Services Tax from the public for the use of parking meters.
NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of the City
of Niagara Falls endorse a resolution from the Munidpal Parking Committee objecting to
the Goods and Services Tax being applicable on parking meter revenue; and
BE IT FURTHER RESOLVED that the Council of the Corporation of the City of Niagara
Falls hereby requests that The Right Honourable M. Brian Mulroney, Prime Minister, and
The Honourable Michael Wilson, Minister of Hnance, consider the removal of the New
Goods and Services Tax from parking meter revenues; and
BE IT FLIRTHER RESOLVED that this resolution be circulated to all municipalities in
Ontario, having a population of 50,000 or more, for consideration and endorsement;

RF-qOLVED dmt WHEREAS in order to facilitate the enhancement of our
economic growth, affecting directly the citizens of Niagara Falls, Ontario, and
sister communities in the Regional Municipality of Niagara; and
WHEREAS inorder to compensate for a number of industrial Closings and lay-offs
in our City over the past several years, the Municipal Council of Niagara Falls,.
Ontario, has committed to develop a new Industrial Park..named the Montrose
Business Park; and
WHEREAS further to this particular, the Council wishes to. re-submit an
application for funding under the Community Economic Transformation Agreement;
and
WHEREAS the City Council wishes to, for the benefit of all Ontario residents,
ensure the continued economic growth through a broad range of industries in
Niagara, and because of a severe down-turn in the 1989 and 1990 tourism economy
locally, and because of our uncertainty about the impact of the Goods & Services
Tax in 1991 and beyond, the Council feels it necessary to ensure assistance so
that this new Industrial Park becomes a reality as soon as possible; and
WHEREAS because the Council ie committed to provide a supply of land of the
uppermost quality for a prestigious Industrial Park, thereby increasing
employment opportunities in our City;
NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of the City of
Niagara Falls hereby requests that Premier Bob Rae and the Honourable Floyd
Laughren, Deputy Premier, Treasurer of Ontario, and their Cabinet colleagues
assist the City with the development of the Montrose Business Park through
funding under the Community Economic Transformation Agreement;

operation of a heliport to belocated at 7527 Stanley Avenue (the former Niagara
Metals Plant), in the City of Niagara Falls, because the location of the proposed
heliport, in close proximity to major tourist attractions, residential areas and
industries, is not appropriate because of health and environmental concerns
involving noise, safety and nuisance issues;
AND FURTHER that City Council advise the Minister of Transport~ The Honourable
Douglas Lewis, that the City is opposed to the proposed hellport and to the
issuance of any certificates and licences in respect thereto;
AND FURTHER that pursuant to the Environmental Assessment and Review Process
Guidelines, Council hereby requests the Minister of the Environment, The
Honourable Robert de Cotret, to order a public review or hearing to determine
any potentially adverse environmental or social effects arising from the proposed
heliport;
AND FURTHER that Mr. Rob Nicholson, MP, be given a copy of this resolution and
asked to support the City of Niagara Falls in this matter and to pursue it with
the Minister of Transport and the Minister of the Environment;

Dominion Paving Company and Ken Warden Construction Ltd. were the successful bidders
for Area 1 and Area 2 respectively for the snowplowing of parking lots during the 1989/1990
winter season. Both Firms had peffo.t~ed the snowplowing functions satisfactorily
throughout the season. As a result Staff is recommending that both Firms again be awarded
the contract for the 1990/1991 winter season.
United Contracting, the successful bidder for Area 3 during the 1989/1990 winter season
did not submit the lowest bids for the 1990/1991 season. Instead, low bid was received from
Sacco Construction at a difference of 0.01 cents and 0.10 cents per hour less than United
Contracting.
Sacco Construction has not in the past performed parking lot snowplowing services for the
City. However, the Firm has satisfactorily completed other construction projects city wide.
Therefore, Staff are of the opinion that Sacco Construction is capable of undertaking the
snowplowing functions in Area 3 as required in Contract 90-15.

