Falls Board of Museums - requesting that Mr. Ken Warren be appointed to the
Board of Museums.
Please note that Ms. Patdcia Fraser has expressed a strong interest in volunteering
her time to the Board of Museums and requests that she be considered to the Board.
RECOMMENDATION: That Council appoint Mr. Ken Warren and Ms. Patricia Fraser
to the City of Niagara Falls Board of Museums.
The Kidney Foundation of Canada - Re: Proclamation, requesting that Council
proclaim the month of March, 2001 as "Kidney Month"in Niagara Falls.
RECOMMENDATION: That the request be approved.
Niagara Support Services and Women to Women. Re: Fundraising Event-
requesting that Council purchase a table forthe Dinner/Fashion Show Extravaganza
being held on Fdday, February 9, 2001 at the Ameri-Cana Resort & Conference
Centre to raise funds for Women and Family Health Care Issues.
RECOMMENDATION: For the consideration of Council.
Niagara District Airport Commission - Re: Appointments - requesting Council
approve the appointments of Mr. Bdan Olsen and Mr. Fermino Susin as citizen
representatives to the Niagara Distdct Airport Commission.
RECOMMENDATION: That Council ratify the appointments.

Wednesday, March 7, 2001 - Ramada Parkway Lanes
For the past two years the Town of Fen Erie and City of Pon Colbome have participated in the A~nual
'Sttik~ Out Violence in our Communities' Bowling Tournament sponsored by thc Niagara Region
International Women's Day CommiRee by registering a bowlin~ team consisting of Members of
Council and Senior Staff. The Women's Day Committee is in its 12m year. The Committee chose to
funclraise to support shelters for abused women and children in Niagara.
The experience has been very rewarding regardless of the fact that "the girls" were nor very good
bowlers bm our team made up for talent with its spirit and will to have fun.
This year, the Committee has asked us to deliver a challenge to the Area Municipalities to participate in
the Tournament. Becoming involved with this community ~vent demonstrates not only your support of
the work of this group but places Members of Council and Senior Staff in the position of sponsoring
important charitable events and causes. So often we are mired down in our governmental business that
we sometimes neglect to demonstrate support for the quiet comers of our communities, our charitable
organizations. Municipalities can also be good corporate citizens along with the public sector. These
"coming outs" encourage community support for the organization and truly helps to raise the profile of
the charity, much to their long standing benefit.
Over the past couple of years, the Town of Fort Ere has participated in a handful of these community
events, either looally or regionally. Not only is it good for our image as a community but we are
personally and professionally helping those less fortunate than ourselves. Our presence inspires others.

The Kidney Foundation, with the dedication of over 80,000 volunteers across the
country, and the generosity of the public, works to improve the health and quality of life
of people living with kidney disease.
In the Niagara Peninsula, this means that 250 persons are on dialysis and last year another
21 people received a transplant. Niagara Falls residents have contributed significantly to
the successful efforts of the Foundation.

promoting public awareness by officially proclaiming March as Kidney Month in

Subject: Intergovernmental Forum
One of the Objectives in Regional Council's Business Plan is to improve the working
relationships between Regional and local Councils and our respective staffs. An increased
understanding of our respective roles and related issues will improve our ability to provide
effective services to our communities.
The action plan emanating from this business objective is to organize periodic intergovernmental
forums where, in a neutral environment, timely information related to common issues can be
shared.
Based on suggestions for topics raised by participants at our recent Councillor orientation, we are
proposing that the first forum of 2001 focus on Trade, Transportation & Tourism. Socio-
economic study work has just recently been completed and we feel that the results of this study
work will be of benefit to our respective Councils, as we chart the course for the new term. For
those of you embarking on a strategic planning process, this information when combined with
Niagara's demographic profile and the recently released Labour study conducted in partnership
with NET Corp., provides insight into Niagara's development potential in the future.
We are presently making arrangements to have a consulting team, along with Regional staff,
develop the content for the forum. We also plan to includ9 ~a ~lighter' entertaining component on
the program.
The forum is planned to take place in the eveniag on Wednesday, March 7, 2001.

