It is recommended that:

BACKGROUND:
Kerrio CoIporation has requested an amendment to the Zoning By-law for the land known as 6546
Fallsview Boulevard, The Oakes Hotel, as shown on Schedule 1. An 18-storey addition is currently
under construction. The amendment is requested to permit the addition to extend a further four
floors to a total height of22 storeys. Details are shown on Schedules 2 and 3.
It should be noted that when application was made, the applicant requested three additional storeys,
for a total height of 21 storeys. The public notice indicated this. However, subsequent to
notification, the applicant revised that the design of the 21st storey from units having two floors (a
"loft" unit) into two separate storeys.

The land is currently zoned Tourist Commercial (TC-542), which pennits the I8-storey addition.
The applicant has requested new site specific zoning provisions to replace special provision 542 and
pennit the addition to extend to 22 storeys. :
Surrounding Land Uses
Tourist commercial land uses, predominantly hotels, are located west and south ofthe subject land.
The permanent casino is located on abutting lands north and directly east of the site. Further to the
east are lands of the Niagara Parks Commission, including Queen Victoria Park.
Circulation Comments
Infonnation regarding the application was circulated to City departments, agencies and the public
for comments. No objections were received.
Planning Review
The following is a summary of staffs assessment of the application.
1.
The proposal complies with the intent and purpose of the Official Plan.
The subject land is designated Tourist Commercial in the Official Plan. The land is located
within the Fallsview Subdistrict. Fallsview is to be the primary location for high-rise hotels
and large-scale attractions. Building heights under the height strategy can attain 30 storeys.
Streets are to be animated with pedestrian activities and publicly accessible uses and by
having attractively landscaped setbacks.
As noted above, the proposal is to add four more storeys to the addition that is under
construction. The existing approval was reviewed extensively by staff and the Architectural
Peer Review (APR) panel and underwent an appeal to the Ontario Municipal Board (the
Board). Because of the appeal, the I8-storey addition went through further scrutiny. At 18
storeys, the addition was found to be in compliance with the Official Plan and the Design
Criteria for high-rise buildings. The proposal to add four more storeys, bringing the height
to 22 storeys, is still in compliance with the Plan and Design Criteria. The 22-storey height
is well within the height strategy for Fallsview and the dimensions of the addition and,
together with the existing building, does not contravene the massing guidelines. There will
be no traffic impacts due to the additional four storeys. Wind impacts will be controlled
through wind mitigation features, which will be required to be detailed in the amending site
plan agreement. Sun shadowing will not significantly impact public sidewalks or open space
areas.
The APR panel has favourably reviewed the proposed addition. Its comments are attached
as Appendix 1.

The proposed amendment is appropriate.
As noted above, the subject property is zoned TC-542. Special provision 542 permits the 18-
storey addition and a further two-storey addition on top of the existing hotel building.
Recently, the proponent received approval from the Committee of Adjustment (C of A) to
alter the width and setback (from Portage Road) ofthe I8-storey addition. The amendment
requested proposes to repeal the current amending by-law and replace it with a new
amending by-law that provides for the 22-storey height and the C of A decision.
The requested amendment is appropriate. A new amending by-law, which is on Council's
agenda at the applicant's request, has been drafted that permits a 22-storey addition in the
modified configuration that reflects the C of A approval. The current by-law will be
repealed.
In the review of the application, it was noted that the site specific Parking (P-II4) zoning
permitting off-site parking on the existing parking deck over the former railway lands was
repealed by the current site specific zoning by-law. In order to rectify this, the new amending
by-law includes this land. However, this land was not included in the notice for the public
meeting. Staff is recommending that no further notification or public meeting is necessary
for this addition to the application and that Council pass the resolution to that effect that is
on the agenda.

The current site plan agreement has not been executed.
The current I8-storey development has received site plan approval, but the agreement has
not been executed by the owner. It is necessary to amend the previous site plan agreement
and drawings to reflect the changes brought about as part of this application. The current
construction is proceeding under a conditional building permit. A road widening along the
entire frontage of Fallsview Boulevard is required. An encroachment agreement for
structures within the road widening will be necessary. It is recommended that these issues
respecting these agreements be addressed by the owner immediately so that the road
dedication and agreements can be registered.
CONCLUSION:
Based on the foregoing, the application can be recommended for approval based on the following:

The proposal complies with the intent and purpose of the Official Plan.

