Dear Mayor Diodati and Council Members;
Thank you for the ten questions sent to Stefanos Karatopis, our candidate in the upcoming provincial by-
election.
Libertarians advocate individual liberty through free markets, property rights, limited government, and
voluntary associations. We believe that the role of government should be confined to creating the conditions
where businesses and individuals can voluntarily interact knowing that the law protects their rights.
Building hospitals and post secondary schools, improving commuter train service, running casinos and
airports, are all business ventures that properly should be in the realm of private enterprise. Unfortunately,
all of these are monopolies of government and as such, are subject to the whims of politicians who are
primarily interested in getting re-elected. So they use their incumbency to buy votes. At the same time these
same politicians tend to ignore vital infrastructure in their own community. As your letter indicates, every
municipality is suffering "infrastructure deficits". So what sort of assistance would you expect from other
jurisdictions? It seems to me infrastructure sustainability is your Council's primary responsibility, as the
Niagara Falls 2011-2014 Strategic Priority document indicates.
If elected, the immediate goal of a Libertarian government would be to reduce spending so that it falls well
below the level of revenues. Once that has been achieved, Libertarians would reduce provincial income tax
tier rates, as well as the HST, and gasoline taxes. Corporate taxes would be reduced then eliminated. All
those measures taken together would let people keep more of their earnings, encourage investment, and
allow the creation of thousands of jobs in the Niagara region while making the whole of Ontario an
economic gateway zone for Canada.

Niagara South Hospital
1. Do you support Dr. Kevin Smith's Hospital Improvement Plan for South Niagara?
I have no reason to oppose it. I have no doubt regarding Dr. Kevin Smith's competence and
leadership expertise.
But let's refocus the question: why do we think we have to beg the government for a few scraps of
healthcare? Nobody plays 'political football" with grocery stores and general food distribution in
Ontario. So why do we allow people to play such games with our health care?
It's time to consider the idea of legalizing the separation of hospital and state. Investors, competent
administrators and clinicians in tandem with the oceans of demand on a liberalized hospital market
and this problem of"lack of services"and 'funding gaps"and "delays" would be solved in a snap.
Two hospitals or ten hospitals in Niagara? Let's get out of this rigid mindset of hospitals as these
big expensive industrial mega-complexes of faceless, conveyor-belt government health care
service. No politician or bureaucrat or nurse (like me) has a clue what the Niagara Region needs
in terms of healthcare, other than we need more and better.
But nobody, especially the government, can figure this stuff out without a market. Economic
calculation is possible only when there are real prices at play. Not phoney government monetary
"incentives" that mean hospitals can unload ER patients into the hallway of the med/surg wards so
as to "make the numbers look good on ER wait times"so that the hospital can "earn"some
government funds. That's how our government sticks it to the elderly, and as a nurse, it makes my
blood boil.
So lets cut the begging and start asserting: healthcare freedom now.
2. After thorough review of the two sites recommended by the six Niagara South Mayors &
Regional Chair, Dr. Kevin Smith selected the Lyons Creek and Montrose Road node as the preferred
location for the new Niagara South Hospital. Do you and your party leader support this site?
Sure; I have no reason to oppose it.
3. As you know, the Provincial Government has approved a Planning Grant for this project and
the planning is underway. This process should be completed in early 2015, after which an RFP
(Request for Proposals) to build the facility can immediately be issued. The RFP and selection of a
general contractor for this project could be completed by Spring 2016, with construction commencing
in Summer/ Fall 2016. Will you and your party leader commit to this schedule?
I've worked in multiple jurisdictions that have gone through successful transformation, much like
Niagara is about experience. So I have no political or personal opposition to the above, other
than, over the long term, the process of growing the hospital sector should be much more like the
growing of Retirement Home sector. When was the last time you heard of a retirement home
shortage?
I always used to wonder why the ER would get so packed full of retirement home "dumps"as they
would be called. What I mean is, we would get upset with the retirement homes for "dumping" the
patients in the ER on a Friday night. The truth is that the retirement homes are prohibited by law
from providing any acute care services, thus causing gridlock at certain times in our public
hospitals.
Why do we prohibit a wider variety of care-providing institutions? Think of the options and
possibilities. Think of the consequences of healthcare prohibition.
Post Secondary Opportunities
4. Niagara Falls City Council identified youth retention, downtown redevelopment and a business
acceleration incubator as part of their strategic objectives. One of the strategic initiatives that would
help facilitate the above is locating a university campus, or post- graduate program downtown that
includes a business acceleration incubator. Would you and your party leader support this initiative
and commit to having the programs commence by September 2015?
I have no reason to oppose, other than the necessary focus on the fiscal health of the province, and
I'm not sure how this proposal fits in with the overall objective of balancing the budget.
Go Train
5. Niagara municipalities are united in support of achieving full time Go Train Service to Niagara, with
the termination point being Niagara Falls by 2015. Do you and your party leader commit to making
this happen?

