Newborn Road Closure -Road Closure.
Cn. Engineering has recommended to the city that no traffic of any kind be allowed on
the bridge, and the city is reacting to this recommendation
However I wish to high light several poims in this report."Safety factor with the load
capacity of the bridge no longer meets standards" WE ARE NOT CONCERNED AT
THIS TIME THAT THE STRUCTURE WILL COLLAPSE SINCE IT WAS
HANDLING HEAVY TRAFFIC A SHORT TIME AGO
I use this bridge to bike into Stamford and my wife and Iwalk over it regularity as do my
neighbors and the general public ,including the Bruce trail to access there new
~ 455.000.00 pedestrian bridge over the Q.E.
I weigh 175 Lbs. The bridge capacity is 13000 Lbs.f use 1.35% of the bridge capacity.
I don't think the C N recommendation comes close to taking a reasonable ,common sense
approach to this issue.
Lets look at the favourite "close it because of "LIABILTTY" I respectfuly suggest that
C N and the city look at records back to 1922 to see how many actions have been filed
against this bridge?
I believe foot and bike use is much safer to day because we don't have to deal with car
& truck traffic.
I urge council to allow a three foot opening in the barriers to allow foot & bike access.
Respectfuly submitted. ~

Subject: Mewburn Road Bridge -Class Environmental Assessment Study
Notice of Studv Commencement
Dear Mr. lorfida:
The City of Niagara Falls has retained the services of Delcan Corporation to initiate the Class
Environmental Assessment (EA) Study for the Mewburn Road Bridge located approximately 0.5
km south of Warner Road in the City of Niagara Falls (see inset map). The study is being
conducted in compliance with Schedule "B" of the Municipal Engineers Association "Municipal
Class Environmental Assessment," October 2000, as amended in 2007.
Based on a Municipal Bridge Appraisal completed in 2009, the City has closed the Bridge to
traffic. The study will explore alternative solutions to reinstate the CN rail corridor crossina.
These solutions may
necessitate modification of
Mewburn Road on either side of
the railway corridor. Ultimately,
the Study will select the
preferred alternative for the
crossing which will provide safe,
efficient and effective
movement of vehicular,
pedestrian and bicycle traffic,
while remaining sensitive to the
needs of adjacent land uses.
This letter is being circulated to
interest groups and relevant
agencies to solicit any
comments you
regarding the study.

Information Centre (PIC) will be held later in the study to provide interested members of the
public, the local business community and agencies an opportunity to meet the project team,
review the study scope and discuss project issues including alternative solutions, environmental
considerations and evaluation criteria. Details regarding the scheduling of the PIC will be