The proposal is in compliance with the Design Criteria for high-rise buildings.
.
The proposal has been favourably reviewed by the APR panel.
.
The requested amendment is appropriate.
.
Matters such as the increased building height, expanded parking lot and wind mitigation
features will be addressed by way of an amendment to the existing site plan agreement.

Regional Planning staff has reviewed the above noted zoning by-law amendment
application to permit an addition to an existing hotel that is currently under construction.
The present site specific zoning by-law permits a maximum height of 18 storeys. It is
our understanding that the owner had originally requested revised zoning provisions to
accommodate an addition that would result in a 21 storey hotel but that the plans have
been slightly modified for a total height of 22 storeys.
These lands are in the Urban Area Boundary for the City of Niagara Falls and
designated Tourist Commercial In the City's Official Plan. More specifically, the
property is in the Fallsview Tourist District of the Central Tourism District. This is
intended to function as the primary location of large-scale tourist projects and high-rise
hotels with building heights of between 13 to 30 storeys permitted, subject to design
principles of the Official Plan.
The requested height increase only affects the southerly portion of the hotel. This
should provide a reasonable transition in building height between the Embassy Suites
Hotel and the new casino complex that are also under construction on adjacent lands.
An Architectural Peer Review is required to evaluate the proposed design in conjunction
with the City's design criteria. The City should be satisfied that the proposal meets
more specific requirements for building form, setbacks, parking, landscaping and
circulation systems. The owner is required to contribute to streetscape improvements
that will have a positive effect on the public realm. '

Regional Planning staff has reviewed the above noted applications to amend the City's Official
Plan and Zoning By-law to permit an existing building to be converted into a restaurant, tourist
information centre and retail stores with four residential units to be provided in a future second
addition. A Special Policy Area Is being requested to add the proposed uses under the present
"Residential" designation of the Official Plan. The site specific zoning amendment will also add
proposed commercial uses and residential dwellings to the current Village Residential Zone. A
request has also been made to consider the local official plan amendment for an exemption
from Regional Council approval.
Re:
Official Plan Amendment Exemption from ReQional Approval
As the approval authority for local' official plans, the Region may exempt certain amendments
from Regional approval in accordance with Regional Policy Plan Amendment No. 137. To be
eligible for exemption, the amendment must satisfy criteria intended to determine that it is
"minor" in size and nature. Regional Planning staff has reviewed the background information
and draft amendment submitted with the exemption request and would advise that the proposed
Official Plan Amendment does not meet the exemption criteria given the scale of development,
policy implications for the intended residential area and the provision of private services for
urban development If adopted by City Council, it is the opinion of Regional Planning staff that
the amendment will require formal approval by Regional Council.
ReQional and Provincial Plannino Review
These lands are situated within the Niagara Falls Urban Area Boundary according to the
Regional Policy Plan and designated "Residential" in the City's Official Plan. The property is
approximately 5.41 acres in area with an existing building that was originally built for an
elementary school and" more recently used to store equípment. The condition of the building
and site has deteriorated over time. Redevelopment would improve the aesthetic appearance
of the property. However, there are broader land use considerations since a majority of this
area near the Lyon's CreeklOEW interchange remains vacant and designated for HResort
Commercial" and "ResidentialN in the Official Plan. Further, there are existing single detached

