SPECIAL BUDGET MEETING

May 10, 2004
Council met on Monday, May 10, 2004 at 6:00 p.m. for the purpose of considering
the 2004 General Purposes Budget, the 2004 Capital Projects Budget and the 2005 -2008
Capital Projects Budget. All members of Council, were present. Alderman Vince Kerrio
offered the Opening Prayer.
Prior to dealing with further Council matters, on the motion of Alderman Volpatti,
seconded by Alderman Kerrio to permit Ms. Nancy McIntosh and Ms. Tracy Merritt, City
representatives from the Niagara Falls Humane Society to address Council. Carried
Unanimously.
Ms. McIntosh advised that the Niagara Falls Humane Society does not receive a
grant but has a contract with the City to provide services and indicated that denial of their
funding request would result in some services having to be cut; she apprised Council of the
Humane Society's fundraising efforts and requested that Council consider their $50,000
capital contribution request for a new roof.
Following the presentation, on the motion of Alderman Wing, seconded by Alderman
Pietrangelo, to approve the Humane Society's 2004 Operating Capital Contribution
requests. It was requested that the two issues be divided into two separate motions.
ORDERED on the motion of Alderman Wing, seconded by Alderman Pietrangelo, to
approve the 2004 Operating Budget request from the Niagara Falls Humane Society, in
the amount of $406,125. The motion Carried with Aldermen Campbell and loannoni voting
contrary to the motion and with all others voting in favour.
ORDERED on the motion of Alderman Wing, seconded by Alderman Pietrangelo, to
approve the $50,000 Capital Contribution request from the Niagara Falls Humane Society.
The motion was Defeated with Aldermen Campbell, Kerrio, loannoni, Volpatti and Mayor
Salci voting contrary to the motion and with all others voting in favour.
ORDERED on the motion of Alderman Wing, seconded by Alderman Diodati, that staff
enter into discussions with the Niagara Falls Humane Society regarding a loan
arrangement to help pay for the replacement of their roof. Carried Unanimously.
Following some discussion, it was ORDERED on the motion of Alderman
Pietrangelo, seconded by Alderman Volpatti, that staff prepare a report on how the tax rate
was determined and to provide an overview of the pros and cons related to this year's
budget process. Carried Unanimously.
REPORTS
F- 2004 -28, Chief Administrative Officer Re: 2004 Capital Projects Budget. The
report recommends following:
1. That City Council approve the 2004 Capital Projects Budget;
2. That City Council authorize, in principle, the use of debenture funding for the
2004 Capital projects.

ORDERED on the motion of Alderman Volpatti, seconded by Alderman Pietrangelo, that
the 2004 Capital Projects Budget be approved as amended. The motion Carried with
Aldermen loannoni and Wing voting contrary to the motion.
F- 2004 -29 Chief Administrative Officer Re: 2005 -2008 Capital Projects Budget
Forecast. The report recommends that City Council approve the 2005 -2008 Capital
Projects Budget Forecast.
ORDERED on the motion of Alderman Pietrangelo, seconded by Alderman Kerrio, that the
2005 -2008 Capital Projects Budget be approved as amended. The motion Carried with
Aldermen loannoni and Wing voting contrary to the motion
F- 2004 -30 Chief Administrative Officer Re: 2004 General Purposes Budget The
report recommends that City Council approve the 2004 General Purposes Budget.
ORDERED on the motion of Alderman Volpatti, seconded by Alderman Pietrangelo, that
the 2004 General Purposes Budget be approved as amended. The motion Carried with
Aldermen loannoni and Wing voting contrary to the motion.

Communication No. 67 Inter Departmental Memorandum Chief Administrative
Officer Re: 2004 General Purposes Budget, and 2004 Capital Projects Budget. The
communication provides information on the requested amendments made to Schedule B,
of the 2004 General Purposes Budget; to the Park Security Contract Services; and to the
2004 Capital Projects Budget on May 4, 2004.
ORDERED on the motion of Alderman Volpatti, seconded by Alderman Pietrangelo, that
the communication be received and filed for the information of Council Carried
Unanimously.

