RESOLVED that whereas in a Joint StUdy initiated by the city of Niagara Falls
and the Niagara Falls Social Planning Council entitled Economic Climate Study
March 1982, certain recoa~aendations have been made, and whereas the City of
Niagara Falls wishes to support these recommendations, and whereas it seems
desirable to provide more flexibility for families in finding suitable accca~aodationz
by provid~ng allowances toward pa3nnent of market rents rather than providing
acco~odatton at reduced rents, therefore be it resolved that the City of
Niagara Falls consider a shelter allowance for those low-income people needing
financial assistance to obtain adequate rental housing, and further that the City of
Niagara Falls recommends that the Provin~al Goverranent consider the gradual phasing
out of rent controls, subject to a shelter allowance plan being in place; AND the

necessary services to their taxpayers; and

Honourable Frank S. Miller on May 13, 1982, proposes to apply the retail sales
tax to previously exempt Municipal activities; and
~REAS the impact of these measures will substantially affect the municipal
financinE strategies adopted for 1982;
NOW THEREFORE BE IT RESOLVED that the Council of the City of Niagara Falls
hereby requests the Provincial Goverranent to reverse its present course of
action as to the imposition of these measures~ or in the alternative, provide
additional payments to all Municipalities in Ontario to offset the financial
impact for the calendar year 1982 resulting from the provisions of the 1982
Ontario Provincial Budget; and further

Dear Mr. Brennan:
The Minister, the Honourable Andr~ Ouellet, has asked me to comment on
your letter of April 21, 1982 addressed to the Prime Minister with regard
to your Council's resolution on metric conversion. I regret this delay.
The recommendation that a hold be put on any further metric conversion
activity in Canada is based on what would appear to be inaccurate
information regarding the United States' metric conversion program.
While it is true that about 70% of Canada's exports go to the United
States, about half of them are measured in metric units. In the coming
years, we expect that percentage to increase. The U.S. metric conversion
program is proceeding despite the recently announced shutting down of the
Metric Board. The Board's functions are being incorporated into the
Department of Commerce. President Reagan, like each of his predecessors
since 1975, when the Metric Conversion Act was passed, has gone on record
to support and promote conversion through that Department and the
American National Metric Council, a private industry organization.
Industry leaders in the United States, like their counterparts in Canada,
are aware of the increasing need to conduct their business in metric
measurements if they are to compete successfully in the world of
international trade. One reason many Canadians are unaware of the U.S.
metric program is that most of the conversion that has been carried out
to date has been done within industry, and relatively little has happened
to affect consumers. Industries that are well advanced include
automobiles and parts, paper, computer hardware and software,
agricultural machinery and wines and spirits.

Great Britain and Australia also remain committed to the metric system.
Britain disbanded its Metrication Board following the government's
determination that conversion in industry was virtually complete. The
Department of Industry and Trade is to carry on with conversion work
involving the general public. In Australia, the metric conversion
program is virtually complete.
The statement that "metrification was forced upon the people of Canada"
is not, I think, a fair one. During the 1960s, a number of Canadian
organizations requested that the federal government adopt the metric
system. Among them were the Agricultural Institute of Canada, the
Consumers' Association of Canada, the Canadian Construction Association
and many others.
Because of this widespread interest, the White Paper on Metric Conversion
in Canada was tabled before Parliament and received unanimous endorsement
from the House Leaders of all parties. During the next few years, a
number of further pieces of legislation relating to metric were passed,
all following due parliamentary process. Apparently metric conversion
was what the voters, represented by their Members of Parliament, wanted.
Canada's metric conversion program is, for the most part, being conducted
on a voluntary basis by the industries concerned. Only in a few areas
has legislative action been necessary in the interests of public safety,
health or consumer protection, or to minimize confusion and ensure
equitable trade practices in the marketplace. If a retailer, who is
affected by weights and measures legislation, does not comply with the
law, he or she is given every opportunity by Consumer and Corporate
Affairs Canada officials to rectify the situation. Only as a last resort
is further action considered. I am sure you would agree that the laws of
the land must be obeyed, even laws that may be unpopular with certain
individuals. I would like to point out that the regulations in effect
apply only to retailers, not to the general public.

Council of Niagara Falls, will find the above comments helpful.

RF-~DLVED t~at WHEREAS the City of Niagara Falls has been experiencing
a serious shortage Of extended care beds as was documented in the Spring of
1981, and subsequent to an exhaustive needs study confirmed by the District
Health Council in November, 1981, the District Health Council recommended to
the Minister of Health that there is an immediate need in the eastern part
of the Niagara Region, Niagara Falls area, to provide an additional 75 extended
care beds in addition to those beds that currently exist;
AND WHEREAS the Needs Study also made a series of observations that at least
50% of the additional beds should be of the heavy extended care category;
AND WHEREAS the above clearly demonstrates a significant need for additional
nursing care beds in Niagara Falls;
THEREFORE BE IT RESOLVED that Council endorse and urge the Minister of Health
to act on the recommendation of the District Health Council immediately; AND
the Seal of. the Corporation be hereto affixed.
