Please accept this letter as a request of deputation for City Council meeting on Monday,
March 26, 2001. The Club Italia Ladies Auxiliary and The Auxiliary Women's Health
Centre along with the GNGH Foundation are again partnering up for a worthwhile event.
· The Club Italia Ladies Auxiliary will be holding a 2"d annual Spaghetti Dinner in support
of the GNGH Women's Health Centre on Sunday, April 1, 2001 from noon till 6:00 p.m.
at the Club Italia Cultural Centre. All proceeds will go to the centre.
Last year we raised $8,100.00 and our goal this year is $10,000.00. In assisting our
efforts to achieving this goal, we would like to publicly announce this event at the council
meeting. Furthermore, to invite all council members to come to this event.
The Auxiliary Women's Health Centre is a Centre in our community for our mothers,
grandmothers, daughters, aunts etc... So please help us detect small cancers before they'
can be felt.

Dear City Clerk,
As per your request I am writing to you about a formal request I have made to Mayor Wayne Thomson.
Two years ago I wrote to you about the safety of Dorchester Road. I was in opposition to the traffic light at the
comer of Freeman Street and Dorchester Road. I spoke several times at city and regional council about this issue.
I detailed many other suggestions to council that were not implemented.
Two years later we now have added Beatties Basic, Moores, Boston Pizza, Dollar Store, a large Industrial
mall behind Goodyear and 44 more condo units at the highway. That has caused a 10 % or more increase in traffic
in this heavily congested area. We have had an increase in accidents at the comer of Freeman Street and
Dorchester Road in the last 18 months. At Monday night's council meeting the council had an opportunity to
correct this situation. They could have forced this plaza to put an exit ramp onto QEW northbound at the end of
Morfison Street and remove the Zehr's entrances to Dorchester Road. Instead they agreed to put in a 100,000
square foot addition to the Zehr's plaza. This addition will add 200 employees and 2000 customers and their
respective cars to this traffic nightmare. I am very pro-development but I was not satisfied with the answers given.
A business owner asked what specific improvements are planned for Dorchester Road north of Morrison and the
answer was none. City staff felt their changes were adequate.
During the election one of the cornerstones of my campaign was the safety of Dorchester Road. During my
door to door campaigning I made a promise to the 1448 voters who wanted me to represent them that ifI was
unsuccessful I would still take an active role in the safety of Dorchester Road. I am asking you for the opportunity
to address council and ask for the following:
1) Reconsider your decision for this expansion. Set up a meeting with the residents of this area to detail the
specific improvements you are going to make t~) Dorchester Road south of Morrison and listen to our
concerns about our the area north of Morrison Street. At this same meeting the residents could vote for a
representative from the Dorchester area on the Parking and Traffic committee. I would volunteer my name
for consideration.
2) Provide me with a copy of the traffic study done two years ago (that I never received). Put forth a bylaw to
have an extensive traffic study done for any future expansion (including this one) in this area.
Promises were made during last year's election in the newspaper and I intend to make people fulfill their
promises. I will not be silenced in this regard and I am waiting for your response. Add to our traffic misery the
possibility of someone renting the entire old Acres building. I hope this letter takes care of your request, t can be

The Stamford Cemer Volunteer Fireman's Association is requesting permission to hold their 50th Annual
Carnival at the Stamford Green grounds from June 13 to June 16 inclusive.
The Association has contracted with Canada's Magic Midway, Glencoe, Ontario to provide amusement rides.
We have requested a certificate of liability insurance from Canada's Magic Midways insurance broker covering
the period of time they will be located on the Stamford Green grounds, including set up time prior to the
carnival. The insurance certificate together with the letter of approval to operate Monte Carlo games from the
Niagara Regional Police will be forwarded to Council as soon as they are received.
Correspondence has also been forwarded to Mr. Gordon Rose as Trustee for the Stamford Green property,
requesting permission to hold the carnival on the Green.

