Hi Dean,
Perhaps you could include this in the handouts for tomorrow's Council meeting. Page 2 of the new report
references the St. Catharines experience of more than 200 apartments being developed, but neglects to
mention that St. Catharines has a huge demand for cheap student housing in its downtown (which is
geographically in the centre of that City. It also neglects to mention that both the remaining downtown
hotels (the Welland House and the Leonard) were converted into apartments in recent years.
The conversion of the Welland House into a student residence resulted in over 100 new units being
created. That was a project with a significant impact. On page 2 the writer also states:
"Other local municipalities that have residential grants in their CIP areas include the Town of Lincoln,
Town of Pelham, Town of Fort Erie, Town of Grimsby and the City of Port Colborne.
The Downtown BIA would like to see Queen Street revitalized and be on equal footing with other
municipalities."
I took the liberty of examining these other CIPs and found that they are designed to (to quote Lincoln's)
"promote residential conversion, infill and intensification" and (to quote Fort Erie's) encourage
"conversion of non - residential to residential use ... and residential infill on vacant lots."
To that end, funding for existing residential units is limited to bringing "existing units into compliance with
the Building Code, Property Standards Bylaw and Fire Code" (exact same wording in Port Colborne and
Grimsby).
The focus in these other communities' CIPs appears to be where it should be (if the aim is indeed to make
a difference and stimulate economic recovery by bringing enough new people to live in the area to
accomplish that): Creating significant numbers of new units by infilling vacant lots.
Pelham's program speaks to the infilling of vacant lots, including parking lots, and constructing new rental
or ownership units, including condos. I don't see that in ours.
Port Colborne's and Grimsby's also speak to new rental or ownership units, including condos, and the
conversion of vacant lots, including parking lots.
Is the BIA's interest truly to "be on equal footing with other municipalities "? If so, the present
recommendation will not fulfill that wish.
These other communities' CIPs are set up to encourage the development of significant numbers of new
residential units. Ours is not.
I remember lingering after my first Council Christmas dinner, in December 1997, eagerly peppering Doug
Darbyson (who was enjoying a post- dinner cigar) with planning questions. I asked him: What will it take
to turn Queen Street around? His response included the words "gorge -view condos," and the overall
suggestion that we need significant numbers of residential units to be created there in order to obtain the
"critical mass" required to support retail.
Isn't that what our Growth Management Strategy directs as well?
I do not agree with the Have Money - Will Spend approach presently before us, which would not provide

sufficient incremental growth to accomplish its stated objective. I could support, however, a program
which would encourage new rental or ownership units, including condos, on vacant lots, including parking
lots.
That program would, I believe, help offset the area's major challenge - which is that it is fighting with one
arm tied behind its back: One quarter of its natural market area missing - the area which should support it
from the east being cut off by the Niagara River.

J.T. Hunt, Saint Michael Catholic High School
O.F.S.A.A. - Gold Medal - Senior Boys' High Jump
DATE: June 20, 2012
The Ontario Federation of School Athletics Association (O.F.S.A.A.) Track and Field Competition was
held recently in Brockville, Ontario. Several area athletes competed at the three day meet.
Saint Michael Catholic High School student J.T. Hunt was the only Niagara Falls athlete to win a medal,
winning gold in the Senior Boys' High Jump. This was his first O.F.S.A.A. track and field meet competing
as a senior.
Hunt's leap of 1.98 metres was two centimetres short of his personal best and he still managed to win gold.
Last year, Hunt placed second in the Junior Boys' Championship.
The Saint Michael Catholic High School athlete has set a new goal of 2.20 metres for next year.
J.T. is coached by Ryan Dudley, a teacher at St. Mike's.
Congratulations to J.T. Hunt!