dwellings and a place of worship that have established part of the intended residential land use
pattern on the south side of Lyon's Creek Road.
Residential policies of the Official Plan allow neighbourhood commerCial Uses that may serve
daily needs of local residents. However, the proposed commercial development, which includes
a tourist information centre, is intended to cater to the travelling public. The maximum
commercial floor area to be permitted is 1,020 m2 (11,000 square feet) which is nearly double
the size of the existing building area and greater than the maximum 930 m2 (10,000 square feet)
floor area allowed for neighbOUrhood commercial centres in the Official Plan. Dwelling units
proposed above the building would be desirable to provide the opportunity for affordable
housing and to establish a degree of residential character. However, the size and configuration
of the subject property, if approved for commercial development, may hinder the residential land
use pattern contemplated for the area bounded by Lyon's Creek Road, Dell Road and a
tributary of Lyon's Creek. In the absence of a formal secondary plan for this neighbourhood.
effects on the long term land use and development pattern should be evaluated by the City in
greater detail.
Development within urban areas is dependent on the availability of adequate municipal
services. In this instance, private services are being proposed since municipal services are not
presently available in this area. The Regional Policy Plan only allows private services for
individual developments under special circumstances where there will not be any negative
impacts on the environment, the efficient use of land or the municipality (i.e. financial
implicatiQns). The existing development is presently on private services which may merit some
favourable consideration. However, the potential development expansion on these lands raises
concerns with servicing capacity and environmental impacts. Regional Public Health Services
has advised that commercial uses, such as a restaurant, could increase demands on the private
septic system and private water supply. This would be substantially greater if potential
development expansion ;s allowed. Ministry of Environment approval would be necessary for
the septic system if flows are anticipated to exceed 10,000 litre/day. The City should also be
satisfied that this development will not have a negative financial impact on extending municipal
services to this area.
The development includes a substantial parking area that should require a stormwater
management plan to. control storm drainage. A tributary of Lyon's Creek to the east would
provide the nearest storm outlet that leads into Lyon's Creek located a short distance away.
The Ministry of Natural Resources classifies the tributary as an Important Type 2 Fish Habitat
while Lyon's Creek is a Critical Type 1 Fish Habitat with Provincially Significant Wetlands
present along its banks. Protection of water quality will, therefore, be an integral part of the
stormwater management plan.
Lyon's Creek Road Is a Regional road (Regional Road 47). Comments from Regional Public
Works should be regarded, particularly with respect to the necessity for a road widening or an
entrance permit. These comments will be forwarded when they are available. Regional
requirements will also be considered during the site plan process.
Concluskm
Regional Planning staff would suggest that the City give serious consideration to the desired
land use pattern for this area in terms of the type. scale and impacts of proposed commercial
development intended within the reSidentially designated area. Given the poor condition of the
existing development. it is acknowledged that redevelopment or rehabilitation of the site might
be considered a visual improvement. If the City considers approval, utilization of the existing

the provision of private services acceptable until full urban services are available. It may also
be more appropriate to only allow local convenience uses that could serve area residents (Le.
small restaurant, convenience store). A substantial planted landscape strip should also be
provided across the lyon's Creek Road (Regional Road 47) frontage of the site to improve the
streetscape and to serve as a buffer from adjacent residential properties. These suggestions
may assist in achieving a higher level of compatibility. Any future development of these lands
for a land severance, change in use or building expansion would only be allowed if full municipal
services are provided.
For these reasons, Regional Planning staff would not Oppose these applications from a
Regional or Provincial planning perspective if the development is restricted to the current
,building area or envelope and subject to the approval of private services by Regional Public
Health Services, the implementation of a stormwater management plan and the provision of a
landscape strip across the Lyon's Creek Road (Regional Road 47) frontage. These and other
related development matters should be implemented through a site plan agreement to be
entered into between the City and the owner.

BACKGROUND:
Proposal
Rudan Holdings have requested an amendment to the Zoning By-law for the land on the south side
of Dixon Street between Cleveland Avenue and Level Avenue, as shown on Schedule 1. The land
has been cleared and surfaced with gravel and is currently being used as a parking lot. The applicant
has requested a temporary use by-law to permit the parking lot for not more than three years. Its
purpose is to provide parking for the construction workers building the Crowne Plaza Hotel.
Schedule 2 illustrates the dimensions of the site.

transformer station is located to the north. The off-site parking lot for the Radisson Hotel and

The following is a summary of staff's assessment ofthe application.

The proposal complies with the Official Plan policies respecting temporary use.
The subject land is designated Residential in the Official Plan. Parking lots are not
considered to be residential land uses and, as such, if the parking lot had been proposed on
a permanent basis, would not comply with the Official Plan. However, temporary uses need
not comply with the Official Plan. Despite this, the Plan does contain a number of tests for
temporary uses so that a level of compatibility with surrounding land uses can be achieved.

