Reeve Ben. R. Prior gave the Inaugural address as follows:
I am honoured to be again re- elected Reeve of our Township and as
such I wish to congratulate the members of the 1946 Council on their re-
election. The people were apj,arently satisfied with your administration
for 1946 as the personnel of our Council has not been changed. I also
wish to congratulate Mr. Keith C. MacLeod on his re- election by ac-
clamation to the ublic Utilities Commission. Lorne Burns, Meredith F.
Jones and Warren Kent are to be congratulated on their re- election to
the Stamford board of Education. It would appear that the voters were
satisfied with the administration of Public Utilities and School affairs.
I believe that I would be remiss in my duties if I did not congratulate
the members of the Board of Education who took office in 1946. Tf.ese
men were elected to a newly organized Board to control the entire ad-
ministration of schools. We all realize that they had a big job cut out
for them and appreciate the many difficulties that they have been con- i
fronted with. However, I feel that they have certainly conducted their
administration in a praise worthy manner and now the same Board is to
continue I am certain that much progress will be attained during the
year 1947. Yours is an extremely important duty since the education of:-
our children is of paramount importanpe to the welfare of the Township
as a whole. I would also be remiss in my duties as Reeve if I did note'
take this opportunity to again express my sincere thanks for the co-
L operation shown by Township Officials during the past year. They have
performed their work in a creditable manner and in doing so greatly
assisted the Council in carrying on a successful administration of Town;
ship affairs.
During the past year the Country has reconverted from War to
Peace time activities. This reconversion has been high lighted by.a
great number of difficulties. I believe that the year 1947 should be
one of prosperity but the Council should act with prudence in any an
tioipated programmes because the situation can change greatly in a dr

At this time I would like to review some of the work the Council
carried out.in 1946 and advocate certain works which in my opinion.'sh

During the past year the voters in Fire Area No. 3 voted to have
a •fire department of their own in their area. The 420,000.00 provided,',{}

After the Department t vras increased the administration of the Police
Department was placed under the jurisdiction and control of a Police
Commission. This set -up was made by authority of the Municipal Act
and the necessary by -law was passed which provided that your Reeve,
The County Judge and the Magistrate for Niagara Falls would form the

under this heading I might made mention that during the year the
Council has had a new Court room constructed on the second floor of
the Township Hall. We believe this Court to be modern in every re-
spect and designed in such a way that all court cases etc. can be
handled with dispatch.
ROADS
During the year 1946 we carried out a considerable road programs
and I know that the improvements we have made are in the best intere
of the Township. I believe that the mill rate for roads-should be
maintained at the same rate as last year in order that we might con-
tinue our road im¢rovement programme. I think it is desirable that
we should widen the main thoroughfares with a permanent type road -bc
We should continue the policy of widening the metal of urban street:
We should widen rural roads and if possible place the ditches back
the fences. Reinforced concrete tops should be constructed on some
our rural bridges and we should consider construction of built -up
streets. 'During the past year we have`purehaaed and erected street
=.=signs for quite a number of our intersections. I have hedrd many
favourable comments regarding these signs and I would advocate that
purchase a sufficient number of signs to have one at every intersec
in the Township. I believe it is higkrly desirable to complete this
work. In 1946 a little over nine miles of our road system were tak
over by the County of Welland. This should reduce our reoonstructi
cost and at the same time the County should provide excellent road
i beds on the three roads involved. The roads taken over were Beaver
dam Road, all of the Creek Road, and a portion of Mountain Road. I
1 wish to express our thanks to the residents who owned th'e property
i on the roads involved for their oo- operation in making it possible
these roads to be conveyed to the bounty. Their co- operation is ve
much appreciated.

