Road Reconstruction on
Centre Street and Lorue Street
The by-law apSeaxing 6h tonight's agenda be passed, authorizing the temporaxy road
fiesure of Centre Street from' Victoria Avenue to Lewis Avenue, commencing on
January 6, 1992 for. a, time liriod as required to allow construction to progress
expedionsly and; ' ..
The unit prices submitted by the low tenderer, V. Gibbons Contracting Ltd., be
accepted and the contract awarded to this rum subject to the above temporary road
closure being approved.
BACKGROUND:
(i) Temporary Road Closure
The reconstruction of Centre Street from Victoria Avenue to Lorne Street is scheduled to
begin on January 6, 1992. In order to expedite the installation of these works and indeed
pera',it certain'facilities to be in-qtalled, it will be necessary to dose Centre Street at certain
locations at certain times. Such time periods of road closure will be kept to a minimum.
Contract Award:
The Tenders Opening Ci>mmittee, in the presence of the City Clerk, Mr. E.C. Wag
opened tenders on Tuesday, December 17,-1991 at 1:30 p.rm for the above referenced
contract.

will provide a grant of up to fifty pement of eligible costs with a maximum award of $5,000.00 for innovative
projects for Building Departments; and
WHEREAS the Buildings and Inspections Department of the City of Niagara Falls has developed a
proposal for consideration by the Ministry of Housing WHEREIN to develop and expand our computerized
system by hiring a part time employee to help in the completion of logging zoning on all our property files
and inputting the present card index into the File Server. Also, the purchase of a laser printer will allow
staff to print more efficiently;
THEREFORE the City of Niagara Falls hereby makes application for a grant to purchase a laser printer and
hire staff necessary to expand our computerized property files having a maximum cost of $10,000.00 of

RESOLVED that WHEREAS licensed lottery operations exist in the Province of
Ontario to provide funding for works of charitable, religious or community benefit;
AND WHEREAS Provincial Terms and Conditions exist to ensure the proper administration
of lottery schemes in the Province of Ontario;
AND WHEREAS Provincial Terms and Conditions Under Which a Bingo Lottery Licence is
Issued, Term #15 states, "The amount expended, exclusive of prizes awarded, in the
conduct and management of any bingo lottery shall not exceed 15% of the gross
receipts derived therefrom.";
AND WHEREAS the Federal Goods and Services Tax (GST) is an administrative expense,
which licencees must bear in the administration of their licensed lottery;
AND WHEREAS the Federal Sales Tax, which was the predecessor to the GST, was an
allowable administrative expense pursuant to Provincial Term and Condition #15;
AND WHEREAS not all organizations who are licenseable for lottery purposes are
able to recover any GST expenses, in whole or in part;
AND WHEREAS licencees stand to lose a substantial amount of their profit, which
is used for charitable, religious or community projects;
BE IT THEREFORE RESOLVED that the Council of the Corporation of the City of
Niagara Falls respectfully request the Honourable Marilyn Churley, Minister of
Consumer and Commercial Relations to review the position of Ministry staff, which
indicates that the GST, although an administrative expense, is not an allowable
expense under Provincial Term and Condition #15;
AND BE IT FURTHER RESOLVED that the Minister instruct, that all administrative
expenses, including the GST, be permitted in the calculation of the administrative
expenses pursuant to Provincial Term and Condition ~15;
AND that this resolution be circulated to the Association of Municipalities of
Ontario (AMO), the Association of Municipal Clerks and Treasurers of Ontario
(AMCTO), all Ontario municipalities with a population of over 50,000 persons
and all municipalities within the Regional Municipality of Niagara with a
commercial bingo hall in operation.

RESOLVED that
the Council of the Corporation of the City of Niagara Falls,
does support the position of the Social Planning Council of Niagara Falls,
that Bill C-69, if passed will result in a shift away from a Federal Government
trust and for the first time place a limit on Federal funds for Social, Health
Education Programs in Ontario; and
Whereas, these proposed Federal ceilings on funds will place
an increased demand on a multitude of support systems like food banks such as
project S.H.A.R.E., non profit housing agencies, social assistance and others
who are currently over extended; and,
Whereas, the effects will impact on many senior citizens
as the Federal Government intends to discontinue its contribution of funds to
medicare programs by the year 2004 and this will eventually reduce the monies
available to home care programs thus contributing to an increase in the demand
for nursing homes and hospital care; and,
Whereas, the Impact will also be of consequence to many
children in low and moderate income families whose households will suffer from
the federal restraints, leading to an increased probability of malnutrition and
poor social development; and,
· Whereas, federal contributions to educational institutions
will be decreased leading to an educational system which will be financially
unattainable by those unable to afford escalating tuition fees.
Now, Therefore, be it resolved that by andwith the approval
of the Council of our City of Niagara Falls, for these reasons outlined and those
contained in the report submitted by the Niagara Falls Social Planning Council,
opposes Bill C-69 and recommends that the bill recently passed by the House into
law be sent back to the appropriate body for further review for the reasons
outlined above.
