c) Site Alteration By-law
Jean Grandoni addressed the Committee on the matter of the Site Alteration Permit
Application for Hospital Resorts Inc., Permit No. 2006-003. She distributed copies of her
letter objecting to the issuance of this permit and requested that her letter be appended to the
minutes. Ms. Grandoni requested that:
1) a written legal opinion from the city solicitor be provided to herself and the City .
Council on the matter
2) that any other information be made available to the public;
3) a stop work order be issued

4) a motion from Council and Committee to achieve these requests.
Following a lengthy discussion, it was recommended that a report be forthcoming that would
include the city solicitor's opinion and that the owner of the property concerned be invited
to any future meetings.

prepare a report on amore restrictive site alteration by-law with regards to agricultural lands.

Valley Way - Parking Review
RECOMMENDATIONS:
1) That a parking restriction be installed on the south side of Valley Way between the
eastern side of Valley View Crescent and Bellevue Street.
2) That the existing corn~r parking restriction' at the intersection of Valley Way and
Drummond Road, on the south side, be changed to a no stopping corner restriction
and extended to encompass 60 metres to the west.
3) That a no stopping corner restriction be installed on the north side of Valley Way at
Drummond Road encompassing 60 metres to the west of the intersection.
BACKGROUND:
The GommunityServices Committee at it's meeting of January 22,2007, deferred this
matter in order that this report be brought back to the Committee with detailed diagrams
and photos. Staff have been requested to conducta review of Valley Way to determine
whether revisions to on-street parking are required between Drummond Road and Bellevue
Street. The concern stems from vehicles parking on-street in front of the apartment
buildings, thereby reducing roadway width and impeding. motorists travelling in opposite
directions.
In the study area ValleyWay is a minor collector roadway consisting of two travel lanes,
one in each direction. This section of Valley Way provides access to a small subdivision
that consists of approximately 50 residences. Horizontal curves are present throughout
the length of the study section. A sidewalk for pedestrian use is present on the south side
of the roadway, between Drummond Road and Bellevue Street. Valley Way is 8metres
in width and contains a short parking restriction on the north side of Valley Way between
Drummond Road and Valley View Crescent. Curbing is present on both sides between
Drummond Road and Valley View Crescent, however, a semi-urban cross-section,
containing shoulders and OJ:2 <ditches are present west of Valley View Crescent. Also,

a corner parking restriction is present on the south side between Drummond Road and a
point 20 metres west. Parking is permitted on the remainder of the study section of Valley
Way. Curve warning signs are present in advance of the curves on the roadway
forewarning motorists of the geometric changes in the roadways' curvature. In addition
these signs are complemented by "Pedestrian Ahead" signs with "Senior" tabs, which
advise motorists of potential crossing pedestrians on that section of the roadway where the
retirement residences are located.
Within the study area, there are three apartment buildings and two retirement buildings
located on the south side. A small neighbourhood park is present on the north side
between Valley View Crescent and Harper Drive. A townhouse, located opposite of the
apartment buildings is nearing completion. This development will contain 11 units. A small
subdivision with about 50 homes is present west of the study area.
Staff carried out technical studies on Valley Way between Drummond Road and Bellevue
Street to determine whether parking revisions are required on the study roadway. Site
investigations reveal that the predominant area where vehicles have been observed parked
is on the south side of Valley Way between Drummond Road and Valley View Crescent
adjacent to the three apartment complexes. Vehicles parked on the roadway, particularly
within the curve may further reduce the width of the 8-metre road making it difficult for
motorists to traverse in opposite directions. This may be further complicated during the
winter months when snow accumulates on the road edges. Motorists require additional
space for vehicle tracking when completing turning manouevres and do not have the same
comfort level as if two motorists approach each other if the road was completely straight.
A collision review, conducted for the previous three-year period reveals that a collision
problem does not exist as no collisions have been reported within this time frame on the
entire study section.
Parking questionnaires were delivered to each resident/tenant on Valley Way between
Drummond Road and Bellevue Street. Through the questionnaire, residents/tenants had
an opportunity to comment on the type of parking control that would most benefit their
situation. The minimum criterion requires at least 60% of the residents petitioned to
respond to the questionnaires delivered. A total of two hundred and fifty (250)
homeowners were petitioned on Valley Way between Drummond Road and Bellevue
Street, of which sixty-five (65) questionnaires were returned, which is below the required
criteria of 60%. The majority of respondents wanted some form of parking restriction.
Although vehicles were observed parked mainly in front of the apartments, restricting
parking solely adjacent to these properties may only shift motorists to park in another
permissible area. Given that the study area contains several curves, a parking restriction
is warranted on the inside part of the curve, between the east side of Valley View Crescent
and Bellevue Street, to provide safe traffic operation throughout the roadway. The
absence of parked vehicles will ensure that the minimum stopping sight distance is
achieved at any point, and allow pedestrians crossing to the park unobstructed sight lines
in both directions when carrying out their crossing. This is particularly important given that
this is the main roadway and is used as a collector outlet that provides access to various
land uses. Also, in many cases, neighbourhood residents may prefer to use Valley Way,
instead of Bellevue Street, as its intersection with Drummond Road is signalized, providing
safer through/left turn movements. This relates to a higher percentage of residents driving
on Valley Way daily. Additionally, "No Stopping" corner restrictions at all times must be
installed on Valley Way extending 60 metres to the west of Drummond Road. These
restrictions will ensure vehicles do not hinder the intersections operation by parking in close