I think it sounds wonderful. Who is paying for it, and how?
Ontario Lottery and Gaming Corporation (OLG)
6. The OLG launched a modernization of the Ontario gaming industry. The Niagara Falls casinos are
not included in the modernization program which could result in 29 gaming facilities in the Province.
This could mean Niagara Falls casinos risk losing up to 2000 jobs. If Niagara Falls were included in
modernization, this would protect jobs and be a catalyst for further development (including a 7000
seat theatre) and hundreds of new jobs. Will you and your party leader include Niagara Falls in the
modernization program immediately?
I have a hard time talking about anything gambling related as gambling addiction has destroyed
many lives in my family. The niagara casino has been the drug of choice. Seems to run in the
family. But the casinos have a right to exist and if modernization is financed by private wealth,
why are we stopping it? Freedom means the freedom to screw up, but that's no reason to thwart
others'freedom through prohibition and controls.
Tourism
7. Niagara Falls is one of the premier tourist destinations in Ontario and Canada. What actions are
you and your party willing to take to ensure the growth and success of the tourism sector in Niagara
Falls?
Broadly speaking, through improved economic conditions, more wealth can be created, more
attractions can be generated, more incentive to visit Niagara, etc. Not to mention, more wealth in
the pockets of Ontarians to visit Niagara and to further juste things like transit expansion.
Investment in Ontario will become robust when investors are confident that we are willing to
balance the budget, pay down the dept, etc. So this is fundamental.
Secondly, we need to sort out the mess that our energy policy has become. It is a disgrace beyond
words. We are paying the US to take our extra base load generation meanwhile we pay the highest
in the country as ratepayers. Energy is required for everything. So higher energy prices mean
higher everything prices. It's more expensive to make stuff. More expensive to heat your
homes. We need to allow energy to be produced and sold from whatever source for as cheaply as it
can be sold.
Infrastructure
8. Municipalities across Ontario are dealing with multi-million dollar infrastructure deficits. Niagara
Falls can not meet the spiraling costs of replacement and repairs to our water, wastewater and road
infrastructure. How will your party assist the municipalities in your riding to address this issue?
What are they spending on if the municipalities cannot meet infrastructure requirements? I do not
have an answer at this time.
Niagara District Airport
9. What will you be doing to bring the Niagara District Airport to a stage where it can cater to
scheduled (year round) international air traffic?
I cannot say, but I can get back to you with an answer.

Niagara Economic Gateway Zone
10. The QEW corridor has been identified as the Niagara Economic Gateway Zone, which will
stimulate new jobs. What would you and your party do to advance the development of these lands in
the immediate future and deal with conflicting identified wetlands in the same area?
I think that aside from any particular identifiable harm to the wetlands ('harm'being objectively
defined according to persons or property harmed) caused by development, people should be able to
sell and develop on the land as they see fit. The best thing to advance development is for me to get
out of the way and let the experts do their business.

