With the ubiquitous ".com" everywhere in the media, it's tempting to believe
that everyone is wired and online. However, a 1999 Statistics Canada study
showed that only 29% of households in Niagara (below the provincial
average of 39%) have access to a computer and/orthe Internet on a regular
basis, either at school, work or home. To anyone with a computer and the
skills to use it, this is a startlingly low statistic. There are not only physical
barriers - not having access to a computer - but skill barriers as well. The
same study clearly showed that computer and Internet, usage is directly
linked to education and income levels.
These are the issues that Industry Canada's Community Access Program
(CAP) is designed to address.
Computers have been available for public use at libraries for a number of
years and am widely used. The Nia~ra Falls Public Library has public
access computers that are typically in use for over 80% of available hours.
The intent of Urban CAP is to make more computers available in libraries
and in a wide variety of other locations as well.
Announced in December 1999, Urban CAP is available to cities with
populations over 50,000. It is designed to create increased public access to
computers and the Internet through CAP sites at federal buildings, libraries
and schools and community locations.
This proposal is concerned with community sites only since the other
locations are being addressed through a different process with Industry
Canada.
At a typical CAP site, computer and Internet access will be flee of charge.
People will be able to
- send and receive e-mail
· surf the Net for information, research and fun
· participate in computer-based and online learning activities
· download docurrents and information
· print
· receive assistance to develop basic computer and Internet skills
· have access to training
· buy and sell online and participate in other e-~ommeree transactions
· access government and community services
· etc.
Some services such as printing and training will be available at a nominal
cost to cover expenses. A sustainability plan will be put in place .to ensure
the on-going viability of all community CAP sites in Niagara Falls.

While it is clear that the Internet has groat potential to improve lives and
economic prospects, it also has an unsavoury side. The network of CAp
sites will have a common and enforceable Acceptable Use Policy to deal
with potentially offensive, threatening and illegal uses of the Internet.
Almost all sites will be physically accessible and will be open a varied
number of hours, including evenings and weekends. Cooperative
administration, marketing, technical support, volunteer coordination, etc will
optimize resources for participating sites.
Industry Canada will fund start-up costs (12 to 18 months) to a maximum of
$17,000 per site with matching cash and/or in-kind funding.
Through one-on-one contact and various meetings, the Urban CAP program
has been introduced to a number of community organizations. As a result, a
proposal will be submitted for the Round 2 due date of May 31, 2000 to
establish four community CAP sites in Niagara Falls at
· YMCA Employment Services: 4394 Queen Street
· Job Connect (Niagara College): 6255 Huggins Street
· The Boys and Gifts Club: 6681 Culp Street
· The Niagara Regional Police: 43 43 Morrison Street.
Other organizations involved in the planning of this proposal am
· Niagara Falls Economic Development
· The Niagara Falls Public Library
· Information Niagara
· The March of Dimes.
With a population of 79,474, Niagara Falls is eligible for at least 5
community CAP sites. The number of Community CAP sites can rise if the
School Boards do not use all the sites allocated to them under the program.
For these masons, we see this proposal as Phase I and will continue to
investigate the possibility ofinncrcasing the number ofcornmunity sites as
opportunities arise. The next round of proposals is October 31, 2000 with a
final round likely to follow in January 200 1. The program will end in March
2001.
This. program represents a prime opportunity to increase computer literacy in
the City of Niagara Falls. We look forward to receiving the endorsement of
Niagara Falls City Council in support of this effort.

Advisory Committee (LACAC) Activities
RECOMMENDATION:
It is recommended that the Council receive the presentation by LACAC for information
purposes.
OVERVIEW:
The Local Architectural Conservation Advisory Committee (LACAC) is represented by 8 members
appointed by Council. The current members are:

LACAC has established a schedule of regular meetings the fourth Wednesday of each month. The
Committee has had a very active three years..
Designation:
During the current term of office, Council has designated 8 properties on the advice of LACAC as
being of historical and/or architectural interest. This brings the City's total of designated sites to 29.
Inventory:
LACAC maintains an inventory of Heritage Resource Properties. There are currentlyl 14 properties
in the inventory and the list is growing as information becomes available. This inventory is now
computerized in an information database.
Fr'orking Together to Serve Our Community

