In addition to the cost cutting measures, staffhas also included areas for revenue enhancement. In developing the list, staff reviewed historical expenditures from 2004-2008, took into account the Priority Setting document and made use of information that was not known at the time ofthe finalization of the draft budget in early December 2008. As can be seen a number of the proposed expenditure reductions have no or a minimal impact to service. Staff is of the opinion that we are now at a point that any further reductions to the budget will have an impact on the services provided, be it on the operating side or the City's Capital Program. /i JCL - Working Together to Serve Our Community Municipal Works Fire Services Parks, Recreation & Culture Business Development Building & By-Law Services y, (~ \ ~ f3 ea .~ z 0 3 d d 8I .a 7 m d m C d Q 0 01 O O N rn 0 0 a ~~ }~ tlfi .w 0 .IJ V d Yd d m d m i+ L d 0 N rn 0 0 m N N ~. h: CQ ~~ .w z c 0 m w m a~ m m a~ m R m a O as 0 0 N rn 0 0 N a M 0 0 0 0 M 0 ao 0 0 0 0 N n M N r ~' U N O N -4 O m ~ N Z r ~, L U 7 ~ O pZ N Y W ~ U fQ ~V., C V Q h- m ` atf N ~ a c 3 0 o w ~, -~ . ; V Y N V a ~ m ~ Y m o ~ c ~ °- E a a ~ ~ _ U ~- ~ ,a a m v m~ N a m O O ~ ~ ~ m d ~ ~ O O `' ~ ~ O Q _ ~ a i N a i ` ~ O O a m rn a ~ R ~ o R ~ ` w o '~ m m = w w ~ W C~ m 0° a ~ a a ,~ o m ~ ~ c°r m v a rn ~ v 3 = m ~ .~ a U c O ~ pp ~ ~ ~> ~ V 10 01 ~ N 2 U a ¢ p O rn O N aD N 7 c m m a O M O r O O O O r r O O O O O O O O W Of r r n ~ M M r r r r ~ c C J Z L 3 W U .n U ¢ ~' rn ~ ~ a C O o R ~ V ~ d ~ ~ s (A ~ 0 a ~ ~ .N N a O a w o m _ ~ e ~ ° ° a ~ ~ m ~ '3 d O O . ~ d a y ` c O O ~° aL m o 'f O ~ O U a Y U ~ ~ ~~ m a o m C7 m c ~ ~ ~ '~ N ~ v a m . ~ R N J N N ~ C ~ O a ~, ~' m > y z O ¢ a o O N ro N Z' c m N N 01 (6 a 0 0 0 M 4 N O O 01 N n M ~ m a c m d ~ n E m Z m ca ~ ~ r- ~ 3 ~ r m U ~ N 3 Q F ~ V U tl! = N ~ d L d 3 E Y ~ ~ ~ a ~ o m ~ rn .- a = o 0'0 ~ ~o m 00 ~ C Q. ~ r ~ ~ O c m ~ d •• j t~ ~ o. 10 3 R >' ~. In the past five years, participation has decreased from 46,963 in 2003 to the 28,759 we had in 2008. This drastic decrease could be accounted for due to a new community centre being built in the city and climate change in the Niagara Region. Revenue Summary -Outdoor Pools POOL 2008 2007 2006 F. H. Since then, extraordinary economic circumstances are now being faced by residents and by City Council. 2009 will be a challenging year as the Library continues to serve all residents, especially the disadvantaged and those who will experience new economic hardships. During uncertain economic times, more people rely more often on the public library. This is outlined in the attached letter to the Ontario government from the Federation of Ontario Public Libraries. In fact, 2008 set anall-time_ borrowing record at the Niagara Falls Public Library with 692,884 books, magazines, audio visual and electronic materials having been loaned to the public. Millions of library transactions result annually as we provide library service to more than 40,000 active library borrowers and to more than 10,000 people who enter our libraries in a typical week. There is high use of our electronic resources, reference questions answered, interlibrary loans, attendance at affordable library children's programs and books and other resources used inside the library. The Library Board will continue to be a responsible municipal partner by cooperating with City Council by exercising financial restraint. requested). The Board will reduce ifs 2009 Proposed Operating Budget from $3,791,550 to $3,719,825 which is a proposed increase over 2008 of only $36,500 or 0.99% (not a proposed increase of $108,225 or 2.94% as originally Adjustments necessary to reach a 0.99% increase would include: * increasing the Transfer of Funds from Library Reserves; * increasing Library Receipts by increasing some user fees including rental of library meeting rooms and projectors; and anticipating approval by the Region of our application for a tax rebate for charitable organizations based on realty taxes paid as part of our Stamford Branch Rent; niagara falls public library forty eight forty eight victoria avenue niagara falls Ontario L2E 4C5 Tel.: 905/356-8080 Fax: 905/356-7004 * reducing utilities by anticipating that the significant fluctuations in hydro use at Community Centre Branch will be stabilized; welcoming the Dec. 18th announcement that the Enbridge Gas Supply Charge will decrease Jan. I, 2009; and negotiating lower rates from our Internet Service Provider; * reducing the