1. Do you support Dr. Kevin Smith's Hospital Improvement Plan for South Niagara?
• Yes, in fact, I was the first Niagara politician to come out in support of a
new hospital for Niagara Falls in 2007, and Ontario PC Leader Tim Hudak
was the first party leader to come out publicly supporting Dr. Kevin
Smith's plan for a new hospital in South Niagara. Tim Hudak and I stood
at the Lyons Creek site in February 2013, long before the byelection was
called and pledged to build the hospital here in Niagara Falls.
• Since then, we have been aggressively pushing the other parties to
support the plan. It's the right direction for Niagara and will result in
improved care for patients and cost savings for our health care system.
• While the NDP have called the site "preposterous," the Liberal
government sat on Dr. Smith's recommendation for 2 years and only
promised to move forward after a byelection was called. Only the Ontario
PC Party is committed to seeing this project move forward.
2. After thorough review of the two sites recommended by the six Niagara South
Mayors and Regional Chair, Dr. Kevin Smith selected the Lyons Creek and
Montrose Road node as the preferred location for the new Niagara South
Hospital. Do you and your party leader support this site?
• Yes, the Ontario PC Party supports the Niagara Falls site.
• The NDP's position on building the South Niagara hospital at Lyon's
Creek and keep all others open is pure political posturing to try to win
seats in both Niagara Falls and Welland. We actually think it puts the
project in jeopardy.
• Dr. Kevin Smith has even gone so far as to take a bold step of publicly
condemning the NDP approach. Their approach completely defeats the
purpose from a medical and financial perspective.
• It also demonstrates a clear lack of fiscal discipline and that their
promises are unrealistic.
• In fact, the NDP actually voted against our motion to build the Niagara
South Hospital here in Niagara Falls. Under the NDP's approach, there
wouldn't be the capacity to attract new specialists and have more nurses
because of the enormous cost of keep all the existing facilities open.
• We can't go back to the old way of having every municipality protecting
their hospitals. That would take us back to Square 1; we need to move
forward with the Niagara South Hospital here in Niagara Falls.
3. As you know, the provincial government has approved a Planning Grant for this
project and the planning is underway. This process should be completed in early
2015, after which an RFP (Request for Proposals) to build the facility can be

• Only the Ontario PC Party has consistently supported the plan for a new
Niagara South Hospital as recommended by Dr. Smith. The current
Liberal government ignored Dr. Kevin Smith's recommendation for two
years and the NDP want the new hospital and all the old, existing
hospitals to stay open. But we all know we can't go back to the old ways
of having every municipality protecting their hospitals.
• Building a new site in South Niagara makes sense from a health care
perspective and it saves taxpayers money. It's time to get going.
4. Niagara Falls City Council identified youth retention, downtown redevelopment

• In Ontario today, we are seeing far too many students graduate with
degrees who can't find a good job. Many are forced to leave the province
and look for work elsewhere.
• I would certainly be happy to assist in helping the city to attract a foreign
College or University to the City and to participate in discussions with any
Canadian College or University contemplating a location in Niagara.
• Between 1995 —2003, the Ontario PC Government built the Niagara
College Campus in this riding. Furthermore, after balancing the provincial
budget in 1999, and keeping it balanced for four more consecutive years,
we were able to make large investments with our Superbuild Fund and
expanded nearby Brock and Niagara College in Welland.
• We will build new institutions where they make the most sense and make
sure students are being trained to fill the positions in the job market.
Niagara Falls would be a top contender in any decision on locations for
new university campuses.
5. Niagara municipalities are united in support of achieving full time GO Train
Service in Niagara, with the termination point being Niagara Falls by 2015. Do
you and your party leader commit to making this happen?
• The only way Niagara is going to see this project is by electing an Ontario
PC government that puts an end to reckless overspending and debt so
that we can afford top-quality transit like GO Service to Niagara.
Expanded, more reliable GO Train service is essential for breaking traffic
gridlock and getting our economy moving again.
• In our most recent white paper called Building Great Cities, the Ontario
PC Party put forward bold ideas to address gridlock and get traffic moving
again without raising your taxes. Where we're different from the Liberals
is that we didn't waste $1 B on cancelling gas plants and that we've
proposed a dedicated Ontario Transportation Trust, which would act as a
lockbox for transit and highway funding. The NDP contrast is that they
have no plan for transit or balancing the books.
• Our plan to fund transportation investment across the province includes
budgeting $2 billion a year generated from reprioritizing the existing long-
term capital budget, a dedicated portion of new revenues from a growing
economy and selling surplus lands and excess buildings. We have also
proposed using investment from Ontario and Canadian pension funds,
the use of public-private partnerships and greater commercialization of
GO Train stations.
• In addition to funding our infrastructure commitments, we propose to
protect taxpayers through competitive, open tendering and public-private
partnerships that bring in private-sector money and cost controls so that
projects finish on time and on budget. The province should remove any
barrier to commercializing the land along transportation corridors. I will
fight for a share of these funds to be applied to Niagara GO.
• The Liberal government wants to introduce a 10 cent gas tax on Niagara
residents to pay for Toronto transit. I will push for Go Train service to
Niagara when considering what projects to fund.
6. The OLG launched a modernization of the Ontario gaming industry. The Niagara

