NEED OF REPAIR. IT IS A PRIORITY PROJECT THAT HAS TO BE DONE.
THE ROOF REPAIR COST IS IN THE $70,000.00 RANGE.
AT THIS TIME, THE NIAGARA FALLS OPTIMIST CLUB IS ASKING THE
CITY OF NIAGARA FALLS COUNCIL TO GRANT US A DEFERRAL ON OUR
LOAN PAYMENT TO THE CITY. WE ARE ALSO ASKING FOR A GRANT OF
$20,000.00 TO COMPLETE THE REPAIRS TO THE ROOF.

The Ontario Trillium Foundation's Grant Review Team for Niagara Region met recently. One
of the requests under review was the initiative you asked the Foundation to support. After
carefully reviewing the information you provided, we regret having to inform you that the team
felt unable to support your request for funding.
Declining a request is always a difficult task and certainly not one that the volunteers on our
Grant Review Teams take lightly. We all appreciate the dedication and commitment of the
volunteers and staff of the hundreds of organizations that turn to us for financial assistance each
year. However, in order to identify those proposals which support the Foundation's mandate and
objectives most closely, we established assessment criteria which help our volunteer review
teams to make funding recommendations to the Ontario Trillium Foundation's Board of
Directors. You will recall that these criteria are outlined in the application guidelines and centre
around assessing both the capacity of applicant organizations and the potential impact and
benefit to the community of suggested initiatives.
Over the past year, the Ontario Trillium Foundation received requests for funding totaling $450
million, which is more than four times the amount we have available to allocate. This means that
we are not in a position to fund every worthwhile initiative that is submitted to us for
considoration.
Unfortunately, the reviewers felt obliged to decline your request because other applications
better met our c~iteria, including factors such as community impact and significant need for
Trillium funding.
Don't be disheartened by the fact that you were not successful this time. If you would like to
discuss the reasons for the decline in more detail, please call Manfred Fast, the Program Manager

Advances in the Niagara Railway Safety Task Force
RECOMMENDATION
That this Committee recommends to Regional Council: that Report PHD 50-2000 be
received for information.
EXECUTIVE SUMMARY
PURPOSE
This report has been prepared to highlight the advances that the Niagara Railway Safety
Task Force (NRSTF) has accomplished since its inception in November, 1999.
BACKGROUND
In 1996, railway related injuries cost Canadians $20,370,220 in total health care costs.
According to the Transportation Safety Board, in 1999 rail crossing collisions increased by
3% since t998. Additionally, trespasser incidents (injuries and fatalities) have risen by
21%. This has created an astounding 100% increase in serious injuries among
trespassers. Trespassers are usually individuals between 13 and 29 years of age. These

figures are primarily based upon federal rail line statistics and may not take into account
the many incidents that occur on provincial rail lines.
Since the fall of 1999 there has been an increase in rail traffic throughout the Niagara
Region. This resulted from demands by various local industries and reflects national
trends that depict rail freight traffic to be at an all time high in Canada. However, with
increased rail traffic there is greater risk that rail related injuries may occur.
In response to increased rail traffic throughout the Niagara region, key community
stakeholders united and formed the Niagara Railway Safety Task Force. Membership
includes representatives from the Regional Niagara Public Health Department, Niagara
Regional Police Services, Trillium Railway Co. Ltd., Canadian National Railway Police,
Canadian Pacific Railway Police, District School Board of Niagara, Niagara Catholic
District School Board, Laidlaw Education Services and Via Rail.
The NRSTF's goal is to reduce the risk of rail related injuries and fatalities caused by
highway-rail crossing collisions and trespasser incidents in the Niagara Region. The
NRSTF is a coalition that focuses on education and awareness raising, establishing
environmental supports, and enforcement initiatives.
REPORT
A comprehensive approach to health promotion involves three strategies that are
fundamental for injury prevention programming: health education, communication and
media campaigns, and advocacy/policy. When these principles are applied by a
community coalition, efforts and resources from numerous agencies are utilized to
maximize health promotion efforts and retain cost effectiveness. The Niagara Railway
Safety Task Force has implemented this approach to reduce this risk of rail related injuries
and fatalities caused by highway-rail crossing collisions and trespasser incidents in the
Niagara Region.
Health education and awareness raising is a priority for the NRSTF. A national railway
safety program, Operation Lifesaver (OL), was implemented in 34 high risk schools
throughout Niagara between April and June 2000. High risk is defined by the NRSTF as a
school within close proximity to a rail line (approximately 1.5km away) experiencing
increased rail traffic. This approach was highly effective in delivering safety messages to
students in grades JK to OAC regarding trespassing on rail property and highway-rail
crossing safety. The NRSTF plans to target 81 schools, 67 elementary and 14 secondary,
with the OL program during the 2000/2001 school year.
To target Niagara residents not in school, a series of media releases was issued to
address various rail safety issues. As a result, media coverage was extensive and
included newspaper articles, radio interviews and local cable television interviews.
COGECO Cable 10 filmed an Operation Lifesaver presentation being implemented at
Ferndale Elementary School in St. Catharines and aired it as part of their "Parenting in the

New Millennium" series. Furthermore, COGECO Cable 10 is in the process of developing
a Niagara railway safety video in partnership with the task force.
The NRSTF is taking the lead in a letter writing advocacy campaign encouraging the
development and airing of music videos that depict smart risk taking behaviours among
adolescents. The goal is to use music as a medium to convey to youth that taking poorly
planned risks can result in injury (loss of independence) or death.
In collaboration with community agencies, members of the NRSTF have evaluated high
risk rail crossings and effectively advocated that appropriate environmental supports be
established. Improved sight lines for drivers were required at various crossings and are in
the process of being enhanced. Additionally, at a particular high risk crossing along
Holland road in Thorold, task force members successfully lobbied for a road speed
reduction in conjunction with increased enforcement. Relocating rail car shunting by
Trillium Railway was encouraged and accomplished in order to decrease risk at the
Glendale Avenue crossing in St. Catharines. Future plans entail educating professionals
in the areas of enforcement, including Justices of the Peace and traffic units, by reinforcing
their knowledge of rail incidents and potential injuries/fatalities.
SUMMARY OR CONCLUSION
The Niagara Railway Safety Task Force has met with groat success since its inception in
1999 in response to increased rail traffic throughout the Niagara Region. Its collaborative
community approach facilitates discussion and joint decision making between community
partners to address rail related injuries. Uniting community partners with similar mandates
has maximized health promotion initiatives and is cost-effective, not only in terms of lives
saved, but through combined resources. Although the task force, in its short existence,
has made tremendous strides in terms of injury prevention, NRSTF members plan to
continue implementing various health promotion strategies in order to educate and
increase awareness among Niagara residents, establish environmental supports, and
encourage enforcement initiatives.

Requested Information on Computer Equipment
RECOMMENDATION:
For the consideration of Council.
BACKGROUND:
Information Systems, at the request of Council, has researched the equipment requirements
necessary to supply Council members with computers. It was determined that the most cost effective
method was the use of notebooks, as this equipment is completely portable. The equipment would
be required at home, in Committee Room 2 and the Council Chambers. At home, the computer
would use a modem and phone line to access the network. In City Hall, it: was determined that a
wireless connection would be the preferred solution. By using wireless communications the sites
would not require the use of data jacks and hook ups every time the equipment is used. The
Corporation purchased wireless communication equipment, on approval, to initially be tested in
Committee Room 2. This testing has successfully been completed and Committee Room 2 is now
ready for use.
