Serge,
As you know, we have long discussed the possibility of a skating rink in
downtown Niagara Falls. We believe it would be a wonderful place for all age
groups in the community to gather in the winter for some outdoor activity while
helping us build on the revitalization taking place downtown.
Historic Niagara Development Inc. would like to propose a publiclprivate
partnership to bring a skating rink to Centennial Square in front of City Hall
this winter. The proposal is as follows:
' Historic Niagara will pay for the materials and installation of the
skating rink itself.
' The City will prepare the site for the installation of the rink.
* The City will provide ongoing utilities and maintenance for the rink.
" The rink will be available at no charge to the community.
* Businesses operating in the downtown will have the exclusive right to
vend their products or services in the vicinity of the skating rink.
" This offer is conditional upon the construction of the rink moving
forward immediately, in time for the coming festive season.
The downtown BIA is excited about and supports thls initlative. We would like
to see it move forward as soon as possible.

Our concerns about this development aze and always have been management of the
storm water and septic drainage. We need to know that run-off will be directed to the
Niagara river via Miller Road in ditches that can handle it rather than backing up on our
properties because of the slope or because the ditches are inadequate.
The ability of the ditches to handle the current run-off has been a concern for us and our
neighbours for a number of yeazs. We regulazly flood despite installing ponds and swales
on our properties because the ditches clog with leaves and debris creating blockages and
the culvert passing under the pazkway is inadequate for the flow. Last year the city
installed some new culverts (unfortunately not the one under the parkway) and
refurbished the ditches in an attempt to improve the flow yet the ditches on Miller Road
continue to back up resuiting in pools of standing water on our properties every time
there is a heavy rain.
We have been told by the city that there aze no resources for regular cleaning of the
ditches and that only the Pazks can replace the problern culvert if and when they see fit.
As a result, we see little relief for our flooding problems.
The new Miller Road Estates (South) proposal has the backs of homes with their septic
systems abutting our tand and directly uphill from a pond we use for imgation of our
vegetable gazdens. Instead of bushes and trees wluch somewhat mitigate run-off, roads
are proposed which will accelerate run-off. Naturally, this raises concems that our
flooding issues will only worsen with the added potential of septic run-off.
With each stage of proposal from the developer including tUis one, we have asked the
city for drainage plans, up to this point, it seems such documents do not e~cist.

Further to our conversation attached is the letter from Brendan Lenko of Custom Ice
Rink identifying the costs associated with the proposed skating rink. In addition Brendan
has provided a schematic of the proposed rink to be located in front of ciry hall.
As indicated in Ulrike's letter the BIA/Historic Niagara are requesting the city to cover
the installation and necessary materials, maintenance, power and tear down costs.
Currently working on the costs and hopefully will have it before end of day.

RE: Proposed Portable Ice Rink for City Hall Courtyard
Dear Sergio,
It was a pleasure to meet you and the other city staff on Wednesday. Further to our discussions, I
am providing information about the proposed ice ri~k as well as a description of various oYher
costs that would be involved in setting up this portable ice rink from December to February this
coming winter season.
In general, Custom Ice is quite excited about this possible ice rink project at Niagara Falls City
Hall. We believe there is a great be benefiY to having smal] public rinks in cities and towns
across Canada - especially in their central core where the public will be more attracted to in
winter months. The ice rink as proposed for the City Hall front court yard would be a very
attractive site with the small perimeter trees, surrounding decor, and lights and decorations
during the holiday season.
' This project started with discussions with Mordechai Grun of historic Niagara Development Inc.
It is our understanding that Mr. Grun is currently prepared to provide the capital cost of the
portable ice rink if the City of Niagara Falls were to provide the installation, operating costs and
ice maintenance of the rink for a three month period this season.

Please see the attached drawing C 1 which shows the approximaYe size and loca[ion of the ice rink
in the court yard. This ice rink is a portable system with dimensions 48' wide x 80' long. As a
portable ice rink it can be set up in December and removed in March with al] of the courtyard ~
returning to its current state on. The proposed refrigeration equipment for this rink should be
able to maintain the ice outdoors in ambient temperatures up to 35 or 40 F.
Our typical price to supply and install a portable rink of this configuration is approximately
$140,000.00. Because of our interest in this particular project, we have offered to supply all of
the equipment to Mr. Grun for approximately $8Q000. This includes all of the ice making
equipment and two experienced working supervisors from Custom Ice, This price to Mr. Grun
does not include the following items which I understand he is requesting that the city provide.
I. Additional Installation Labour - In addition to the two proposed Custom [ce supervisors,
the city is requested to provide two experienced labourers for approximaYely 5-7 days at 8
hours each day to assist with the installation and making the firsY sheet of ice.

2. Electrical Service and Connections - The Chillers and pump require two 100 amp
breakers and one 30 amp breakers all at 230 vac, 1 phase, 60 hz.
~ 3. Electricity Costs - CusTOm Ice estimated that the electrical operating costs will be
between $200 and $900 pre month depending on amount of ice usage and weather
conditions !
4. Sand Leveling and Stone Relocating - The ice rink must be installed on a level surface.
To do this we propose to construct a wood box and fill it with 12"-18" of level sand. A
heavy liner would be placed below the sand to simplify spring cleanup. The costs for
this work are slill to be confirmed (by Monday) but it is estimated thaY They will uot be
greater then $15,000.
5. Water supply - A'/a" water line is required for the initial ice making as well as ongoing
ice maintenance. This water line must be stored in a heated space or freeze protected in
some way.
6. Ongoing Ice Maintenance - The ice will have to be cleaned and ]ightly reflooded after
each heavy ice usage. It is estimated that this will take two men one full hour for each
cleaning. We expect the ice will cequire 3 cleanings per day on weekdays and up to 6 per
day on weekends and holidays. Custom [ce provides the training for the staff as well as
an ice operation and maintenance manual.
7. DismanUing and Removal in March 2009 - The estimated cost for CusYOm Ice to do this
work is approximately $10,000. Electrical disconnections buy others.
Schedule
Because of tnaterial lead times and related production time for this ice rink, CusYOm Ice will
require a minimum of 4-5 weeks from the day the project is confirmed to final installation. It is
therefore necessazy to get the project approved and confirmed next week in order to ensure a
good December ice season. With confirmation of the ice rink on Monday, November 3, we
expect we can have the ice rink operational by approximately Friday December 5.
As we discussed, Custom ice would be pleased to sit in the Council meeting on November 3 to
answer any questions that may arise. Greg Dean of our office will be Yhere on Monday.