in 29 gaming facilities in the province. This could mean Niagara Falls casinos

• I am opposed to the current Liberal/NDP plan, passed by them in the
2012 budget, to build 29 new casinos across Ontario. These would have
a devastating impact on Niagara businesses. We put two casinos in
Niagara as an economic development tool, not to drain every nickel out of
every Ontarian's pockets - as the Liberal/NDP plan intends to do. We
wanted the casino in Niagara Falls to boost tourism; to entice matching
private sector investment and development; to extend visitor stay and to
extend the season. All of these goals have been realized.
• I do want to see competition in the industry and more investment by the
private sector. Before we expand gaming to new sites, we need to make
the best use of existing sites before proceeding with a massive expansion
of new ones. If the government decides to expand the gaming industry,
then I think it only makes sense to look at existing sites, like the Fort Erie
Race Track and the two Niagara Falls casinos.

What actions are you and your party willing to take to ensure the growth and

• The Canadian Chamber of Commerce recently cited Canada's tourism
sector as a key industry to focus on to improve our international
competitiveness.
• As a former Minister of Tourism, Ontario PC Leader Tim Hudak
understands this.
• I would like to see the RTO administration eliminated and all RTO funds
spent directly on what they were meant for, marketing Niagara. I would
also like to see the share of province-wide RTO funds be reallocated so
that Niagara gets a fairer share that is more reflective of its predominant
place in Ontario tourism.
• As the tourism capital of Canada, this industry is essential to the
economic wellbeing of the city of Niagara Falls. The Ontario PC Party is
committed to helping the tourism industry succeed and removing the
barriers that stand in their way.
8. Municipalities across Ontario are dealing with multi-million dollar infrastructure
deficits. Niagara Falls cannot meet the spiraling costs of replacement and
repairs to our water, wastewater and road infrastructure. How will your party
assist the municipalities in your riding to address this issue?
• The Liberal government has allowed the infrastructure deficit in this
province to reach $100 billion. I believe that good roads, bridges, transit
and water infrastructure are vital to a thriving economy that establishes
communities and links them together.
• I want to preserve the public services that are valued so highly by
Ontarians. We also want to help municipalities deal with their biggest
cost drive. The excessive contracts that have been awarded in recent
years are putting those services at risk. That is why we are calling for
reforms to our arbitration system.
• Like our experience of 1995 - 2003, once we have the province's books
back in order, it will allow us the flexibility to make more infrastructure
investments throughout Ontario
• The former PC government passed the Safe Drinking Water Act, which
raised the bar for testing and oversight of municipal drinking water and
the Sustainable Water and Sewage Systems Act, which would have taken
major steps toward ensuring the long-term sustainability of water and
wastewater infrastructure. Sadly, the Liberal government chose not to
implement the legislation.
9. What will you be doing to bring the Niagara District Airport to a stage where it can
cater to scheduled (year round) international air traffic?
• Airports play an important role in the economic development of the
province. With such close proximity to some great metropolitan centers,
including New York City and Toronto, the Niagara District Airport is a
prime location.
• I have already assembled the Niagara Aerospace Group (made up of
Fleet Canada, Airbus, Aero-safe and Genaire) and assisted them in initial
exploratory talks to pursue businesses at the airport. In additions, I have
initiated discussions with Porter Airlines to attempt to attract them to set
up flights from and to the Niagara District Airport. I will continue both of
these pursuits.
• Niagara District Airport can and should be prioritized to help relieve the
congestion that our airports experience.
10. The QEW has been identified as the Niagara Economic Gateway Zone, which
will stimulate new jobs. What would you and your party do to advance the
development of these lands in the immediate future and deal with conflicting
identified wetlands in the same area?
• Road widening and highway extensions are a big part of what's needed to
get people moving again. This is especially true for routes like the QEW
in the Niagara Region.
• According to the Canadian Federation of Independent Business,
complying with Ontario's regulatory requirements costs businesses
approximately $11 billion annually. It's hard to believe, but Ontario
currently has 386,251 regulations according to the Ministry of Economic
Development and Innovation. Perhaps nowhere is this burden felt more
heavily than in Ontario's landuse planning sectors, an area of our
economy that have always been at the core of job creation. It's time for a
new attitude. Government shouldn't make rules simply because it can.
We need fewer rules, and those rules must meet a clear need. We can't
afford to hold up job creation in the private sector economy simply to keep
bureaucrats busy making rules.
• I believe that the Ontario government needs to be more proactive and
flexible when it comes to pursuing new major developments throughout
Ontario. I will work with the municipalities, the Region and the private
sector to remove unnecessary barriers to smart economic growth.
• In addition, MNR designations, rules and policies need to be revamped so
that they do not impose unnecessary barriers to positive and smart
economic growth.

