CONSENT AGENDA The consent agenda is a set of reports that could be approved in one motion of council. The approval endorses all of the recommendations contained in each of the reports within the set. The single motion will save time. Prior to the motion being taken, a councillor may request that one or more of the reports be moved out of the consent agenda to be considered separately. COMMUNICATIONS AND COMMENTS OF THE CITY CLERK The Communications section of the agenda is a set of items listed as correspondence to Council that could be approved in one motion of Council. If Staff feel that more than one recommendation is required, the listed communications items will be grouped accordingly. The single motion per recommendation, if required, will save time. Prior to any motion being taken, a Councillor may request that one or more of the items be lifted for discussion and considered separately. Resolution - Norfolk County - Supporting Regional Municipality of Waterloo re: Amending Ontario Regulation 391/21 At its Council -in-Committee meeting held on October 15, 2025, Norfolk County Council passed a resolution regarding its support for the Regional Municipality of Waterloo re: Amending Ontario Regulation 391/21. Resolution - Town of East Gwillimbury - Opposition to the Protect Ontario by Unleashing Our Economy Act, 2025 At its Municipal Council meeting held on October 21, 2025, the Council of the Town of East Gwillimbury passed a resolution regarding its opposition to the Protect Ontario by Unleashing Our Economy Act, 2025. Please find attached the Town’s submission letter outlining the resolution that was passed. Memo from Planning - Replacement of Windows - 5049 Victoria Avenue (Armoury) Attached is a memo regarding the Municipal Heritage Committee supporting the replacement of the existing wood windows with new wood windows. NOTICE OF MOTION Except as otherwise provided in the Procedural By-law, all Notices of Motion shall be presented, in writing, at a Meeting of Council, but shall not be debated until the next regular Meeting of Council. A Motion may be introduced without notice, if Council, without debate, dispenses with the requirement for notice on the affirmative vote of two- thirds of the Members present. 14.1.