Shall be limited in duration. Temporary use by-laws are meant to permit lands to
be utilized on an interim basis until such time that they can be developed in keeping
with their Official Plan designation. The subject proposal is an example ofthis. The
parking lot is for construction workers working on the Crowne Plaza Hotel site.

Compatibility of the use with surrounding land uses. As noted above, single
detached dwellings are adjacent to the site to the south and to the west. Parking lots
tend to impact residential lands by way of the transmission of noise, lights, dust and
exhaust emissions. Consequently, it is recommended that the applicant provide
closed-board fencing and a landscaped buffer along the south and west property lines
to mitigate the impacts of the parking lot on the surrounding residential land uses.
.
Potential impacts on the future use of the subject property and surrounding
lands. As the parking lot is to be in place for a maximum of three years, there should
be no impacts on the future development of the subject land and the surrounding
lands.
.
Traffic circulation, parking and servicing. The access that has been created onto
Dixon Street will be the only one pennitted, thus keeping traffic away from both
Cleveland and Level avenues. As there are no stonn services available in the area,
the parking lot is to be left with its current gravel surface to reduce run-off.
Based on the above, the parking lot is in compliance with the temporary use policies ofthe
Official Plan.
The requested amendment is appropriate.
The applicant has requested a temporary use by-law to pennit the parking lot for three years
as allowed by the Planning Act. As the Crowne Plaza Hotel has a projected construction
time frame of about 30 months, the three-year maximum is a reasonable request.
In order to guarantee the installation of the above noted fencing and landscaping measures,
it is recommended that the amending by-law include regulations respecting these matters;
specifically, a 6- foot closed-board fence and a 10- foot landscape strip along the south and
west property lines.
It is recommended that the owner enter into an agreement with the City respecting site
restoration.
The Official Plan is temporary use policies pennit the City to require the owner or applicant
to enter into an agreement with the City to ensure that the site is restored once the temporary
use has tenninated. Such an agreement is recommended in this case because should the
parking lot remain in place after the by-law tenninates, it will undoubtedly be utilized with
or without the owner's consent. Unregulated use would likely lead to compatibility problems
and complaints. Because ofthis, the site should be sodded once the by-law tenninates and
left as such until such time as redevelopment occurs. The agreement should also contain a
clause that requires the owner to deposit sufficient securities to guarantee the restoration.

CONCLUSION:
Based on the foregoing, the request for a temporary use by-law to pennit a surface parking lot can
be supported for the following reasons:

The proposal complies with the Official Plan policies respecting temporary uses.

The amending by-law will contain regulations respecting fencing and landscaping in order
to mitigate the adverse impacts of the parking lot on the residents.
.
A restoration agreement and securities will guarantee that the parking lot will be removed
after the expiration of the temporary use by-law.

My letter is concerning the proposed amendment for the vacant parcel of land South side of Dixon
between Cleveland and Level Ave. There have a number of infractions of the zoning by-law already by
the property owners, a) The leveling and clearing of the land to create a parking area without re-
zoning permit. b) After recieving notification of compliance, disregarding it again by parking
employee vehicles in the same area The letter dated Aug
29/02 from R Judge Manager of By -law Services clearly stated that "in the mean time this property is not
to be used for the purpose of parking vehicles" I presume this means ALL VEHICLES. The property
owners do not seem to have regarded our area either. By cracking the sidewalks and knocking down city
signs(which still need to be replaced.) The whole area resembles a back end parking lot and looks
nowhere as nice as the other parking area on Cleveland which has obviously been designed to be a little
pleasing to the eye. There are many partitions of vacant land that can be used as a temporary parking