Honourable Chris Ward has announced that the City of Niagara Falls is being
seriously considered as a location for the decentralization from Toronto of
certain operations; and
WHEREAS the said Minister has indicated that the availability of municipally
owned land for such purposes within the municipality is a positive factor for
the Province to consider when deciding on whether or not to decentralize, as
aforesaid; and
WHEREAS the said Ministry has indicated that a decision on this matter is
expected to be made within approximately 2 months; and
WHEREAS the Council of The Corporation of the City of Niagara Falls deems it
desirable to pass this Resolution as an indication of the City's willingness
to make City lands hereinafter described available to the Province for the
aforesaid purposes, subject to satisfactory terms and conditions that will
generate economic benefit to the City.

WHEREAS
The City of Niagara has long supported environmental protection
and natural resource management programs and policies; and
Public concern about protecting the Earth is rapidly increasing
as new scientific information about environmental threats such as
global warming, ozone depletion, acid rain, air pollution and
more becomes available; and
WHEREAS
Citizens and business leaders are now recognizing environmental
protection and resource conservation to be essential
prerequisites to sustainable development; and
WHEREAS
Cities have many critical environmental responsibilities,
including land use planning, management of transportation
systems, solid and liquid waste management; and
WHEREAS
Almost twenty years ago, millions of people joined together on
Earth Day to express an unprecedented concern for the environment
and their collective action resulted in the passage of sweeping
laws to protect our air, our water, and the lands around us; and
WHEREAS
Citizens and their governments must again renew their commitment
to meet the global environmental challenge and stand up together
in cities, counties, towns and villages around the world for a
day of collective action to declare our shared resolve;
NOW THEREFORE BE IT RESOLVED that by and with the approval of the Council
of our City, the day of April 22, 1990 is hereby proclaimed as Earth Day 1990
in the City of Niagara Falls;

Capital Component
Captial expenditures are those associated with the purchase of computers, vehicles and other eligible capital
assets.
Expenses Incurred By Municipal Employees
Transportation Expenses include
- operatom' and inspectors' salaries, wages, fringe benefits, uniforms and other expenses;
- licence fees;
- equipment rental charges.
Scheduling and Dispatching Expenses include
- schedulers' and dispatchers' salaries, wages, fringe benefits, uniforms and other expenses.
Fuel Expenses include
- all costs, including applicable taxes, for all forms of energy comsumed when operating vehicles.
Equipment and Vehicle Maintenance Expenses include
- mechanics' salaries, wages, fringe benefits and miscellaneous expenses;
- costs for parts and supplies;
- purchased repairs and services.
General and Administrative Expenses include
- salaries, wages, fringe benefits and miscellaneous expenses associated with employees undertaking
administrative activities;
- insurance premiums, claims and damage charges;
- advertising and promotional costs;
- costs for office supplies;
- telephone and telegraph charges;
- professional fees.
Miscellaneous Expenses include all appmved costs of a direct operating nature that are not described above.
Revenue Component
Regular Passenger Service revenue includes all fare revenue collected from the provision of regular or special
passenger services.
Other Revenues include such sources as advertising, promotional considerations, etc.

Operating Statistics
Eligible Passenger Trips mean the number of one - way trips made by.passengers ( excluding attendants) as per the
Provincial Eligibility Guidelines: These Guidelines state that the service is to be provided for those passengers who,
regardless of age. are physically unable to beard regular transit facilities.
Local Trips - Trips entirely within local boundaries.
Inter-Regional Trips - Trips crossing regional boundaries.
Available Vehicle Hours of Service refers to the sum of the total number of vehicle hours that each vehicle 04 the fleet is
available to provide service, actual vehicle hours of service ( i.e. the sum of the total" in-transit ' vehicle hours of each
vehicle in the fleet ) would be somewhat less.
Where only a portion of the vehicle fleet was purchased with Provincial funding assistance, General
and Administrative expenses incurred by municipal employees must be prorated as noted below when
determining the Basic operating subsidy.

the late Reverend Charles H.S. Gheesman, a highly respected resident of
the Municipality, who served as a Alderman of the City of Niagara Falls
for 1969, September 1971 to September 1972, and 1977 to 1989; was a
teacher and head of the modern languages department at Westlane Secondary
School in Niagara Falls from 1964 to 1987; taught at the Niagara Parks
Corrmission School of Horticulture and served on numerous Boards and
Committees in the City
; AND the Seal of the Gorporation be hereto affixed.