Historic Drummondville Street
Name Signs
RECOMMENDATIONS:
It is recommended that:
the request to install decorative street name signs in Historic Drummondville be
approved; and,
if vandalized, the signs will be replaced with standard street name tabs, unless additional
funding is received.
BACKGROUND:
Decorative street name signs have been installed in the Neighbourhood of St. Davids, Historic
Stamford Village and on Parkway Drive, in recognition of James Cameron. Approval for the
installation of these signs was subject to the signs being funded by local organizations.
A request has been received to replace the existing street name signs with decorative street name
signs in the vicinity of Historic Dmmmondville. The "Former Friends of Historic
Dmmmondville", an organization that has since disbanded, initiated the project in 2000. The
organization in conjunction with the Ferry Street B.I.A. have acquired the necessary funding for
the cost of the signs.
Three logos are proposed for Historic Dmmmondville. A mock of the sign with the various
logos are illustrated on the attached. Also, the intersections and the corresponding logos are
identified on the attached map.
Street name signs typically have a life span of 10 years, but replacement may be required as a
result of vandalism or a vehicle traffic accident. As per City Policy, if the signs are vandalized,

the signs will be replaced with the standard street signs unless additional funding is received.
Therefore staff is recommending the approval of the decorative signs for this area.
The Committee's concurrence with the recommendations outlined in this report would be
appreciated.

RECOMMENDATION:
It is recommended that the current Contract 98-01, with Ground Aerial Maintenance Services Limited
(G.A.M.S.) be extended for a period not to exceed six (6) months, with a unit rote increase of 5%.
REPORT:
This request is made to provide Staff additional time to complete on going negotiations with Niagara
Falls Hydro on the possibility of Niagara Falls Hydro assuming the street light maintenance works.
A future report on this subject will be presented to Committee for approval if the negotiations prove
to be successful.
Ground Aerial Maintenance has agreed to this extension with a 5% increase of the unit rates in
Contract 98-01.
The Committee's concurrence with the recommendation of this'report would be appreciated.

opened tenders on Thursday March 15, 2001 for the above noted contract. A total of two (2) bids were
received. Shown below is a summary of bids received from the two Contractors. Both contractors have
their businesses located in Niagara Fails.

BACKGROUND:
The Tender Opening Committee, in the presence of the City Clerk, Mr. E. C. Wagg, opened
tenders on Tuesday, March 20, 2001 at 1:30 p. m. for the above noted contract.
Tender documents were picked up by five (5) Contractors and three (3) bids were received.

BACKGROUND:
Tenders for the supply of ready mix concrete were called by the Niagara Public Purchasing Committee.
Peninsula Ready Mix Ltd. was the low bidder for the City of Niagara Falls.
Prices on this tender represent 4% increase from 2000 for 30 M Pa concrete. Changes in prices vary
for other strengths and products.

Supply of Bituminous Patching Materials and Asphalt Emulsions
RECOMMENDATION:
It is recommended that the tender for the supply of materials as listed below, be awarded as outlined
on the attached summary sheet.
BACKGROUND:
Tenders for the supply of hot and cold mix asphalt materials were called by the Niagara Purchasing
Committee in 2001.
Cayuga Materials was low bidder for all hot mix asphalt items. However plant locations would erode
any savings on low volume purchases because of transportation costs.
Depending on transportation costs (location of work) and volume of materials being purchased, asphalt
will be supplied by Welland Paving, Hardrock Paving, Lafarge Construction Materials and Walker
Brothers. Depending on the type of material being purchased and from which supplier the cost for
asphalt has risen approximately 14% -16% over 2000 prices. This increase in cost is attributed to
increased cost for oil and gas which are used in the production of asphalt.
RoadShop Ashwarren was low bidder for cold mix asphalt quoting $51.95/tonne ($57.95/tonne
delivered) representing a 12% increase over the product used in 2000. This product will be tried and
monitored.

Mountain Road Landfill Closure
RECOMMENDATION:
It is recommended that Staffcontinue negotiations with Integrated Municipal Services (IMS) for the
closure of the Mountain Road Landfill Site.
BACKGROUND:
As Council may be aware, the City is responsible for the final closure of the Mountain Road Landfill
Site as indicated in the certificate of approval issued by the Ministry of the Environment. The works
that are required in order to meet the final closure plan include; bringing in fill material to meet the
approved contours for the site, clay cover, topsoil and seeding. As per the certificate of approval all
of the above works need to be completed by October 29, 2001.
The City has received two unsolicited proposals to assist with the closure of the landfill site. After
reviewing the proposals and comparing them to the estimated cost if the City were to proceed with
the traditional tendering approach, it is Staff's recommendation that the City finalize negotiations
with IMS and a report be brought back to Council for approval.
Councils' concurrence with the above recommendations would be appreciated.