Thank you very much for your questions.
It was my pleasure to address the priorities of the Niagara Falls community.
My commitment is to the people of this city and the riding of Niagara Falls.
Andrea Horwath and the NDP have a plan to create new local jobs. Instead of across the
board corporate tax cuts with no job guarantees, we can stimulate local job growth by
giving local employers a tax credit for every job they create.
We are committed to making sure the new Niagara Falls hospital gets built and gets built
by local workers.
The high cost of hydro is hurting people and business in the riding of Niagara Falls.
By ending the billion dollar subsidies to private power companies to sell our electricity
at a discount price across the border, we can reduce hydro bills and pass the savings onto
rate payers.

• I support building a new hospital in Niagara Falls 100 per cent. Dr. Kevin Smith's
Hospital Improvement Plan proposes a new hospital in Niagara Falls. I support
this 100 per cent. I will get this hospital built and create local jobs during the
construction.
• I have always fought to keep access to the best quality healthcare for people no
matter where they live in our community. You know my record on healthcare.
I stood with the community to keep the ER open in Fort Erie, I stood with victim's
families when C-Diff hit our hospitals and I stood with mothers and fathers to
maintain maternity services in Niagara Falls when the other candidates were
absent.

• Our kids shouldn't have to leave town to make a living. Affordable post-
secondary education, leading to local jobs, is crucial to the future of Niagara
Falls. I support efforts to establish a post-secondary campus or program
downtown. I have been active with the other councilors and the mayor on this

• We need to ensure that our young people — and all residents — can participate in
learning and training opportunities here at home. As you know, establishing a

• It is clear to me, and to New Democrats, that permanent year-round GO service
to Niagara would promote tourism, economic growth and job opportunities and it
would reduce traffic congestion.
• The record shows that I supported GO right from the beginning. In fact, just last
week, Niagara This Week published a picture of me, the Mayor and local MPPs
in 2011 supporting GO. In contrast, Bart Mayes has indicated on the record he
will say no to GO. As MPP, I will make sure daily GO train service is extended to
Niagara Falls.

6. The OLG launched a modernization of the Ontario gaming industry.
The Niagara Falls casinos are not included in the modernization
program which could result in 29 gaming facilities in the Province.

jobs and be a catalyst for further development (including a 7000
seat theatre) and hundreds of new jobs. Will you and your party

included in it. Leaving the Falls casinos out of the modernization program could
jeopardize the proposed Niagara Entertainment Centre (including a 5,000 seat