F- 2004 -32 Chief Administrative Officer Re: 2004 Regional Tax Policy. The report
recommends the report is for the information of City Council.
ORDERED on the motion of Alderman Volpatti, seconded by Alderman Pietrangelo, that
the report be received and filed for the information of Council. Carried Unanimously.
RESOLUTIONS
NO. 05 PIETRANGELO VOLPATTI THEREFORE BE IT RESOLVED THAT the City
of Niagara Falls confirms its commitment to construct a Combined Sewer Overflow
treatment facility as described in the Central Pump Station and High Rate Treatment
Facility site specific environmental assessment. AND The Seal of the Corporation be
hereto affixed.
BY -LAWS

ORDERED on the motion of Alderman Pietrangelo, seconded by Alderman Morocco, that
leave be granted to introduce the By -law and the By -law be read a first time:
2004 -94 To adopt, ratify and confirm the actions of City Council at its meeting held on
the 10` day of May, 2004.

ORDERED on the motion of Alderman Pietrangelo, seconded by Alderman Morocco, that
the following By -law be now read a second and third time:
2004 -94 To adopt, ratify and confirm the actions of City Council at its meeting held on
the 10`" day of May, 2004.
People Mover Consulting Matter
Alderman Carolynn loannoni expressed her opposition to the monies in the Budget
to address the People Mover Consulting contract.
Stamford Film Festival
Mayor Salci promoted the first ever Stamford Film Festival.
Recruitment of Family Physicians

Carried Unanimously
Alderman Vince Kerrio referred to correspondence received from an organization
dealing with assisting communities in recruiting family physicians.
ORDERED on the motion of Alderman Kerrio, seconded by Alderman Volpatti, to refer the
correspondence to the Doctor Recruitment Committee. Carried Unanimously.
Regional Transportation System
Following some discussion, it was ORDERED on the motion of Alderman Volpatti,
seconded by Alderman Kerrio, that a meeting be scheduled with the Mayor, a Committee
of Council and the Regional Human Resources Directors to address the issue of the need
for Regional Transportation, especially to bring workers to the local tourism industry.
Carried Unanimously.
It was noted that Aldermen Kerrio, Morocco, Volpatti and Mayor Salci indicated that
they wished to sit on the Committee.
Current Gas Prices
Alderman Jim Diodati expressed concerns with regard to the current high gas prices.
BIA meeting regarding 3% Room Levy
Liquor Licence

ORDERED on the motion of Alderman Campbell, seconded by Alderman Volpatti, that a
meeting be arranged with respect to the 3% room levy and to attempt to bring the BIA's
together with respect to this issue.
Following some discussion, it was noted that Aldermen Campbell, loannoni, Kerrio
and Volpatti wished to sit on the Committee.
Alderman Victor Pietrangelo commented on Council's decision respecting opposition
to a liquor licence for a proposed bar at Murray Street and Drummond Road at a recent
Community Services Committee meeting and suggested that the matter be deferred.
ORDERED on the motion of Alderman Pietrangelo, seconded by Alderman Campbell, that
the matter be deferred and that the bar owner be invited to attend the Community Services
Committee meeting on May 17' 2004. Carried Unanimously.
Motel Demolition at Stanley Avenue and Ottawa Street
Alderman Selina Volpatti referred to the recent demolition of a motel at Stanley
Avenue and Ottawa Street by the Region. She was advised by the Director of Municipal
Works that the matter of the dirt, debris and mess from the demolition would be looked
into.
Invitation to former Council members
ORDERED on the motion of Alderman Diodati, seconded by Alderman Volpatti, that an
invitation be extended to the former members of Council to attend the opening of the new
Casino and that an invitation also be extended to the opening of the new Community
Centre. Carried Unanimously.
ORDERED on the motion of Alderman Volpatti, seconded by Alderman Morocco, that the
meeting be adjourned. Carried Unanimously.
