Corwin Avenue Parking Review
RECOMMENDATION:
It is recommended that a "no parking, 6:00 a.m. to 9:00 a.m., except buses" restriction
be installed on the west side of Corwin Avenue between a point 18 metres south of
Lundy's Lane and a point 36rnetres south ofLundy's Lane.
BACKGRiOUND:
A parking restriction was recently installed On the west side of Corwin Avenue
immediately south of Lundys Lane abutting the new Parts Source development. The
facility is under construction and is expected to open in the near future.
The business operators on the east side of Corwin Avenue, the Flying Saucer
Restaurant, indicated that some of their patrons arrive by tour bus. Bus drivers have
been parkihg . 011 the West side of Corwin Avenue as the restaurant site is unable to
accOmmodate bus traffic. Previous studies carried out on Corwin Avenue have resulted
in maintaining bus parking in this area for this purpose. The redevelopment Of the Parts
Source property includes an access on Corwin Avenue. In order to ensure accessibility
and visibility for vehicles using this new access, the available parking area on the west
side has to be minimized. Thus, staff is recommending that an 18m length be
maintained for parking, which will allow one bus. This area will allow for three vehicles
throughout the day. During the early morning hours, this space would be reserved for
bus parking only. The business proprietors of the Flying SauGerare in agreement with
this recommendation.

Estimated cost for the 4 day event:
. Regular Charter rate is $75/hr.lbus X 87 hrs = $ 6,525 + $391,50 GST = $6,916.50
. Cost to operate Charter is $51/hr./ bus X 87 hrs = $4,437 + $266.22 GST = $4,703.22
Use of the Municipal Lots in the area is not an issue, as these lots are currently free lots and
would be used on a first come first served basis. ,.Therefore there are no issues regarding the
use of the municipal parking lots.
In addition, temporary parking restrictions may be required along certain streets in the area, to
accommodate passenger pick-up and drop-off in front of th.e school. This will be determined
once the bus rQuting is finali~ed.
Stamford Collegiate is requesting Councilto consider providing. a grant for the charter fees for
NIagara transit Bus service for this event, as well as the use of the Municipal Parking Lots
stated above.

~ From May 10-13. 2007 Stamford Collegiate will celebrate its 150th Anniversary. Not'only is itthe oldest
public high school in the Niagara Region, but It is the oldest school east of Kitchener and Toronto.
" Stamford Collegiate, a landmark in this community since 1857, has educated thousands of students over
H its long history. Many residents of Niagara Falls, prominent business owners, successful athletes,
~
scholars, politicians and artists have passed through our doors and can attribute their success to the solid
foundation they received during their years at the school on the hill. We need the hefpand assistance of
~ City Councii and the Transit Commission for this huge community event and are requesting complimentary
~
I shuttle service from off site parking lots to and from the Stamford campus.
It is expected that three to five thousand alumni will participate in Stamford's 150"' Reunion. Thereare
,
various events at the school itself from 5 p.m. -12 a.m. Thursday May 10, 12 p.m. ~8;30p,m. FridayMay
11, 11 a.m. - 4:30 p.m. Saturd~y May 12 and 9:30 a.m. - 11 :30 a.m. Sunday May 13, which will necessitate
our alumni to be on campus. On top of the events at Stamford, we have booked the Greek Canadian
ii Cultural Centre, Club IlaUa and the Serbian Hall and Grounds for three different "Era Socials" on Friday
night and the Grand Hall of the Faflsview Casino for Saturday night, in order to accommodate the huge
numbers expected. At this point in time, with registrations starting to come in, it is safe to say that 80.70%
~ of our alumni are coming from out of town and in fact, from all over the world. This event will certainly
i showcase Niagara Falls to our alumni who have not been back for many years and certainly boost reVenue
Ii in the city throughout the tourist sector.
! Parking and transportation to our campus is a critical issue for us, as the Stamford lot only hoids
't approximately 90 cars. It is our intention, to block off the first 20 spots, close to Drummond Rd for
,
! handicapped parking which leaves us with 70 parking spots. Currently, we have secured "Lot 1" on the
[ corner of the 420 and Stanley Ave. for the four day period and this Casino lot holds 700 cars. We need
i more parking lots close to Stamford, to accommodate the expected number of alumni. In addition, please
I consider the use of the City's Municipal Parking Lot #12 (Sylvia Place) should its use be required.
On behalf of the Reunion Committee, I am asking Council and Niagara Transit to assist us with
I, complimentary shuttle service, from our designated lots, to and from Stamford, during this historic four day
~ event. It will almost be impossible to get parking, at or near Stamford and by securin'g.some available lots
, in the city and transporting our alumni back and forth, thissh~ul~aneviatecQngestionianda.tt~fljc
nightmare around the Drummond Rd and Lundy's Lane tntersactionand surrounding neighbourtioods.

BACKGROUND:
Canadian Tire Corporation, the parent company of Part Source, has undertaken the
construction of a new building on the south west corner of Lundy's Lane and Corwin
Avenue. Canadian lire is requesting an increase in the allowable size of a wall sign.
The By-law permits a maximum wall sign equal to 25% of the wall area up toa
maximum of 150 sq. ft. Ihe proposed sign will be 292 sq. ft. which is equalt6 22% of
the west wall of the new building, however, it is greater than the maximum square
footage allowed. The proposal is in keeping with the draft Sign By-law as there is no
maximum size stated except the 25% clause. The proposed sign does not create any
view obstruction and is consistent with their national advertising program.
The Planning Departmenthas reviewed the proposal and h~~,,l100bjection as the
additional area to the wall sign is minor in nature, appe~~~~.~~y!iat;\ desirable for the
development of the building and is within the intent@:!it!il!j~liifpose of the draft Sign By-

WHEREAS the only time a meeting or part of a meeting may be closed to the public if the subject
matter falls under one of the exceptions under s. 239(2) of the Municipal Act, 2001.
THEREFORE BE IT RESOLVED THAT on April 16, 2007, Niagara Falls Council will go into
a closed meeting to consider a matter that falls under the subject matter of s. 239(2)(b) of the
Municipal Act, 2001, personal matters about an identifiable individual, including municipal
employees.