Thank you for the ten questions sent to Stefanos Karatopis, our candidate in the upcoming provincial by-
election.
Libertarians advocate individual liberty through free markets, property rights, limited government, and
voluntary associations. We believe that the role of government should be confined to creating the conditions
where businesses and individuals can voluntarily interact knowing that the law protects their rights.
Building hospitals and post secondary schools, improving commuter train service, running casinos and
airports, are all business ventures that properly should be in the realm of private enterprise. Unfortunately,
all of these are monopolies of government and as such, are subject to the whims of politicians who are
primarily interested in getting re-elected. So they use their incumbency to buy votes. At the same time thesc
same politicians tend to ignore vital infrastructure in their own community. As your letter indicates, every
municipality is suffering "infrastructure deficits". So what sort of assistance would you expect from other
jurisdictions? It seems to me infrastructure sustainability is your Council's primary responsibility, as the
Niagara Falls 2011-2014 Strategic Priority document indicates.
If elected, the immediate goal of a Libertarian government would be to reduce spending so that it falls well
below the level of revenues. Once that has been achieved, Libertarians would reduce provincial income tax
tier rates, as well as the HST, and gasoline taxes. Corporate taxes would be reduced then eliminated. All
those measures taken together would let people keep more of their earnings, encourage investment, and
allow the creation of thousands of jobs in the Niagara region while making the whole of Ontario an
economic gateway zone for Canada.

Regional Chair, Dr. Kevin Smith selected the Lyons Creek and Montrose Road node as the
preferred location for the new Niagara South Hospital. Do you and your party leader support
this site?
ANSWER:
I support the location of the Niagara South Hospital location as recommended by Dr. Kevin Smith.
The Ontario Liberal Party Leader, Premier Kathleen Wynne is 100% behind the proposed location
and the Liberal government has even committed $26.2 million towards the planning of a South
Niagara hospital.
3. As you know, the Provincial Government has approved a Planning Grant for this project and
the planning is underway. This process should be completed in early 2015, after which an RFP
(Request for Proposals) to build the facility can immediately be issued. The RFP and selection
of a general contractor for this project could be completed by Spring 2016, with construction

ANSWER:
Yes. The Ontario Liberal Party is behind this project and unlike the other parties, we are committed to
making seeing this project through to completion.

A world-class education gives Ontario students the skills they need to compete and locating a
University campus in Niagara Falls would create an opportunity for students to be closer to home,
while encouraging economic activity downtown. The Ontario Liberal Party is the only party taking
action on making post secondary education affordable and accessible, including a 30% off tuition
grant. We will continue to work with municipal, business and education partners to find opportunities
for greater access to education for Ontario students.
5. Niagara municipalities are united in support of achieving full time GoTrain Service to
Niagara, with the termination point being Niagara Falls by 2015. Do you and your party leader
commit to making this happen?
ANSWER:
As a mother and grandmother, I believe families should spend more time together, and less time on
the road. The Ontario Liberal plan has already taken a step in the right direction. We have invested
almost $700 million for public transit, highways, and bridges in the region. I will continue to advocate
for expanded two way GO trains service to Niagara Falls. That's why I am running for this party, and
running to ensure we get the transit services we need to create more local jobs, attract investment
and have less congested roads to create a diverse business climate.

are an important part of that success. I am committed to help strengthen this industry in order to bring
jobs and growth to Niagara. We know that border casinos, such as Niagara Falls have faced
challenges—new passport restrictions, fluctuating value of the Canadian dollar, and competition from
US casinos. We can address these issues through a modernized plan that looks to maximize the
value of existing facilities and enhancing them. I will continue to be a strong local voice for one of our
most vital industries.

Ontarians to lead healthier, and more actives lives.
Liberals have invested more than $80 million to support Niagara region's tourism
sector including$35 million for the construction of the Niagara Convention Centre and more than
$12 million for the Shaw Festival. We value tourism and recognize how important it is to our economic
well being.

In order to build a prosperous and fair Ontario, we need prosperous local communities. Ontario
Liberals have worked with municipal partners so they have the flexibility to address local needs
without being burdened by costs. We remain committed to uploading $1.5 billion per year in social
assistance and court security costs by 2018—agreed through the Provincial-Municipal Fiscal and
Service Delivery Review.
By 2016, municipalities will benefit from overall ongoing provincial support of $3.7 billion a year - an
increase of more than 240% compared to 2003.
This will give municipalities room in their budgets to invest in local priorities and control property
taxes. We've invested $85 billion in infrastructure since 2003, with another $35 billion to come in the
next three years. As the MPP for Niagara Falls, I will continue to advocate for my community.
9. What will you be doing to bring the Niagara District Airport to a stage where it can cater to
scheduled (year round) international air traffic?
ANSWER:
Tourism continues to drive jobs and build our economy. To ensure that Niagara Falls remains a
"must see" destination for visitors; I will continue to work with our Premier, and our federal and
municipal colleagues to get action on enhancing accessibility to Niagara Falls as a premium tourist
destination. This includes continued advocacy for GO train services, infrastructure improvements and
air service.

