Laura Second place was an ideal location for our 2006 event. Council approved the closure, in 2006, and covered the closing costs and insurance coverage. We sincerely appreciated this support and respectfully request Council to cover the costs, if our application is approved. This will be the seventh year for Window Boxes of Chippewa. We are a non profit community group. Our competition encourages businesses, residents, seniors, teens and children to beautify Chippewa, by planting window boxes. In the past several years, we have held a free planting day for over 100 children and teens. The window boxes, soil and plants are provided, for free, by Chippewa Hasty Mart, while supplies last. The children's planting day had taken place on the grass boulevard on Main Street, in front of the F[asty Mart, prior to 2006. Laura Second Place is approximately 190 feet long, running from Bridgewater Street to Main Street (see attached map and photos). It is not a highly gavelled street. Two private residences, Chippewa Hasty Mart, Chippewa Branch Library and a laneway, to stores on Cummington Square, are accessed from the street. Our proposal is to block the street at Bridgewater Street and on the north side of the laneway to C`ummington Square, from 8:00 a.m. to 12;~ p.m., on June 14, 2008. This permits continued access to the Hasty Mart, library and laneway, while providing a safe area for the children. We can pr©vide letters of support, from neighbouring residents, if required. Our completed Application for Road Use Special Events Permit is enclosed. We would appreciate your decision, as soon as reasonably practicable, as we must prepare our promotional materials. Its consultant, Dillon Consulting, is about two-thirds of the way through its work. On Wednesday, May 7, 2008, the consultant made presentations (attached) to the both the Technical Steering Committee and the Regional Planning Committee. The recommendations of the consultants will be taken forward to the public though a series of consultation meetings (schedule attached} this week. The closest session will be held at Niagara College, Glendale Campus, Wednesday, May 14 from 7:00 PM to 9:00 PM. The consultant presented three possible options for growth within Niagara Region to 2031. OPTION A Assumes residential growth will continue along the "QEW corridor" thus following traditional patterns of development which will use housing densities already provided in the municipal Official Plans and will provide for 40% residential intensification of built up areas. Under this scenario the consultant forecasts a need to expand the urban area boundary for Niagara Falls and Smithville to accommodate development. The consultant indicates urban boundary expansion could occur in the northwest sector of Niagara Falls, but this would be subject to discussions with the Region and will need to take into account the urban study area identified through Official Plan Amendment No. 66 (OMB decision pending) for lands between Lyon's Creek and Ussher's Creek. OPTION B Assumes a "Grow South" approach which will direct development south along the Hwy 406 corridor and the Niagara Falls/Fort Erie corridor. It assumes high concentrations of growth in St. Catharines, Niagara Falls and Welland and a 45% residential intensification target. Under this scenario it is assumed all residential growth will occur within existing residentially designated lands of the Local municipalities. No urban boundary expansions are projected except for an urban boundary expansion in Ft. Erie to allow for an increase in employment lands. One of the greatest challenges to this option is the lack of transportation infrastructure to move people and goods to south Niagara.