Dear Mayor Diodati and Members of Council:
We know each of you have been great supporters of Mike Strange and his Box Run
across the Country, raising money and awareness to help fight childhood cancers in
Canada. Please accept this letter to formally invite you to our charity event to welcome
Mike home to Niagara Falls. We are very excited as we put the final plans in place for
our "Welcome Home Party" for Mike Strange, set to take place on Friday, July 13`h at 6:00
pm at Optimist Park in Niagara Falls. All proceeds will be donated to charity, including
Childhood Cancer Canada.
We would like to request your support as a Council, as we aim to bring the community
together to cheer Mike on as he "runs home" to his friends, neighbours, family and
supporters at this community welcome event. We respectfully request your support by
way of City Hall resources including metal barricades for use at our event. In addition,
we would like to request an extension until 11:00 pm of noise bylaw provisions for this
special, one -time event! These considerations and liaising with City Staff as we prepare
to host the community will prove most helpful to our volunteer members who have been
working around the clock to get the plans in place for this event!
"Forward" is a community service group made up of young professionals in Niagara who
come together to raise funds, plan events and inspire community spirit for various
causes. You may know us from our work hosting events like the successful "Dueling
Pianos" or "Clothesline" winter coat drive in Niagara Falls.
Please accept our sincere thanks for your consideration of our request. If it weren't for
our likeminded friends and partners in Niagara, we would not be able to give back to the
worthwhile charities that do so much for those in need, or to rally our residents to

WHEREAS The Downtown Board of Management (BIA), representing the businesses on Queen
Street, have a number of events planned for the summer; and
WHEREAS one of the events would be to have live jazz and blues (the "event ") at Centennial Square
in front of City Hall; and
WHEREAS the event would run Thursdays from 4:00 to 7:00 p.m. for eight (8) weeks beginning the
second week of July (July 12); and
WHEREAS the BIA would like to provide beer and wine to the public for the event; and
WHEREAS to obtain a Special Occasion Liquor Licence from the Alcohol & Gaming Commission
of Ontario (AGCO), the event requires a resolution of Council recognizing it as a public event of
municipal significance; and
WHEREAS the event is significant as it provides exposure to the City's Downtown core.
THEREFORE BE IT RESOLVED that Council consent to Centennial Square being the venue for
the proposed concert series; and

Dear Mayor Diodati and Members of Council:
Please be advised that I have reviewed the above - referenced report and
fully support the recommendation that the City cease the practice of
requiring postponements of mortgages to be registered on title in
conjunction with the registration of Site Plan Agreements. As counsel
for many developers in the City, over the past 15 years it has been my
experience that this requirement has only led to unnecessary delay as
the request must be dealt with by the lender's head offices outside of
the Region. As well, I have been involved in at least one case where the
developer lost the property to the lender and the lender's sole priority
was to market the property for sale immediately and the new purchaser
seamlessly assumed the obligations under the site plan agreement. I am
told that this has been the general experience in such circumstances.
I support the recommendation which follows the practice employed by the
City of Burlington and the City of Toronto which do not require
postponements. I do not support the alternative employed by smaller
municipalities of having the lender sign the site plan agreement. If you
can imagine the delay in getting a lender to postpone its mortgage to
the site plan agreement, you can only imagine the delay of having a
lender's head office review a 20 plus page site plan agreement and then
convince them to be a signatory to the agreement and therefore assume
all the obligations. This alternative, in my opinion, would be a step
backwards.
The approval of the recommendation this evening will result in more
efficient customer service and a reduction in the delays in the
development process.

Council may recall that at it's June 28, 2010 meeting, Council approved Report BDD -2010-
03 `People Mover Project Update' which authorized Staff to proceed with procurement of
the various components associated the implementation of the People Mover Project
(WEGO). In addition, the Mayor and Clerk were authorized to execute any and all related
agreements.
Tenders for the Supply and Installation of Signs, Posts and Related Items for the WEGO
bus system closed on Tuesday June 19, 2012. One (1) bid was received for tender
RFT07 -2012 which has been accepted. On Wednesday June 20, 2012 Quotes were
received from three (3) Suppliers for RFQ47 -2012 - Supply of Smart Cards - WEGO VTS
System, low bid has been accepted. A summary of the bids is detailed below:
