The Museum is too small for the size of its City-owned collection as well as for future growth. The building does not meet current accessibility standards, and is too small to accommodate increased visitation. The majority of its interior finishes and displays are in need of renewal, and it lacks space to accommodate public gatherings. • Further development of the Lundy's Lane Battlefield National Historic Site. This includes property redevelopment on the Battlefield for increased pedestrian access, parking or open space, a signature Gateway/Walkway over Lundy's Lane, Battle Ground Hotel Museum improvements, and interpretive trails and signage. COST • The project is proposed to be financed by a shared "Partners Protecting Heritage" funding model: - Federal Government contribution (1 /3) $ 3.8 M -Provincial Government contribution (1/3).......... $ 3.8 M - City of Niagara Falls contribution (1/6) $ 1.95 M - Board of Museums private fundraising (1/6)........$ 1.95 M • Ideally, a portion of the City's contribution would be provided in 2009 to assist with costs associated with the preparation of working drawings and specifications by the project architect. • The City's contribution could be payable over a 3 to 5 year period of time. OBJECTIVES • To create a Visitor Centre on the Lundy's Lane Battlefield that will provide a market-ready tourism product in time for the Bicentennial of the `1Var of 1812 celebrations /commemorations. • To preserve our community's unique story in an expanded building that is accessible to all. • To help move forward aculture-led revitalization of the Historic Drummondville Community Improvement Area. BENEFITS • It is estimated that this Legacy Project would attract upwards of 52,000 heritage tourists over 3 years. According to the Ministry of Tourism's TREIM Model, this would translate into an economic impact of $12.2 million, including $7.2 million being spent on accommodations/restaurants and $4.3 million in additional tax revenues. • Also using the TRIEM Model, the economic impact of the construction activity related to this project will be substantial (GDP - $8.5 M; Employment - 96 jobs; Labour Income - $6.2 M; Total Taxes - $3.8 M) • This is a sound business direction. The City contribution of $1.95 M will be the stimulus to secure an additional $9.55 M of funding from the federal and provincial governments as well as the private sector. This will produce a total of $11.5 M in new heritage infrastructure for the City. TH_ E ALTERNATIVE • As confirmed by Baird Sampson Neuert (Board of Museum architects), the deteriorating condition of the City-owned Lundy's Lane Historical Museum building will, within 3 to 5 years, require the City to invest $1.69 million to repair the deteriorating condition of the building along with another $500,000 to make the building accessible (elevator/ramp). • This projected expenditure of $2.2 million would be more than the proposed City contribution to the Legacy Project ($1.97 million) and would not address the problems related to the size of the building, nor would it provide any of the proposed improvements to the National Historic Battlefield site itself. TIMING • This Legacy Project must be operational by June 2012, the beginning of the War of 1812 Bicentennial celebrations. The soils at the site consist of silt to silty fine sand with little to no cohesion. To control the dust, our recommendations are as follows. It should be ensured that all surfaces to be excavated are wet prior to, and if necessary, during excavation. Other potential wetting and/or dust control agents, such as calcium chloride may be considered for use by the Contractor and must be approved by the City prior to use on site. If water is applied to the site, it shall not be applied in sufficient quantity or pressure to cause channelling or erosion of the surface to which it is applied. Soil excavated from the site and stockpiled on site pending disposal shall be covered at the end of the work day with a tarpaulin or other impermeable material. The tarpaulin shall be securely fastened so that no significant quantity of dust is generated from the soil stockpile. During periods when trucks are transporting soil and/or landscaping materials to or from the site, dirt that may have been tracked off the site shall be removed daily from the pavement and sidewalks. The area to be cleaned is to extend to the limit of noticeable dirt tracked from the site or for a distance of 25 metres on each side of a vehicle entrance or exit, whichever is greater. If water is used to clean the sidewalk or street then the quantity of water used shall not result in sediment being washed into the storm sewer catch basins or for excess water to freeze on the street. If in the opinion of the City, manual street sweeping is insufficient to control the dirt tracked from the site, the City may require the Contractor to use a mechanical street sweeper for pavement cleaning operations. I also on May 21 08 visited the Best Western to talk to Mr Macintosh who was not there however I did review the situation left my card and then contacted the Mayor on his cell. When the letter was received we faxed it to Mr Hawkswell and he immediately re-contacted his Soils People and expressed the urgency to come up with a resolution to the problem. We have kept in communication with Mr Hawkswell since that time and it appears now that he has a plan of action to control the dust. We have also contacted the site super at the hotel next door (Renaissance) to the south of the Hilton and asked them to take similar action of which they have agreed. I will also forward to your email other correspondence between Chris and My Office confirming our discussion.. Ultimately pouring the concrete lower level slab will mitigate this problem however Chris estimates that this will be a month away. Soil conditions are such that watering provides a very temporary fix. Wind conditions create a swirling effect within the excavation and is difficult to control with a silt or dust screen around the perimeter of the site as the dust is pushed upwards and then blown away. He appreciates the concerns and is exploring other options. I will continue to monitor the situation. If you require additional info please let me know. Apparently neighbours to construction sites are having to power wash their properties daily just to keep up with the mess and dust that is generated by construction. What responsibility lies on the properly owner who is doing construction to mitigate the effects of that construction on his or her neighbours? The other owners are telling the Mayor that they are fed up with cleaning up after other's construction, especially the DiCosimo's and Menechella's.
