May 4, 2004
Council met on Tuesday, May 4, 2004 at 4:30 p.m. for the purpose of considering
the 2004 General Purposes Budget, the 2004 Capital Projects Budget and the 2005 -2008
Capital Projects Budget. All members of Council, were present. Alderman Selina Volpatti
offered the Opening Prayer.
Prior to dealing with further Council matters, it was ORDERED on the motion of
Alderman loannoni, seconded by Alderman Wing, that the Budget meeting have a time
limit of three hours or less. Carried Unanimously.
REPORTS
F- 2004 -30 Chief Administrative Officer Re: 2004 General Purposes Budget. The
report recommends that City Council approve the 2004 General Purposes Budget.
The Chief Administrative Officer provided an overview of the 2004 General
Purposes Budget and the Capital Projects Budget, spoke to assessment, capital spending
priorities, and maintaining the existing service levels. He commented that staff have
attempted to do their best in attaining a reasonable balance to achieve the vision of
Council and meeting the needs of the community.

Communication No. 65 Niagara Falls Public Library Re: Requesting Approval of
Spending Limits prior to the Approval of the 2004 Capital Budget.
ORDERED on the motion of Alderman Volpatti, seconded by Alderman Diodati, that
Council approve the pre- budget purchase of books and Audio Visual materials for the new
Niagara Falls Community Centre Branch Library. Carried Unanimously.
AND
Communication No. 66 Nova House Campaign Re: Requesting that consideration
be given to a $100,000 pledge commitment over a five -year period to the Nova House
Campaign.
ORDERED on the motion of Alderman Wing, seconded by Alderman Diodati, to approve
the request for $100,000, over 5 years, for their Capital campaign, including the $20,000
pledge for this year (2004). Carried Unanimously.
Millennium Trail
ELEVENTH MEETING
SPECIAL BUDGET MEETING
ORDERED on the motion of Alderman Campbell, seconded by Alderman Volpatti, to
proceed with the 2 phase of the Millennium Trail, with staff bringing back a report on how
the project will be financed and further that staff bring back a report on the issue of the
bridge, which would necessitate notice to the public. The motion Carried with Alderman
Wing voting contrary to the motion and with all others voting in favour.

Niagara Falls Museum
ORDERED on the motion of Alderman Wing, seconded by Alderman Morocco, that Council
approve the $244,117 as requested by the Niagara Falls Museum Board in the 2004
Budget. Carried Unanimously.
Niagara Falls Boys and Girls Club
ORDERED on the motion of Alderman loannoni, seconded by Alderman Wing, that Council
approve the $210,000 as requested by the Niagara Falls Boys and Girls Club in the 2004
Budget. Carried Unanimously.
ORDERED on the motion of Alderman Volpatti, seconded by Alderman loannoni, that staff
obtain appraisals on the current value of the railway property. Carried Unanimously.
ORDERED on the motion of Alderman Morocco, seconded by Alderman Pietrangelo, that
$11,000 be added to park security in the 2004 Budget. Carried Unanimously.
Following some discussion, it was ORDERED on the motion of Alderman Kerrio,
seconded by Alderman loannoni, to defer the decision on the 2004 Operating Budget. The
motion Carried with the following recorded vote:
AYE: Aldermen Campbell; Diodati; loannoni; Kerrio; Morocco; Wing and Mayor Salci.
NAYE: Aldermen Pietrangelo and Volpatti.
Following further discussion, it was ORDERED on the motion of Alderman
Campbell, seconded by Alderman Volpatti, that a special budget meeting be scheduled for
Monday, May 10 2004 at 6 p.m. in Council Chambers. Carried Unanimously.
ORDERED on the motion of Alderman Volpatti, seconded by Alderman Morocco, that
leave be granted to introduce the By -law and the By -law be read a first time:
2004 -93 To adopt, ratify and confirm the actions of City Council at its meeting held on
the 4 day of May, 2004.
Carried Unanimously
ORDERED on the motion of Alderman Diodati, seconded by Alderman Morocco, that the
following By -law be now read a second and third time:
2004 -93 To adopt, ratify and confirm the actions of City Council at its meeting held on
the 4 day of May, 2004.
Carried Unanimously
