The Women's Day Committee is in its 12m year. The Committee chose to funclraise to support shelters for abused women and children in Niagara. The experience has been very rewarding regardless of the fact that "the girls" were nor very good bowlers bm our team made up for talent with its spirit and will to have fun. This year, the Committee has asked us to deliver a challenge to the Area Municipalities to participate in the Tournament. Becoming involved with this community ~vent demonstrates not only your support of the work of this group but places Members of Council and Senior Staff in the position of sponsoring important charitable events and causes. So often we are mired down in our governmental business that we sometimes neglect to demonstrate support for the quiet comers of our communities, our charitable organizations. Municipalities can also be good corporate citizens along with the public sector. These "coming outs" encourage community support for the organization and truly helps to raise the profile of the charity, much to their long standing benefit. Over the past couple of years, the Town of Fort Ere has participated in a handful of these community events, either looally or regionally. Not only is it good for our image as a community but we are personally and professionally helping those less fortunate than ourselves. Our presence inspires others. The action plan emanating from this business objective is to organize periodic intergovernmental forums where, in a neutral environment, timely information related to common issues can be shared. Based on suggestions for topics raised by participants at our recent Councillor orientation, we are proposing that the first forum of 2001 focus on Trade, Transportation & Tourism. Socio- economic study work has just recently been completed and we feel that the results of this study work will be of benefit to our respective Councils, as we chart the course for the new term. For those of you embarking on a strategic planning process, this information when combined with Niagara's demographic profile and the recently released Labour study conducted in partnership with NET Corp., provides insight into Niagara's development potential in the future. We are presently making arrangements to have a consulting team, along with Regional staff, develop the content for the forum. The applicant is proposing to construct a three-storey long-term care facility (nursing home). The development will have 160 beds. A children's day care is also to be incorporated into the facility. The subject lands are zoned Institutional (I) and the proposal is in compliance with that zoning as varied by a minor variance for building height. It should be noted that an environmental site assessment was performed on the lands duc to the potential impact of the underground fuel storage tanks and PCB's within the fluorescent light ballasts within the existing buildings. The assessment found that concentrations of hydrocarbons were well below MOE guideline limits. The light ballasts may contain PCB's: therefore the ballasts must be removed and disposed of properly during demolition. REPORT: Mr. Rosa resides at 7020 Hatriman Street. He lives next to a walkway joining Brian Crescent to Harriman Street. The walkway is shown hatched on the plan attached. In December of 1999, a request was received from Mr. Rosa to close the walkway. Problems with the walkway are outlined in Mr. Rosa's letter, a copy of which is attached, together with signatures of property owners abutting the walkway, in support of the closing. At a recent meeting of Council staff was directed to re-survey area residents, however, staff is recommending against another survey for the following reasons. In February of this year, staff sent letters to 160 area residents requesting their comments regarding the proposed closing of the walkway. We received 51 responses fi:om residents who were against closing the walkway. Many of the respondents were strongly opposed to the proposed closing. Many parents who responded voiced their concems about children walking along Dorchester Road to get to school if the walkway was closed. They consider it to be a Convenient and safe route. We also received a response fi:om the Niagara Catholic District School Board and from Maxy Ward School indicating their preference in leaving the walkway open. The District School Board of Niagara advised the closing of the L-2000-89 - 2 - November 20, 2000 walkway would have no impact on pedestrian travel of their students to Orchard Park and A.N. There has been damage done to our cars that were parked in our driveway, damages are estim~ited to be just under nine thousand dollars. We are picking up broken beer bottles on a ~daily basis in the summer and have also encountered used condoms, which we feel is a danger not only to the children passing but the residents of the homes surrounding the walkway, who have to clean up. Two months ago, I was forced to jump in and break up a fight where two older- boys were beating a much younger boy. These incidents are only a few of the many that'we have had to deal with, and we have had enough, something must be done. We have spoken to the 6ther neighbors and they also agree. I have received signatures from the neighbors and have enclosed it in this letter. They also feel that the walkway should be closed. In the past 2 years I believe this is about the third time this issue has come up. Each and every time I have taken time to respond to this request and frankly I am becoming quite annoyed at this fact. How many times are the people who live beside this walkway going to be allowed to bring up the same issue...until they have their own way?? The walkway has been part of this neighbourhood for at least as long as I have been here - 19 years. The people who live in the houses beside the walkway purchased their properties with the knowledge that the walkway was there. There are still many children who use this walkway to get to Mary Ward School or Orchard Park. I cannot attend the mee{ing next week, but again I oppose thelclosing of this walkway.