RECOMMENDATIONS:
1) MW-2001-01 - Alnine Drive and Kathleen Crescent - Intersection Control Review
It is recommended that a stop sign be installed in the northbound direction on Kathleen
Crescent at Alpine Drive.
2) MW-2001-02 - Dixon Street - Heaw Vehicle Restriction
It is recommended that a heavy vehicle restriction including "no buses" be implemented
on Dixon Street between Stanley Avenue and Drummond Road.
3) MW-2000-05 - Crimson Drive - Parking Review
It is recommended that:
parking be restricted at all times on the north side of Crimson Drive between a
point 11 metres east of Wildrose Crescent and a point 64 metres west of
Wildrose Crescent (between 5973 Crimson Drive and 6009 Crimson Drive,
inclusive);
a comer parking restriction be implemented on the south side of Crimson Drive
from Wildrose Crescent to a point 22 metres west of Wildrose Crescent (in front
of 6004 and 6012 Crimson Drive, inclusive);
a comer parking restriction be implemented on the south side of Crimson Drive
from Wildrose Crescent to a point 28 metres east of Wildrose Crescent (partially
in front of 6020 Crimson Drive); and,

4. Staff review the advance curve warning signs for both directions on Crimson
Drive in advance of Wildrose Crescent.
BACKGROUND:
The Municipal Parking and Traffic Committee, at its meeting of January 23, 2001, considered the

Proposed Long-Term Care Facility
RECOMMENDATION:
It is recommended that Council approve the site plan for a proposed long-term care facility
at 8720 and 8760 Willoughby Drive.
BACKGROUND:
An application for site plan approval has been received from 989169 Ontario Limited for a 2.85
acre parcel of land located at 8720 and 8760 Willoughby Drive, site of the City's former South End
Depot. The applicant is proposing to construct a three-storey long-term care facility (nursing
home). The development will have 160 beds. A children's day care is also to be incorporated into
the facility. The subject lands are zoned Institutional (I) and the proposal is in compliance with
that zoning as varied by a minor variance for building height.
It should be noted that an environmental site assessment was performed on the lands duc to the
potential impact of the underground fuel storage tanks and PCB's within the fluorescent light
ballasts within the existing buildings. The assessment found that concentrations of hydrocarbons
were well below MOE guideline limits. The light ballasts may contain PCB's: therefore the
ballasts must be removed and disposed of properly during demolition.

RECOMMENDATION:
It is recommended that Council approve the site plan for the Deja-Vu Studio body-rub
parlour at 8720 Lundy's Lane.
BACKGROUND:
An application for site plan approval has been received from the Deja-Vu Studio for the lands
known as 8720 Lundy's Lane. The applicant is requesting site plan approval for a body-mb parlour
use and a second storey addition. The second storey addition is proposed to be used for a tanning
salon and two apartment units.
The proposed body-mb parlour and associated uses are in compliance with Zoning By-law 79-200.
Council should be aware that the site plan drawings were circulated to the Lundy's Lane BIA. The
BIA expressed no concerns with the application.
The site plan drawings have been satisfactorily reviewed by the Site Plan Technical Committee
and Regional Public Works and, as such, approval is recommended.

Deja Vu Landscape Plan

at 8720 Lundy's Lane. In my professional opinion, the plan prepared for this project fulfils
the requirements of site plan approval, meets the guideline~ as set out in the TADS report
and is satisfactory to the Lundy's Lane Greening Committe~.
This review was completed in December of 2000.

