WHEREAS all meetings of Council are to be open to the public; and
WHEREAS the only time a meeting or part of a meeting may be closed to the public is if the
subject matter falls under one of the exceptions under section 239 of the Municipal Act.
WHEREAS Section 239 (3.1) a meeting of council may be closed to the public if the following
conditions are both satisfied;
1. The meeting is held for the purpose of educating or training the members.
2. At the meeting, no member discusses or otherwise deals with any matter in a way that
materially advances the business or decision -making of the council.
WHEREAS on February 24 & 25, 2026, Niagara Falls City Council will be holding Closed Meetings
as permitted under s. 239 (3.1) of the Municipal Act;
THEREFORE BE IT RESOLVED that on February 24 & 25, 2026 Niagara Falls City Council will
go into a closed meeting to consider matters that fall under s. 239 (3.1) Education on renovation
options for the Chippawa Willoughby Memorial Arena project.
AND The Seal of the Corporation be hereto affixed.
