The application can be supported because:

BACKGROUND
The City has received an application fora facade improvement grantforthe replacement of
single pane reflective windows to double pane. more ener efficient windows and a new

front door for the office building owned by Raimondo & Associates along Queen. Street. ,The
cost .estimate for the improvements is $20,500. The owner would be eli ible for the

maximum facade grant of 50% or $10,000, if approved.
ANALYSIS
The proposed replacement of the front windows and door. complies. with the eligibility items
contained in the Commercial Building and Facade Improvement Pro ram for Downtown. The

replacement of the single. pane reflective windows will make the building more ,ever

efficient. The change .from reflective to see through. glass will provide a more welcoming.

Queen Street at Ontario Avenue
Intersection Control Review
RECOMMENDATION
1) That the existing traffic control at the intersection of Queen Street and Ontario
Avenue is maintained; and
2) Further review of the intersection be investigated during the Queen Street
streetscaping design phase.
EXECUTIVE SUMMARY
Technical traffic studies concluded that an all-way stop control is not warranted at the
intersection of Queen Street and Ontario Avenue. To alleviate the collision attern at the

intersection, the metered spot on the south side of Queen Street immediately west of
Ontario Avenue has been removed: The parking space removal has given northbound
drivers stopped at the intersection about 104 metres visibility in orderto see approaching
eastbound vehicles, instead of 42 metres as previously measured.
An all-way stop control at the intersection of Queen Street and Ontario Avenue would
require that the existing bus stop be relocated approximately 40 metres to the east where
metered parking is currently located. A "no standing" zone would be established next to
the proposed bus stop in place of the four (4} metered parkin sots. The sidewalk next

to the existing bus bay on the north side of Queen Street to the east of Ontario Avenue
would be extended to the edge of the traffic lane so that the sto si n can be visible to

westbound traffic. A "no stopping" zone would be established along the extent of the
widened sidewalk to prohibit drivers from impeding traffic and to maintain adequate
visibility of the stop sign. The intersection design improvements including the sidewalk
extension could be incorporated into the Queen Street streetscaping design proposed for
the fall of 2010.
BACKGROUND
Following the adoption of report TS-2009-33 in September 2009 (report attached), the
Niagara Falls Downtown Board of Management at its November 2009 meetin ,carried a

motion to request the City to install an aII-way stop control at the intersection of Queen
Street and Ontario Avenue. The concerns at this location stem from restricted si ht lines

for motorists turning onto Queen Street from Ontario Avenue.

The study intersection was evaluated in summer2009 in response to the same requestto
staff by the Niagara Falls Downtown Board of Management. A comprehensive technical
assessment revealed that the warrants to install a traffic signal or an al)-way stop control
have not been satisfied. A collision pattern was identified involving northbound and
eastbound motorists due to a sight line impedimentwith vehicles parked within a metered
parking spot in front of Balzac's Cafe. That metered parking spot has subsequently been
removed.
ANALYSISIRATIONALE
A technical assessment of the total vehicular and. pedestrian volume at the intersection,
the volume split, and the collision statistics revealed that the criterion to warrant traffic
signals or an all-way stop control is not satisfied. The existing intersection control is
sufficient in allocating the right-of-way at this intersection.
An all-way stop control at the intersection of Queen Street and Ontario Avenue would
necessitate the installation of stop signs facing eastbound and westbound motorists on
Queen Street. Presently, an indented bay for a bus stop is located on the north side of
Queen Street immediately east of Ontario Avenue. Near side stops cause the bus to block
the driver's view of traffic control devices at an intersection. It also makes it more difficult
for the bus driver to merge into traffic at intersections when they are controlled by stop
signs or traffic signals, particularly as they depart bus bays.
In order to ensure adequate visibility of the stop sign that would be facing westbound
motorists on Queen Street, the existing bus stop would need to be relocated away from the
intersection. The bus bay would be eliminated and the sidewalk extended to ensure that
the stop sign would be in the line of sight for drivers. A "no stopping" zone would be
established next to the widened sidewalk area to prohibit drivers from blocking the traffic
lane and visibility of the stop sign.
Conversation with transit staff revealed that the most feasible area to relocate the bus stop
would be the metered parking zone halfway between Ontario Avenue and Queen Street,
in front of Mide Bistro & Yoga Studio. Relocating the bus stop to this area would
ermanently eliminate four ~4) on-street metered parking stalls. A "no standing" zone

would be established within the limits of the new bus stop. The bus shelterwould also be
relocated.
A temporary wooden boardwalk was constructed within the metered parking zone last
summerfor pedestrians towalk around a sidewalk cafe. The relocation of the bus stop to
this metered parking zone would prevent any future placement of the boardwalk and
consequently sidewalk cafes adjacent to the bus stop.
Staff has carried out afollow-upvisibilityassessmentto determinetheresulting sight lines
after the removal of the parking meter on the south side of Queen Street, west of Ontario
Avenue. When the metered parking spot was present, drivers were only afforded 42
metres of visibility. Now with the metered parking space removed, drivers have
approximately 104 metres to see approaching vehicles.