proximity to the intersection.
Two of the three apartment buildings meet the parking requirements in accordance with
the City's zoning standards, the third is short 17 spaces. However, the numberof parking
stalls (67) exceeds the number of units (60), so each tenant does have at least one parking
space. There is space to expand the parking facility westerly to provide about 16 more
parking spaces, given the existing 15 metre offset from the property line. Both retirement
residences meet or exceed the parking standard established in the Zoning by-law. Each
unitin the new townhouse development will contain a single car driveway and single~car
garage. Four visitor parking spaces will be provided, in addition to on-site garbage
collection.
Therefore, based on this information, Staff is recommending that parking be restricted at
all times on the south side of Valley Way between the east side of Valley View Crescent
and Bellevue Street. In addition, to ensure the safe movement of vehicles at the
intersection of Valley Way and Drummond Road, a 60 metre "No Stopping" restriction is
also being recommended.

RECOMMENDATION:
Thatthe existing parking control on Keith Street between Sinnicks Avenue and Orlando
Drive be maintained.
BACKGROUND:
At the request of Council, staff has conducted a parking review of Keith Street between
Orlando Drive and Sinnicks Avenue. This request precipitated from the removal of a short
portion of the existing permit zone on the north side of Keith Street in October 2006.
The permit parking restrictions were installed in early autumn 2005 on Keith Street and
Sinnicks Avenue. The signs were installed to mitigate complaints from area residents of
overflow parking from the sports facility on the adjacent neighbourhood streets. A
subsequent parking review was undertaken in early 2006 to determine the effectiveness
of the restrictions. The area residents were also solicited for their input. A low response
to the questionnaires was received. Site investigations noted that the restrictions were
effective in that users of the Sportsplex were utilizing the parking within the designated on-
site parking area. No vehicles were observed parked contrary to the posted signs. No
modifications were recommended at that time.
Currently, 20-metre corner parking restrictions are present on both sides of Keith Street
west of Sinnicks Avenue. A permit parking zone is present on the south side between a
point 20 metres and a point 165 metres west of Sinnicks Avenue. This restriction extends
the length of1 0 residences from Sinnicks Avenue. On the north side,. a permit parking
zone is present between a point 20 metres and a point 149 metres west of Sinnicks
Avenue, or in front of nine homes.
Staff carried out observations within the study area on numerous occasions in the evening.
Our observations revealed Iittlepr no parking activity on Keith Street. However, it was also

noted that the parking lot at the sports facility was never fully occupied. The parking area
at the sports complex is able to fit 52 vehicles. The parking lot contains an asphalt surface.
Questionnaires were delivered to each residence in the study area. Homeowners were
given the opportunity to provide their input into whether they believe revisions to current
on-street parking are required. A total of twenty-seven (27) questionnaires were delivered.
The questionnaire results are as follows:
. Maintain the existing parking controls: 5 (18%)
. Remove the existing parking controls: 4 (15%)
. Modify the existing permit parking control to "no parking": 0 ( 0%)
. Remove permit parking zone from the north side: 1 ( 4%)
. Remove permit parking zone from the south side: 1 ( 4%)
. Extend the permit parking zone west to Orlando Drive: 0 ( 0%)
. No response 16 (59%)
NOTES: - One response was received without a name and address. This was
not included in the above summary.
- Nine responses were received from one household. This was
included as one response only
Based on the questionnaire results, half of the responding homeowners feel that the
existing parking control should be maintained. The other half felt that the parking permit
system should be either partially or entirely removed. The ten returned questionnaires
represents a 41 % response rate. Current practice necessitates a minimum of a 60% return
response rate prior to parking modifications being made based on residential preference.
Based on this study and previous studies, it does not appear to be a consensus amongst
the residents as to their parking preference.
Based on the results of the questionnaire and site investigations, it is recommended that
the existing parking control signs on Keith Street between Sinnicks Avenue and Orlando
Drive be maintained. The parking problems that lead to the installation of the signs may
resurface if the existing parking controls are removed. As the main door to the sports
facility is located close to Sinnicks Avenue, some patrons may find it more convenient to
park on the street instead of the furthermost parking stalls in the parking lot. The permit
parking system allows residents and their guests the opportunity to park on the street
without having to compete with overflow parking from the nearby recreational facility.
