Further to the report as noted above, our request is to defer decisions on this matter. Employees of the City of Niagara Falls take great pride in their work, an area where we believe the best possible service can be provided in-house rather than contract out. When contractors do not live up to the level of service it harms the reputation of the City, there is a sense of ownership and productivity when keeping this work in-house. Seasonal employees can meet the demands of these work assignments. Noting page 3 of this report references termination of contracts with Bosma and Griffin Landscaping and Haulage. Creates a negative impact for the City, our employees are capable of providing these services. On August 13'h. 2013 City Council reviewed report#CAO-2013-04 OLG Modernization Update Municipalities, whereas projections of an increase in hosting fees estimated 18 - 20 million annually. Recognize the directive to not commit to any spending of the funds under the new agreement until a full year has been completed. Forward this request to consider expanding the resources from our Casual and Seasonal work force to meet the needs of the growth in our City. Expansion and growth brings greater need for service, our intention is to continue to work with the administrative team to build on how we meed these needs in house. Yours truly. I am writing to express my opposition at this point in time to the Zoning By-Law Amendment Application mentioned above My understanding is this application involves changing the current single family residential zoning to Residential Low Density, Grouped Multiple Dwellings (R4). If this were to occur, I have several concerns: 1. Overall neighbourhood - Although I understand I may only be one individual, I can honestly say that should this decision have been made prior to me purchasing my home I would not have done so. Badger Road has a certain appeal that is not always found in a city location. It is a nice neighbourhood, with great neighbours, and a small town feel even though it's in a larger city. Even with nearby developments, you can sit outside at night and be surrounded by crickets, nature and peace. However, 14 townhouses behind my property will take away all of the above. Again, I'm only one person and I understand that but there are other key factors involved that cause me distress about this decision. 2. Water issues - The last 20 feet of my property is already swamp land certain times of the year. With the properties of mention being 'cleaned' up over the last year, this has actually made my water issue a larger one. My property manages to be quite a bit lower than those surrounding, leading to flooding. How will this be addressed to not be a further issue for current/future residents? E er I v E D SEP232013 a?‘ DEtE_CPMENT 3. Traffic—As it stands right now, Badger is a feeder road to two courts and a large subdivision. The traffic can be quite heavy at times with drivers speeding down the street. The set driveway for the townhouses suggested will fall right before the entrances to the courts and I wonder if this will lead to future accidents due to speed and due to high levels of traffic that may be leaving those two courts and the one driveway at the same time. In addition, the number of cars entering and leaving the driveway will be significant compared to the current number. 4. Sewers/Drains/Sanitation - Can the sewers, drains and sanitation systems handle 14 additional homes? From what I recall during the meeting, there were certain standards that did not meet the criteria for the increase in zoning. It is one thing to say it will be fixed with the new developments but it is a completely different thing to see it happen_ 5. Property Values —They will be effected, it may be positively for some and I'm sure negatively for others. The entire neighbourhood will shift with these new properties. 6. Lack of Guarantee - Based on my attendance and observations at the open house in August, there is absolutely NO guarantees for anyone currently living in the areas surrounding this potential development. It is great to say that it will be 14 maximum, little traffic, higher income, et cetera but really there is no guarantee of what will be built and how it will be built. How is this going to alleviate the worries of current home owners? 7. Privacy— If I saw correctly, there is only 3 meters between the proposed townhouses and my backyard. I oppose the building fully but should it be passed, I expect the tallest possible fence to be built by those owning the townhouses to ensure I still have my private oasis that I bought specifically for that reason. On that note, perhaps the side of those buildings facing the houses already present should have no windows. Would you enjoy a 50 ft. x 220 ft. lot knowing you will be losing your entire sense of privacy? 8. Noise —The noise factors that will occur with the construction, building, and increased populations living in the area. 9. Future Developments — I know you are going to say no application has come through, as stated at the Open House, however I firmly believe if the 14 homes are approved then the property to the left that is currently vacant as well will likely be also used for this purpose, again severing the neighbourhood. 10.Wildlife —With new development occurring, where is the wildlife going to go? I understand there is a hydro field close by for them to reside in but there is a large population of rabbits and other animals in the area of our backyards. Has any sort of ecological survey been done around this? I understand from the business perspective of the current property owners that this is a great investment. However why should an endless amount of homes suffer so one family can get ahead?