FINANCIALISTAFFINGILEGAL IMPLICATIONS
The installation of an all-way stop would result in the following expenses:
The estimated cost to expand the sidewalk to the edge of the westbound travel lane is
approximately $11,000. This work and costs can be incorporated into Surface Works and
Street Scaping Contract for the fall of 2010.
The estimated revenue lost from the four (4) parking meters, from mid-March to the end
of 2010, is approximately $3,000.
Installation of the all-way stop control and parking control signs and pavement markings
would be performed by City staff and these types of expenditures have been included in
the 2010 General Purposes Budget. The estimated cost for materials and labour is
$3,000.
There are no costs associated with the recommendation of this report.

To alleviate the collision pattern at the intersection of Queen Street and Qntaria Avenue,
it is recommended that the existing metered spot on the south side of Queen Street
immediately west of ~nfiaria Avenue be removed. A "no stopping" zone is recommended
on the south side of Queen Street betvueen Ontario Avenue and the first metered space
west of Ontario Avenue. To ensure that vehicles do not use the space despite the signs,
it is further recommended that the sidewalk be extended to the edge of the trafific lane.
Many. businesses within the downtown core have applied for a sidewalk cafe. If the
sidewalk is expanded to physically prevent parking on fhe south side of Queen Street, the
abutting business owners may be enticed into providing a sidewalk cafe. However, placing
a cafe within fihe expanded sidewalk aroa would result in the same visibility obstruction..
Sidewalk cafes wil! need to be prohibited on the south side of Queen Street between
Ontario Avenue and a point 25 metres west of Qntario Avenue.

In response to a request from the Downtown Niagsra falls Board of Management, Staff
has recently carried out an intersection control review at Queen Street and Qntario
Avenue. The concerns atthis- location stern from restricted sight fines for motorists turning
onto Queen Street from Onfiario Avenue,. and the speed at which. motorists are travelling

on Queen Street.
The intersection of Queen Street and Ontario Avenue is in a cross configuration. Queen
Street is the main collector route in the City's downtown corgi extending in an eastlwest
direction between Victoria Avenue and River Road. Ontario Avenue is also a collector
roadway that extends in a northlsouth direction between Bender I-lill and Park Street. At
the present time, the study intersection is controlled by a stop sign facing northbound and
southbound motorists. on Ontario Avenue.
ANALYSISIRATIONALE
Staff conducted several technical studies at the study intersection including a vehicular
turning movement count, pedestrian countand delaystudy, collision historyand analysis,
visibility study and a radar spot speed study,
A provincial traffic signal and all-way stop warrantwas compiled using the data collected.

way stop control is not satisfied. Furthermore, observations revealed that pedestrians did
not incur significant delays in crossing Queen Street. The existing intersection control is
sufficient in allocating the right~of-way at this intersection.
Traffic signal warrants were .initially developed in ~9°l8 and mast recently updated by a
committee under the auspices of the Ministry of Transportation in ZOa4 to reflect vehicular
and pedestrian trends and patterns. Prior to 1990's the province cast shared in the
installation of warranted traffic signals, however, since then the cost has been solely the
responsibil~y of the municipalityo The City of Niagara Falls has maintained the use of the

technically demonstrated they are needed to improve pedestrian, motorists safety, as well

previous five-year period were of an "angle" collision type and involved a northbound and
an eastbound motorist. Sight investigations reveal that visibility is severely reduced for
northbound motorists stopped at the intersection viewing firaffic approaching from the west,
when vehicles are present at the existing metered parking spot on the south side of Queen
Street immediately to the west of Ontario Avenue. The situation is further exacerbated
when larger vehicles such as vans and light trucks are parked in the aforementioned
parking stall. Motorists are currently required to encroach into the intersection in artier to
obtain a sufficient view of oncoming traffic. Nat only does this scenario pose a potential
collision risk, but the encroaching vehicle ends up blocking a crosswalk at a high
pedestrian location.
In 2003, the first metered parking stall on the south side of Queen Street, west of Ontario
Avenue was removed and replaced with a "na stopping" zone to help curtail the collision
problem. A chicane was constructed to physically prevent vehicles from occupying the
space vacated by the removed parking stall. However, recent investigations identify that
the visibility problem is still present and the collision pattern is still prevalent. To mitigate
the collisions occurring at this intersection, it is necessary to remove the first parking stall
westof Ontario Avenue ~nextto Balzac's Cafe}, The next parking stall is about25 metres
away, at the other end of a curb extension. The recommended removal of the parking
space •wili give northbound drivers stopped at the intersection additional visibility in odder
to see approaching eastbound vehicles.