replacement of staff who are away on sick/vacation leave; * reducing Hardware & Software as replacement scanners needed to be purchased in Nov. 2008 instead of waiting unti12009; postpone wireless intemet service at Community Centre Branch; less will be spent on website improvements; etc. * reducing Insurance by anticipating no claims with a deductible & a claims adjuster. * reducing Facilities with no emergency costs budgeted. * reducing Contracted Services as we stopped leasing our photocopiers & will delay resumption of a new lease. * reducing part of Stamford Branch Rent as we were informed on Nov. 25"' that our landlord plans not to adjust the estimates for realty taxes and operating costs for 2009. * reducing Staff Development by attending fewer provincial training workshops and other initiatives. * reducing Other Materials. City Council has always treated the Library fairly and values the service provided to our residents. We anticipate that this will continue. The Library Board will continue to be a responsible municipal partner during this challenging year. A hard copy will be provided for Council this evening. I should draw your attention to the related report on tonight's agenda (see attached) The recommendation is specific that the surrounding properties will be consulted prior to any permanent/final decisions are made: That the City support the licensing of the Robinson Street cul-de-sac, subject to the necessary plans as requested being prepared and meetings with the neighbouring property owners. The report further states that Staff also commented that discussions would have to take place with the immediate neighbours (HOCO, Skylon and NPC) to seek their comments. The purpose of the report is really to gauge whether Council has any appetite to entertain such a request. As indicated, because of the time and expense that is inherent, staff and the requester would like to know if there's interest before investing considerable time and effort. Regardless, the Skylon and other applicable neighbours will be consulted and asked for comments. Unfortunately, I don't believe we were informed that the item would come up at council notwithstanding that the City initiated a process last Spring/Summer that "changes to be made on Robinson Street will be made in consultation with all interested parties" (letter from Dujlovic to Yerich June 23, 2008). I3ox 1023 Niagara Falls;_ Ontai•ioL2E 6X5 ['ax No. (9t1.5) 356-2354 Dear Sirs: Re: MW-2009-04 Robinson Stree# Cul-de-sac / Jolley Cut It has come to our attention that the City of Niagara Faris has had preliminary discussions with Mr. Michael DiCienzo regarding an arrangement whereby Canadian Niagara Hotels would enter into a lease or licence agreement for use of the col-de-sac at the east end of Rohinsou Street. Apparently, the m~riter is an the City Council's Agenda :for tonight's meeting. Frankly, we are disappointed that this matter was not discussed with us in advance. You will recall that during June and. July, 2008 we exchanged correspondence with you regarding, among other things, the col-de-sac. At that time, we made our views clear that there should be uo discussions, meetings or correspnndence with individual interested parties which are not disclosed to other interested parties. Your own correspondence fo us of June 23`d, 200A promises consultation regarding options concerning Robinson Street.. Thus, we were very surprised to learn about the discussions which have apparently taken place regarding a lease ar license of the col-de-sac on Robinson Street, and that approval in principle of the concept is being sought from City Council tonight. GVe are also very concerned that the matter is being tied to possible changes to the Jolley Cut. Again, we believe that any process which may result in changes to, or any impact upon, the Jolley Cut or auess thereto should only arise from an open and Yt•ausparent process of consultation in which all interested parties, as well as the broader public, are fully informed and given fitll opportunity to voice any objections which may exist with respect to specific proposals. -z- We are further coneErned that the City Council is being asked to grant approval in principle at this time to a proposed arrangement without being able to consider any key terms (which, s<~ far as we are aware, have yet to be discussed}, and without any inpru from other interested parties. I'tease be advised that we object in the strongest terms to any approvals, even in principle, of any proposals