ANSWER:
I know that a modern economy depends on an efficient transportation network that supports the
movement of goods and people. It gets people to work quicker and home to the family sooner. I
support the highway expansion options such as widening existing highways, widening the QEW and a
new highway corridor south of Welland, connecting Highway 406 to the QEW near Fort Erie.

I will not support the building of a highway through the escarpment. Liberals have listened to local
leaders and community members, and took their concerns into account. I will not make reckless,
arbitrary decisions with zero public consultation like the other parties are proposing.
My priority is to listen to the community as we protect the natural environment and build the
infrastructure we need to support jobs and growth.

Paying for these services will require new, dedicated sources of revenue. We support finding innovative
tools that will provide dedicated revenue streams to fund public transit. We need cooperation between
all levels of government to produce solutions to get our economy moving again.
The Green Party of Ontario wants an honest conversation on funding transit; and challenges the other
parties to do the same.
Ontario must make it a priority to focus on building a modern, world-class transit network that connects
people and communities across the province. Transit is good for our economy, environment and quality
of life.

I will work with groups or individuals that want to bring festivals to Niagara. Annual cultural events such
as a Caribana festival would attract thousands of people to our city on an annual basis. These activities
should be away from the falls, bringing tourists into the city. This would help support local business and
help fill the motels on Lundy's Lane.
I will also demand that the Destination Marketing Fee (DMF) be audited and the results posted for resi-
dents to see. There have been abuses of this program and it should be open and accountable.

Infrastructure issues are prominent in most of Ontario.
The Green Party of Ontario promises to work with municipalities to strengthen our communities, includ-
ing addressing the infrastructure gap in Ontario.
We would meet the promised upload of$1.5 billion in social service and court security costs by 2018,
and not download costs, or add new ones to Ontario's limited property tax base.
We support investments to help municipalities to make water and sewage infrastructure improvements.
Short term decisions based on politics - rather than good policy- have cost this province billions. I am
committed to providing honest leadership that looks out for Niagara, including advocating for smart in-
vestments that are good for today and tomorrow.
We need to look at long term investments in green infrastructure that will mitigate the costs of extreme
weather events.
9.What will you be doing to bring the Niagara District Airport to a stage where it can cater to sched-

We should prioritize building better rail links to Pearson and expanding GO service throughout the re-
gion.

I believe that high occupancy vehicle (HOV) lanes should be extended all the way to Fort Erie on the
QEW. This will help alleviate traffic congestion and reduce greenhouse gas emissions produced by cars
at the same time. Combined with expanded GO service,this will also make Niagara Falls more attractive
to travellers coming from the GTA.
We support eco-industrial parks that will attract businesses to Fort Erie in the Clean-tech and Bio-tech
fields using shovel ready industrial lands as the first choice for development.
Wetlands will become even more important as we confront costs of more extreme weather events. The
loss of wetlands reduces nature's efficient and low cost natural systems to provide clean water. This
means more of our already stretched tax dollars are spent on water filtration and cleaning systems.
We can get our economy on the right track with win-win investments for the economy and environ-
ment.
For example, businesses in the emerging clean-tech sector can seize this opportunity to transform our
economy: improve productivity, facilitate innovation, create jobs, address climate change, and have a
positive influence on the well-being of our communities.
We support initiatives that will drive our economy forward in the 21st century, including:
• An investment tax credit for entrepreneurs in the emerging global clean-tech economy.
• Tax credits for training programs and apprenticeship reform so young workers have the skills
needed to create and obtain the jobs of the future.
• Raising the Employer Health Tax exemption from $400,000 to $800,000 in payroll for businesses
with a payroll under$5 million so that it is easier for entrepreneurs and small businesses to cre-
ate good local jobs.
