Email: communityartistsniagara @gmail.com Phone: 289 969 4229 The Niagara Falls Visual Arts Community — How Community Artists Niagara Sees the Future This is what we want the future of Visual Arts in Niagara Falls to look like • A multi - purpose Visual Arts Center, in a good core location • Exhibits spaces for ALL artists with changing exhibits • Focused on improving artists incomes through : — Links to local post - secondary education institutions — Links to private sector — Artists referral services — Private - public donor network • Space for adult classes, workshops, art club and guild meetings • A profit- oriented gallery store • Space for working artists -in- residence as art educators • Cafe, place for artists to meet, space for catered functions Situation Analysis Niagara Falls has lost its community art gallery, its meeting space for professional and emerging artists, its space for art teachers and artists in residence. (1 *) Community Artists Niagara, the most broadly -based and open organization for artists at all levels, provided arts services to the public and to the City — but unlike several other arts organization it received no funding or space from the City. (2 *) Insufficient space is available to CAn members to exhibit, teach and launch public programs. (3 *) The visual arts community in the Niagara area is fractured • Most organizations focus on providing services to members, instead of focusing on the market opportunities 11Page • The critically important needs of artists' continuing development and exhibit space may have been lost due to this fractured artist community • Lack of leadership means we do not apply for grants often enough, and are not as successful as we could be when we do apply Missed Opportunities • City is not taking advantage of an opportunity to satisfy its public, provide an economic driver, increase pride Demographic change: emergence of active seniors in increasing numbers, and Niagara Falls as a retirement destination. These seniors are affluent and seeking to explore ways to leverage their creativity including to visual arts Existing cadre of emerging and professional artists have only one exhibit space to show their work (Victoria Library), no meeting place for artists. No space for art teachers (3) Niagara area has no major visual arts centre where artists in the community can link with businesses that require arts services Art graduates do not stay here, do not have support services and locations to allow them to make a living No arts center and fractured arts community with no leadership means Niagara Falls misses considerable arts funding at the provincial and federal level Outcomes of a Visual Arts Center • A Cultural Centre that builds pride in Niagara Falls • Re- activate the professional artists community — improve artists' incomes • Grow the City's innovative artists community and channel their creativity to economic benefit • Satisfy the needs of the increasing and affluent senior population and grow the valuable retired community • Enhance the commercial viability of retail core or Queen Street • Have projects and programs that attract Private and Government funding 2IPage Needed Actions We need political commitment to the realization of a Visual Arts Center Staff resources assigned to begin the necessary visioning, stakeholder collaboration, site planning, financing and other activities Work with Community Artists Niagara and other arts organizations to result in the best outcomes for the City of Niagara Falls and its people Research Findings: 1 *, Community Artists Niagara Gallery provided significant and needed services through its Queen Street gallery: • A functioning, public, multi - purpose gallery, open most of the time — and contributing to Queen St Development • • We were the "Explore" in Eat, Shop and Explore Queen St. average 20 visitors a day, 6 days a week, and the Trillium funded artist in residence program has attracted even more visitors and artists A space for emerging and professional artists: Canada's next leading artists in Niagara Falls are CAn members. CAn provided professional and emerging artists a place to meet, socialize and spark collaboration • Location for lessons for recreational artists, and for artists to give lessons to contribute to their making a living • Space to work and performance space for musicians and small plays 2 *. Community Artists Niagara Provides Public Services — and yet receives no funding from City CAn plans and manages Art events that enhance City life and pride: Children's and Youth Art contest, Green Art Show, Waterfall at City Hall (Canada Culture Days), Historic Costume and Dance, drop -in music performance space, adult art lessons 31 Page Received Trillium funding for 8 Artists in Residence (who now have no place to work) Art referral services — calls for artists, help artists find work Unlike other arts organizations CAn receives no funding and no space from the City of Niagara Falls! CAn wants improved fairness in funding and space allocation for visual arts organizations and fee for service funding! 3 *. Insufficient Space is Available CAn has contacted the visual arts organizations in our region to try to encourage resource sharing and collaboration while also trying to find space for our members and our funded artists in residence. The results? Victoria Public Library — a good exhibit space, good hours, welcoming management, but already booked most of the time. Niagara District Arts — small number of artists, programs only for their members, won't accept oil painters or allow oil painters to work in their space, will not allow art classes, gallery only open on Sunday afternoon, working space is not even always open on one night a week, location is visually hidden. Parkway Artists — small number of good and market - oriented artists, paint together once every three weeks, no space of their own, programs only for their members. Petersons — programs for youth and children, but limited for adults (1 teacher), out of the way location, small run -down building, gallery store but no exhibit space, limited hours. Niagara Falls Art Gallery — very good programming for children, a few adult evening classes, no space for adult classes during the day or new teachers. In the past we have used several buses on race day to help shuttle participants to and from the event. Sincerely, Rick Morocco Managing Director Niagara Falls International Marathon Page 1 N IAGARA FALLS INTERNATIONAL MARATHON September 24, 21)12 To: Honorable Mayor Jim Diodati and Members of Council Re: Niagara Transit Request Dear Mr. Mayor and Members of Council, For the past several years, the Niagara Transit has supplied the Niagara Falls International Marathon with the usage of approximately (6) six buses and (6) bus drivers. This service helped the marathon by shuttling participants to various areas of the race while lowering costs. Please accept this as an official request for the donation of this service, which we want to primarily use to shuttle both the parents and children involved with our Schools Marathon Challenge from Rapidsview Drive to the Finish area and back. The Niagara Falls International Marathon is very proud of the success it has had in the past and is looking forward to future growth of the event. Currently, there are more than 1,000 Schools Marathon Challenge participants. This is a free event for all of these participants. This years event takes place on October 21, 2012 and will have a couple of special added features. Our very own Mayor will be the official starter of the event and 2012 Canadian Marathon Olympian Reid Coolsaet will actually run the last two kilometers with the Schools Marathon Challenge participants. We are extremely grateful for all the support the city has given us over the years and look forward to continued support this year. Plan, Niagara Falls.pdf; 2011-10-03 LPA Letter to City of Niagara Falls re Garner South Secondary Plan.pdf Hello John, Further to my discussion with you earlier today and your suggestion, I just spoke with Robert O'Dell about our previous written submissions on this subject which is to be dealt with at a Public Meeting tomorrow evening and City Council is to consider the adoption of this Secondary Plan tomorrow night as well. Our previous submissions are attached for reference. As you know, we have consistently submitted that any proposed "prohibition" of a drive - through use (DTF) at the level of an Official /Secondary Plan is not in accordance with the case law on this matter. Our previous letters go into further details on this. As such, you had previously advised late last year that the prohibition of a DTF was removed from the Garner South Secondary Plan. However, based on our latest review of this Secondary Plan the prohibition is still contained in policy 2.7.3 of the plan. In speaking with Mr. O'Dell this morning, he indicated no concerns with and support of removing the noted prohibition of DTF in policy 2.7.3 and he will also confirm this to you today. Based on this and our previous submissions, we again respectfully request that the noted prohibition to DTF be removed from policy 2.7.3 of the current draft Garner South Secondary Plan. By copy of this to the City Clerk — Mr. lorfida, we ask that he receive this as our submission on this subject matter prior to Council consideration of this OPA tomorrow evening.