Walking Tours:
Through the assistance of the Mayor's office and the Business Development and Planning
Departments, LACAC obtained a grant from HRDC for two researchers for a year to research
buildings and prepare walking tours in two areas of the City. LACAC distributes to tourists and
residents tours of Historic Dmmmondville and Profiles of the Past - Downtown Tour. In addition,
the Downtown Tour is now available on the City's website over the intemet.
Web Page:
Technology of the 21 ~t century is being used to profile our past. LACAC now has a web page as part
of the City's interact site. In addition to the Downtown Walking Tour, a Heritage Real Estate page
has been created featuring historically interesting properties which are available for sale.
Plaque Program:
The Committee has continued to recognize the designated properties'in the City through the
dedication of plaques. These identifiers celebrate our City's unique heritage.
Lost Heritage:
Many successful campaigns have been held to educate the community about our heritage.
Nevertheless, we have lost some of our valued buildings. These include: Niagara Flour and Feed,
the original Bright's Winery and the Lundy House. LACAC has worked with the developer of the
Lundy property to produce a plaque to be erected on the site and we hope to do that in the near
future.
Grant Program:
LACAC is currently administering a Provincial program whereby owners of designated heritage
properties can receive a rebate on their Provincial Sales Tax for materials used to improve these
buildings.
CONCLUSION:
As your appointees to oversee the City' s heritage, we have worked hard to promote preservation and
educate the public. Our inventory of heritage buildings is a non-renewable resource, once a building
is lost, it is gone forever. We will continue to work on your behalf to ensure a presence for our past.

In October 1994, at the 44th Session of the International Conference on Education in Geneva, UNESCO
designated October 5 as World Teachers' Day. It was also recommended that this be an annual event.
The date is the anniversary of the adoption of the 1966 Recommendation on the Status of Teachers.
The United Nations agency has designated a World Teachers' Day to recognize the work of teachers,
and the role they play in shaping our collective future.
As the professional body representing 144,000 teachers in the publicly funded schools of Ontario, OTF is
mandated by statute:
(a) to promote and advance the cause of public education;
(b) to raise the status of the teaching profession;
(c) to promote and advance the interests of teachers and to secure
conditions that will make possible the best professional service;
(d) to arouse and increase public interest in educational affairs;
(e) to co-operate with other teachers' organizations throughout the world
having the same or like objectives;
In addition to our work at home, the OTF, through its International Assistance Program, supports
teachers from developing countries. The financial support that we are able to send enables these
teachers to buy whole schools sets of textbooks, supports teacher education programs in teachers' home
countries and also makes it possible for teachers to study overseas.
By observing October 5, 2000 as World Teachers' Day, Niagara Region would be telling its teachers that
the people of Niagara Region appreciate the dedication and commitment teachers bring everyday to the
classroom.

RECOMMENDATION:
It is recommended that the tender for supply and delivery of winter sand, including the mixing of
salt with this sand, be awarded to Vineland Quarries for the unit prices tendered.
BACKGROUND:
The City of Niagara Falls again participated with other Municipalities through Regional
tendering. The work consists of approximately 7,800 tounes of screened sand, delivered to and
mixed at our Stanley Avenue Service Centre.
Bidders for Niagara Falls supply were:
Vineland Quarries $101,946.00
Blue Circle Aggregates $110,370.00
Staff recommends the tender by Vineland Quarries for supplying, delivering and mixing with
salt, and stock-piling be accepted. The tender costs are the same as 1999 - 2000 and therefore
represents a 0% increase.

1) Freeman Street C~. Mitchell Avenue - All Way Stop Request
It is recommended that:
1)
an all way stop control be installed at the intersection of Freeman Street and
Mitchell Avenue; and,
2)
Staff poll the residents to determine if the residents would support the
installation of speed humps in the area to control the speed of traffic.
2) MW-2000-98 - Kalar Road ~,, McLeod Road - Request for All-Way Stop Control
It is recommended that:
1)
an all-way stop control be installed at the intersection of McLeod Road and
Kalar Road as an interim measure prior to the installation of traffic signals;
2)
the installation of traffic signals at the intersection of McLeod Road and Kalar
Road be considered in the 2001 Capital Works Budget;
3)
local intersection improvements including the construction of exclusive left turn
lanes for the north and south approaches of the intersection be considered in the
2001 Capital Works Budget;
4)
crosswalks be applied on the north and east approaches of McLeod Road and
Kalar Road;
5)
signs indicating "Deer Crossing" supplemented by a "Night Danger" tab be
installed on McLeod Road west of Kalar Road facing westbound motorists and
east of Thorold Townline Road facing eastbound motorists; and,

MW-2000-96 - Dunn Street ~, Orchard Avenue - Intersection Operations Review
It is recommended that the Niagara Regional Police carry out strict enforcement of the 50
km/h legal speed limit on Dunn Street, when manpower permits.
MW-2000-97 - Auto Dealerships- Parking Review
It is recommended that:
1)
the request to display vehicles "for sale" on the city boulevard in front of Paul
Foy Pontiac/Buick at 4318 Portage Road be denied; and
2)
notification be sent to all dealerships advising them that it is illegal to park a
vehicle on the City or Region's Boulevard for the purposes of displaying
vehicles that are "For Sale" and that all vehicles that are parked illegally should
be removed.
MW-2000-99 - Murray St. between Main St. & Finlay Ave. - Parking Review
It is recommended that:
1)
parking be restricted at all times on the north side of Murray Street from Main
Street to Finlay Avenue;
2)
a comer parking restriction be implemented on the south side of Murray Street
from Main Street to a point 30 metres west of Main Street; and,
3)
the Niagara Regional Police provide strict and frequent enforcement of the
heavy vehicle restriction on Murray Street.
MW-2000-95 - Dorchester Road - Parking Review
It is recommended that:
1)
a) two hour parking be implemented on the west side of Dorchester Road
from a point 10 metres south of Leeming Street to Lundy's Lane;
b) residents on the west side of Dorchester be permitted to obtain a
residential parking permit provided that they meet the necessary criteria.

a) the both sides of High Street from Dorchester Road to a point 10 metres

restaurants/nightclubs as part of the comprehensive review of Zoning By-law
No. 79-200;
reconstruction (including curbs and gutters) of Dorchester Road between
Lundy's Lane and Fredflea Street be considered in the 2001 Capital
Reconstruction Budget;
consideration be given to the installation of flexible delineators on the east side
of Dorchester Road between Lundy's Lane and High Steet;
strict and frequent enforcement of the proposed parking restrictions is carded
out;
regular enforcement of the speed limit on Dorchester Road, be carried out by the

11) all of the proposed parking restrictions be reviewed after a 6 month trial period.
BACKGROUND:
The Municipal Parking and Traffic Committee, at its meeting of September 19, 2000, considered
the matters noted and formulated the recommendations above.

RECOMMENDATION:
It is recommended that Cou~cil approve the site plan for a 6,000 square foot warehouse at 2950
Stanley Avenue.
BACKGROUND:
An application for site plan approval has been received from 1340384 Ontario Limited for 2950 Stanley
Avenue. Located on the southeast comer of Stanley Avenue and Church's Lane, the applicant is proposing
to construct a 6,000 square foot warehouse for the Canadian Mail Exchange. The warehouse is proposed
to be the first phase of three phases; two future additional phases are proposed which will bring the total
building area to about 31,000 square feet. The site plan drawings have been satisfactorily reviewed by the
Site Plan Technical Committee and Regional Public Works and, as such, approval is recommended.

REPORT:
On September 11, 2000, Council closed and declared surplus part of Willick Road. At the same
meeting, Council authorized notice to be given to the public of the proposed sale of the said land to
The Niagara Parks Commission, sole abutting owner. Pursuant to the report, notice of the proposed
sale to The Niagara Parks Commission was published in the Niagara Falls Review on September 16,
2000. Staff recommends that the offer, be accepted and the closed portion of Willick Road be
conveyed for nominal consideration, plus costs incurred by the City to close and convey the road.

To facilitate use of the remaining portions of Willick Road, The Niagara Parks Commission has

WHEREAS By-law No. 91-232 provides that Letter of Credits will be only accepted by the banks
listed on Schedule "A" attached thereto;
AND WHEREAS Kraft Canada Inc. is requesting that the City accept a Letter of Credit in the
amount of $193,000.00 CDN. as security for its Niagara Buffer Warehouse Construction Project
from Citibank which is a bank not listed on Schedule "A" of By-Law No. 91-232.
AND WHEREAS the City is prepared to make an exception on certain terms and conditions.
THEREFORE BE IT RESOLVED that the City of Niagara Falls accepts an Irrevocable Letter of
Credit in the amount of $193,000.00 CDN from Citibank in a form satisfactory to the City Solicitor.
FURTHER BE IT RESOLVED that this acceptance be an exception to By-law No. 91-232.
AND the Seal of the Corporation be hereto affixed.