During the past year we purchased one acre which will be used a
an extension to the Presbyterian Burying Grounds at Stamford Centre
We should complete the planting and seeding of this addition and co
struot paths throughout. Lundy's Lane Cemetery has been maintained
in a very creditable manner. This should be continued and possibly
the Council should consider extending this o.emeter "t he nort _a

PUBLIC WORKS
1. Parks should be kept in a•presentable;oondition at-411 times
as?we have endeavoured to do in the past.
2. Sidewalks. During the year 1946 we made considerable rdpairs
to sidewalks. This programme should be carried on in 1947, in:orde
that all"our sidewalks are in.good shape for pedestrian tratfio•
3. Hydrants. The Council should consider the matter of pro-
viding hydrants on the Welland Chemical water line along Lundy's Lane
and Garner Road. It is expected that this line will be taken over
by the Township in the not too distant future. When it is taken over
I trust that the residents on these roads will be able to obtain water
services as soon as possible.
4. During the past year we have been authorized to construct water
mains, sewennains and sidewalks which have been necessary due to the
growth and development which we are enjoying. The estimated cost of
these local improvements will be y65,000 when completed.
PROPOSED PLANKING AND DEVELOPMENT BOARD
During the past year the Councils of Niagara Falls, Cniupawa,
Willoughby and Stamford have appointed a committee to b°ing in a re-
port on setting up a planning board for this area. Such a board would
zone the entire area in such a way as to provide for residential areas,
commercial areas, industrial areas and farming areas. I believe that
this type of planning is desirable for our Township since we are a
growing Municipality and zoning would provide a well planned basis
for future development of our Township. It is estimated that our cost ,i
for such a board would be in the vicinity of S 6,000 which would be
spread over two or three years. This Council should take a very active
interest in the formation of such a proposed board.
AIRPORT
During the past year considerable representations where made to
have an airport established in this district. At the present time it
appears that our only hope in this connection is to have the St. Cath-
•arines airport enlarged. I am of the opinion that we should use our
influence to make this into a port of considerable importance in order
that it might be compared favourably with such airports as Melton. I
believe that it is essential in this modern day that such an airport
be established for our district. It would be the means of bringing
thousands of visitors to this locality.
FINANCES
I am pleased to report that our total debenture debt as on December
31st, 1946, has decreased to a figure of $476,545.24. This is the
lowest debenture total for the past 21 years and it represents a re-
duction of 65.4% from the high point of 1932. It will probably be the
lowest figure for some considerable time to come because of the local
improvements at present under way and in prospect. Our debenture debt
will also very likely have to be increased to provide the additional
school accommodation forcast. With approximately 950 of our 1946 taxes
collected it represents the best percentage rate we have enjoyed in ove
1 20 years. Further data on our excellent financial situation discloses
that at the close of 1935 we awed the bank $167,000.00 on current ac-
1 count; the County $73,285.00 and the schools $12,768.00. Compare this
situation to our position on December 31st, 1946,when we did not owe
the bank anything on current account and all accounts were paid, more
over the financial-accounting will show a considerable surplus. The
•Housing deficit which at the end of December 31st, 1941, amounted to
over $35,000.00 has been wiped out and the Township has been reimbursed
in the amount of $1,825.00 for interest and other expenses incurred
during the deficit years. Another interesting feature is that at the
close, of the depression the Township had acquired over 600 lots by way
of tax sales. These lots have all been disposed of now and substantial
houses have been erected on many of them. To indicate the healthy de-
.velopment taking place we should note that building permits were issued
totalling $852,404.00 in the year 1946.
CROWN PROPERTY
You are probably aware that the Welland Ohemiodl Company has been
sold by the Crown to the North American Cyanamid Company. During the
time it was operated by the Government Stamford did not receive any
taxes on this industry. However, sinoe December 1st, 1946, the proper

Members of the Board of Education discussed the problem of providing
more accommodation for pupils of the Township. They stated that they
had an option on the Niagara Falls Boys College at a price of 418,000.
They figured that it would cost twelve to fourteen thousand dollars
to place this building in shape for their own school purposes. Our
Council agreed that the purchase of this property was good business and
suggested that immediate steps be taken to secure the necessary approval
;of the Ontario Municipal Board to issue debentures covering the trans-
action. R. A. McLeod and the Clerk were authorized to get in touch
with the Department of Education and the Ontario Municipal Board re-
spectively and arrange for a joint meeting of the Board of Education
•and Council with the Department and the Board. The Board also stated
that plans were being considered to build an addition costing in the
vicinity of $130,000.00 to the Dorchester Road Public School. It was
decided to postpone making any arrangements to cover this construction
until all approvals had been secured covering the Boys College.