RECOMMENDATION:
To authorize staffto proceed with the closing of a twenty foot wide strip on the southerly side of
Swayze Drive along the frontage of property owned by F. Sacco Construction Ltd..
BACKGROUND:
Fred Sacco is in the process of constructing a new building on his property located on Swayze Drive,
west of Stanley Avenue. He is requesting the City consider closing and selling to him a 20 foot strip
of Swayze Drive along the frontage of his property to accommodate additional parking for his
tenants. The subject land is shown hatched on the plan attached.
Mr. Sacco agrees to the following terms and conditions:
- that a road widening be conveyed to the Region where his property intersects Stanley
Avenue;
- that the 20 foot wide strip of Swayze Drive be purchased by him subject to any existing
easements and utility services;
- that should any service or utility be required to be relocated, it would be done at his expense;
- that should a ditch in this area require relocation, it would be done at his expense;
- that the 20 foot wide strip be sold to him at market value and the costs for the closing the 20
foot wide strip, including advertising and reference plan costs, be paid for by him.
Since the width of Swayze Drive road allowance is 100 feet, staffhas no objection to the closing and
disposal of the 20 foot wide strip, subject to the conditions noted above.

Once that portion of Swayze Drive is closed, a further report will be presented to Cotmcil regarding
the proposed sale of the property.

RECOMMENDATION:
That area residents not be re-surveyed regarding a request to close the walkway joining Brian
Crescent to Harriman Street.
REPORT:
Mr. Rosa resides at 7020 Hatriman Street. He lives next to a walkway joining Brian Crescent to
Harriman Street. The walkway is shown hatched on the plan attached. In December of 1999, a
request was received from Mr. Rosa to close the walkway. Problems with the walkway are outlined
in Mr. Rosa's letter, a copy of which is attached, together with signatures of property owners
abutting the walkway, in support of the closing.
At a recent meeting of Council staff was directed to re-survey area residents, however, staff is
recommending against another survey for the following reasons. In February of this year, staff sent
letters to 160 area residents requesting their comments regarding the proposed closing of the
walkway. We received 51 responses fi:om residents who were against closing the walkway. Many
of the respondents were strongly opposed to the proposed closing. Many parents who responded
voiced their concems about children walking along Dorchester Road to get to school if the walkway
was closed. They consider it to be a Convenient and safe route. We also received a response fi:om
the Niagara Catholic District School Board and from Maxy Ward School indicating their preference
in leaving the walkway open. The District School Board of Niagara advised the closing of the

walkway would have no impact on pedestrian travel of their students to Orchard Park and A.N. Myer
Schools. The walkway has been maintained by the City on an "as needed" basis.

We have lived next to the walkway joining Brian Crescent and Harriman Street for over
twenty years and have always had problems, but the past several years have gotten much worse.
There has been damage done to our cars that were parked in our driveway, damages are
estim~ited to be just under nine thousand dollars. We are picking up broken beer bottles on a
~daily basis in the summer and have also encountered used condoms, which we feel is a danger
not only to the children passing but the residents of the homes surrounding the walkway, who
have to clean up. Two months ago, I was forced to jump in and break up a fight where two older-
boys were beating a much younger boy. These incidents are only a few of the many that'we have
had to deal with, and we have had enough, something must be done. We have spoken to the
6ther neighbors and they also agree. I have received signatures from the neighbors and have
enclosed it in this letter. They also feel that the walkway should be closed.

I was totally surprised to receive another notice regarding the closing of the
walkway between Brian Crescent & Harrimau Street.
In the past 2 years I believe this is about the third time this issue has come
up. Each and every time I have taken time to respond to this request and
frankly I am becoming quite annoyed at this fact.
How many times are the people who live beside this walkway going to be
allowed to bring up the same issue...until they have their own way?? The
walkway has been part of this neighbourhood for at least as long as I have
been here - 19 years. The people who live in the houses beside the walkway
purchased their properties with the knowledge that the walkway was there.
There are still many children who use this walkway to get to Mary Ward
School or Orchard Park.
I cannot attend the mee{ing next week, but again I oppose thelclosing of this
walkway. Hopefully this will be resolved once and for all.