Staff is further suggesting that the sidewalk an the south side of Queen Street be

the space vacated by the metered control. To ensure that adequate sight lines are
provided, sidewalk cafes will need to be prohibited on the south side of Queen Street
between Ontario Avenue and a point 25 metres west of Qntario Avenue.
Staff has met onPsite with the Downtown E.I.A. representative to discuss the restricted
visibility and the resulting collision patterns ltwas identified thatthe most feasible and cost
efffective alternative at this time was to restrict the parking as recommended in this report,
Furthermore, staff will monitorthe intersection, and when traffic signals are warranted, their
installation would be supported by staff.
FINANCIALlSTAFFIN~lLEGAL IMPLICATICJNS
The estimated cost to extend the sidewalk as required is approximately $15,000. This
work and costs was not included in the approved 2009 Capital Budget. This project should
be referred to the X010 Capital Budget for consideration.
The removal of the parking meter would be performed by City staff and these types of
expenditures have been included in the 2008 General Purposes Budget. The estimated
cast to remove the meter is approximately $400.

EXECUTIVE SUMMARY
At the request of a potential daycare tenant considering occupancy in a portion of the
Hatch building, a review was carried out to determine whether the existin arkin

regulations on Ontario Avenue could be modified to accommodate their needs. The
recommended on-street parking modifications include a time limited parking zone on
Ontario Avenue to allow parents to pick upldrop off and escort their toddlers to the daycare
centre during specific hours. Employee parking will be provided on the. private property.
Outside of the hours and days when the time limited parking is in effect, the parking area
will be available for the general public. There will also be an additional 3-4 parking spaces
created to further increase on-street parking availability in this area. Discussions with the
BIA indicate they are supportive of the recommendation. At this time, it is anticipated that
the daycarewill be operationalthroughouttheyear, however, should it not be operational
throughout the summer months, the parking regulations will be amended accordingly.
BACKGROUND
Staff has been requested to consider allowing a time limited parking zone to permit the pick
upland drop off of toddlers to a daycare centre scheduled to operate from within the Hatch
building. A review indicates that the parking request may be accommodated on Ontario
Avenue immediately adjacentthe Hatch building. To facilitate the arrival and de arture of

parents, a 10 minute parking zone may be established within the existing two hourparking
zone to be in effect in the morning and atthe end of theworkday. Aswell, an area further
south still adjacent the property currently signed "no parking" may be converted to allow
the same parking regulations as that closer to Queen Street. The conversion of the no
parking zone, will provide an additional 3-4 parking spaces, throughout the remainder of
the day. The current parking regulation on Ontario Avenue consists of two hour free
parking, Monday -Friday, gam - 5pm with no repacking within five hours.
To assess whether there would be an impact to the neighbouring businesses, the BIA was
approached for their input with respect to this request that would result in on-street parking
regulation changes. Confirmation has been received that the BIA is in favour of the on-

street parking change, and are supportive of the new business opening.
Technical studies indicate that visibility will not be adversely affected, as the vehicles will
be parked where there is parking currently availability, and mid-block. Traffic volumes may
increase with the arrival and departure of parents, however, it is not considered to be
significant given the existing road capacity.
ANALYSISIRATIONALE
There are no adverse impacts related to the proposed modifications to the parking on
Ontario Avenue, and will assist in the operational needs of a potential newtenant. In fact,
an additional 3-4 spaces will be available forthe general public outside of the time limited
hours.
FINANCIALISTAFFINGILEGALIMPLICATIONS
The replacement of the parking signs is carried out by Transportation Services staff. The
labour and ma#erial costs are accounted for in the Approved 2010 General Purposes
Budget. Cost studies estimate that the cost to replace the signs is approximately $500.

There was just one request from the BIA that the sign read that during 9-4
that people could park in those zones, and if the daycare was not open
during the summer, if the signs could reflect that the parking had no
restrictions as summer for Balzac's is a peak time of year for the.

That a Loading Zone be established on the east side of Fallsview Boulevard from a point
15 m north of Murray Street to a point 45 m north of Murray Street between the hours of
6:00 am - 9:00 am daily.
EXECUTIVE SUMMARY
The established loading zone will assist in deliveries to the second floor of the restaurant
via the elevator to the freezers. The loading area will be in effect for a limited time period
during the off-peak hours of Gam- gam, daily. Should Fallsview Boulevard at some time
in the future be widened or the merge lane is required for other transportation purposes,
ie. People Mover the loading zone may be required to be removed and loading would be
restricted to the properties on-site loading area.
BACKGROUND
A request has been received to aid in facilitating deliveriestothe Margaritaville Restaurant
located on the northeast cornerof Fallsview Boulevard and Murray Street. Although there
is an established loading area on the site, itwas identified by the restaurant operators that
deliveries would best be facilitated closer to the restaurants front doors where the elevator
is located. A review of the area indicates that the request may be accommodated by
establishing a loading zone on Fallsview Boulevard adjacent to the restaurant property.
The loading zone would be established in the existing northbound merge lane on Fallsview
Boulevard immediately north of Murray Street.