Housing and the Community Hall.. The delegation was concerned with

Mr. Pringle acted as spokesman of the Canadian National representa
and at the outset of his address he stated that the Canadian Natio
Railways desire to replace street oars in Niagara Palls and Stamfo
with buses. He stated that they wish to -do this since they realiz
that the servioe is inadequate for the present requirements of the
residents of the district, and also because public demand insists
the ohange from street oars to buses. Restated that the Canadia
National Railways had `a total investment In Stamford and Niagara
of #600,000.00 and that they have loss, of

,4. In the case of Lundys Lane the Railway would take up the rails and
ties at their own expense. The Township would pave the road. He of-
`fered to give the Township the rails on Portage Road from Stanley
'Street to Livingstone Street. The same agreement would be extended
'to the Suburban Road Committee relative to that part of Portage Road
:between Murray and Stanley as in the case of the agreement with the
Township respecting Lundys Lane.
;5. If the Township could arrange to have the paving_ on Lundys Lane
constructed after the ties and rails were taken out the buses could
'be provided as soon as the work is complete.
6. He proposed a new agreement with the Corporation for fifteen years
with a renewal option of fifteen years. The agreement would be voted
on by the ratepayers and would have to be ratified by a special act of
the Provincial Government. The agreement_ would specify that if fares
were not sufficient the Council and the Canadian National Railway
Icould by agreement increase the rates. The proposed agreement would
also specify that one year's notice could be given by the Railway to
the Township after the first three years if the Railway found that it
1 was not profitable.
1. That the Canadian National Railway will take out and remove all
poles and wires. We may retain any poles required for hydro or street
lighting purposes.
2. There would be no taxes paid by the Canadian National Railway since
the property and fixtures would be disposed of.
:3. The fares suggested were 10$
to commute between two points in
Falls. Fares to commute between
straight or three for a cuarter.
Mr. Pringle advised that the service would remain as is for the
!present time but if conditions demanded and cause could be shown the
service could be extended providing it was possible to operate profita-
bly. Mr. Pringle thought we could get an easement or a lease on the
'main line to St. Catharines for trunk setter purposes.

years in succession,it will have the right to sur-
render the agreement upon giving to the Corporation
one years notice in writing of intention to do so
and; (provided that should the Corporation feel that
the sertice provided by the Railway is not in the

Railway one years notice in wilting of intention to
terminate said agreement.)"

That the Commission members be thanked for their ef-
forts; but due to the need for stringent economy re
feel the time is not ripe for the setting up of a
recreation program on such a large scale.
We are convinced of the benefits derived from such a
programme and firmly believe in the principles of Re-
creation; but faced with increased costs to the Muni-
cipality such as-
1. County rate increase. Reports of count' conmiittees
at last session all show there will be additional
costs especially in Roads! costs.
2. Additional Educational costs, including a probable
$160,000.00 construction programme.
3. Increased costs of general expense eg: administ-
ration, salaries and rising costs of materials.
4. Additional local improvement costs due to building
expansion, necessitating additional sewer and water
lines plus roads built.
We believe that this course is best in the interests
of the taxpayer, and we earnestly request all organi-
zations to carry on Community programmes.
We also recommend that the Drummondville Community
Memorial Hall be turned over during the daytime school
hours to the Board of Education for an additional
schoolroom.(This was done in St.Catharines.) and in
return the Board defray janitor, light and heat costs,
and it be used in the eveLipg as at present by the
Drummondville Tenant Council.
That the ice rinks now under construction be completed
and turned over to the Stamford Minor Hockey Associa-
tion on the understanding that a schedule of public
skating hours be adhered too.
That this resolution be recorded and printed in the
minutes."
