing eastbound motorists on Westport Drive at the
intersection of Parkside Drive and Westport Drive;
2) A stop sign be installed facing eastbound motorists on Greenfield Crescent at the
intersection of Kelly Drive and Greenfield Crescent;
3) A stop sign be installed facing westbound motorists on Julie Drive at the
intersection of Julie Drive and Bryanne Court;
4) A stop sign be installed facing southbound motorists on Bryanne Court at the
intersection of Bryanne Court and Kelly Drive; and,
5) A stop sign be installed facing westbound motorists on Kelly Drive at the
intersection of Kelly Drive and Parkside Drive.
BACKGROUND:
In reply to a request from an area resident, staff has conducted a review of intersection controls in
the Garner Estates Subdivision. The concern at this location stems from the absence of
intersection control devices at several intersections within the subdivision.
Garner Estates is a recently developed subdivision located in the northwest quadrant of Kalar
Road at McLeod Road intersection. Construction is currently ongoing within the subdivision. A
recent visit to Garner Estates revealed that several intersections are controlled by the basic

right-of-way rules. Therefore, to assure that adequate intersection controls are present at each
intersection within the subdivision, stop signs are recommended at the aforementioned locations.
The proposed stop signs are according to guidelines outlined in the Ontario Traffic Manual.

Hours of Operation Update
Municipal Lot # 5
RECOMMENDATION:
It is recommended that by-law 96-50 "Schedule B" be updated to reflect the existing hours of
operation of Municipal Lot # 5.
BACKGROUND:
A parking ticket dispensing machine was recently installed, to replace parking meters, in
Municipal Lot # 5 located at the intersection of Palmer Avenue at College Crescent. Parking
ticket dispensing machines are operational 24 hours a day. Currently, by-law 96-50 "Schedule
B" is reflecting the hours of operation of parking meters (daily, between 8:00 a.m. and 12:00
a.m.).
Therefore, it is recommended that by-law 96-50 "Schedule B" be updated to reflect existing
hours of operation of Municipal Lot # 5. Twenty-four (24) hour a day operation is currently
listed in the aforementioned by-law, reflecting the operational hours of Municipal Lot # 20, 18,
and 4, located in the tourist area.