regarding the cnl-de-sac nr the Jolley Cut in the absence of the kind of consultative process which. we thought the CiTy was proposing last summer. We believe that any approvals should be deferned mitil all relevant information, uicluding any detailed plans, has been provided to all interested ,parties and such parties have had a Pull opportunity to raise concerns and objections. We would appreciate hearing from you at your earliest opportunity regarding this matter. February 9th, 2009. Mayor and Members of Niagara Falls City Council City of Niagara Fa11s City Hall 4310 Queen Street Niagara Falls, bntario L2E 6X5 Your Worship and Members of City Council, The Niagara Falls Board of Museums recognizes the difficult financial situation currently faced by the City of Niagara Falls as it looks to economize in an uncertain economy. We would like to respectfully re-submit our request for Operating Funding from City Council in order to assist Council in its search for economies within the overall City budget. The Board would like to submit a budget request in the amount of $475,998 rather than the amount previously requested. This represents a 2% decrease ($13,235) in operating funding over the 2008 budget of $488,233. The Board of Museums is prepared to assist Council in any direction they wish to pursue with regards to the Board's operating budget and would be happy to discuss it further. Thank you for your on-going support of the Museums in our community and the preservation of our City's heritage. Sincerely, Gordon West Chairperson Niagara Falls Board of Museums 2/9/2009 Dean lortida - RE: FW: Attached Imo a from Sk lori ~ - _ "` (_ ~ _ _ _ . I agree that the recommendation the use of approved in principle is awkward in light of the intent of the report. I think the compromise would be a motion along the line of Staff review the proponent's proposal in consultation with the neighbouring properties. Such a motion would show that Council has some interest in such a proposal but does presuppose a final decision. Thanks Dean »> "George Yerich Jr" <overichCa~skylon.com> 2/9/2009 4:23 PM »> Dear Dean, Thank you for your a-mail. understand that the staff report noted that consultations ofsome type would be required even if "approval in principle" is granted. However, I am of the view that these consultations should take place-prior to any approval by Council of the concept, whether "in principle" or otherwise. I believe that this is consistent with the City's undertaking to us in the correspondence of Jun 23rd, 2008 td which I referred earlier, as well as being the sensible way to proceed. In the circumstances, Council should defer any decision on approving even the concept of a license of the cul-de-sac, or any part of same, or any changes to the Jolley Cut, until details are available and a broad, open, transparent and meaningful process of consultations has taken place. If, as you suggest, all that Council is doing at this time is not declining to even entertain the idea of a license, this can be accomplished by some means other than an "approval in principle". Your e-mail suggests that the point of the exercise tonight is to make it clear that, while Council (if it chooses to follow Staff recommendations) is not saying "yes" at this point (given the lack of details and no consultation), it is not saying "no" at the outset either. If this is the case, why use language like "approval in principle"? It should be noted that the approval is not tied to any consultative process, or expressly tied to conditions other than "improvements to the Jolley Cut". It is not clear from the Staff report just what the consultations will entail, and absent detailed information we cannot meaningfully advise of our concerns. For all of the foregoing reasons, we believe that an approval of any type at this time is premature. A hard copy will be provided for Council this evening. I should draw your attention to the related report on tonight's agenda (see attached) The recommendation is specific that the surrounding properties will be consulted prior to any permanenUfinal decisions are made: That the City support the licensing of the Robinson Street cul-de-sac, subject to the necessary plans as requested being prepared and meetings with the neighbouring property owners. Thanks Dean »> "George Yerich Jr" <ctverichCa)skvlon com> 2/9/2009 2:06 PM »> Dear Mayor Salci and Members of Council, Please find a letter from Skylon Tower related to item MW-2009-04 Robinson Street Cul de Sac/Jolley Cut.