RECOMMENDATION:
It is recommended that Council consider input received at the Public Meeting and refer all matters
to staff for the review of the Gamer Estates Phase 4 Draft Plan of Subdivision.
BACKGROUND:
The purpose of this Public Meeting is to receive information and provide an opportunity for the
public to comment on the proposed subdivision. Planning & Development will consider all
comments received from the public, Region, agencies and City departments and prepare a
recommendation report to Council at a future meeting. There is to be no decision made at the
meeting held tonight. Notice of the Public Meeting was given in accordance with the requirements
of the Planning Act. The applicant has been invited to attend this Public Meeting to provide an
overview ofthe subdivision proposal and answer any questions.
This application is a revision of a subdivision (File 26T -11-2002-04) that was refused by Council
on September 16, 2002. At that meeting, a motion to adopt the report recommendations for approval
was defeated. Although Council unanimously passed a subsequent motion to defer the subdivision
for further consultation with area residents, the loss of the original motion resulted in a technical
refusal of the application. The owner has submitted a new application for the land rather than appeal
the Council decision to the Ontario Municipal Board.
Proposal
The applicant proposes to subdivide a 12.39 hectare (30.62 acre) site into 90 single-detached lots,
19 semi-detached lots, and separate blocks for an institutional use, stormwater management area and
parkland. The subject land is located north of McLeod Road and east of Gamer Road as shown on

Schedule 1. The road pattern is an extension ofMcGany Drive to Gamer Road, connects to McLeod
Road, includes a cul-de-sac and provides three dead-end streets to be continued on abutting land in
the future. The development surrounds sites approved for a church and high school. There is one
lot with direct access to Gamer Road, Schedule 2 illustrates the proposed subdivision layout. The
City's Official Plan designates the property Residential which permits a variety of housing types.
The land is currently zoned Development Holding (DH) through Zoning By-law No. 79-200, as
amended. The applicant has requested the zoning ofthe land be changed to the Residential Single
Family 1 E Density (R 1 E) zone for the single-detached lots, to the Residential Single Family and Two
Family (R2) zone for the semi-detached lots, and to a special Institutional (1) zone for the
institutional use. The related zoning by-law amendment (File AM-38/2002) will be subject to a
Public Meeting at a later date.
CONCLUSION:
The Public Meeting is an important part of the consultation and input process in the review of
development applications. This meeting satisfies the requirements ofthe Planning Act. Comments
received will be considered in preparing the recommendation report on the proposed subdivision.

The above noted revised draft plan has recently been reviewed by the Board's planning staff. As a result
of this review, staff have indicated that the Board's recommendation would remain the same as that
outlined in our correspondence dated July 10th, 2002:
That the City of Niagara Falls be informed that the Board has no objection to the revised Garner
Estates Phase 4 plan subject to the draft plan conditions including provision for the construction
of sidewalks along at least one side of the major collector streets and along the McLeod Rd.
frontage of the plan.
The Board would, however, remove its earlier comment related to the need for a pedestrian right-of-way
from Gamer Road since the revised plan provides a direct connection to Gamer Road by way of
McGarry Drive.

On September 16, 2002 my father John Bedard and I attended the Niagara Falls city council
meeting. We were asked to attend this meeting regarding the development of Garner Rd. Subdivision.
While there, Mr. Wojnarowski, my fathers next door neighbor, who is opposed to this development,
Insulted my father by calling him a gold fish-eating piranha.
My father is the owner of Northend Towing and since the council meeting has received many
negative comments from his customers. My father has done a lot for the city of Niagara Falls in his
47 years here and I don't appreciate the negative public comments about my father.

RECOMMENDATION:
It is recommended that Council support a one-year extension to draft plan approval for the Gamer
Estates (phase 3) Plan of Subdivision, conditional on the applicant maintaining the appropriate
subdivision sign on the property for public infonnation purposes.
BACKGROUND:
Conditions ofthe original draft plan approval for this subdivision indicate that final approval must
be obtained within three years or the draft approval wi11lapse. Before the initial approval period
passes, an extension to draft plan approval may be granted provided that a written request is received
from the applicant which sets out the reasons for the delay and the steps being taken to resolve the
required conditions of approval.
In order to ensure that draft plans are not automatically extended without consideration being given
to current Council policy, planning principles and contemporary requirements, requests for
extensions of draft plan approval must satisfy certain criteria and review guidelines. As part of the
conditions associated with the delegation of subdivision approval authority, the concurrence ofthe
Region is required before an extension can be granted.
Planning Review
In a letter dated October 4, 2002, the developer submitted a request for an extension to draft approval
ofthe Gamer Estates (Phase 3) Plan of Subdivision (see attached letter and location map). Original
draft approval for the plan was received from the City on December 30, 1998. A previous request
was granted to extend draft plan approval for this phase of the subdivision.

The subdivision conforms to the City's Official Plan and Gamer Neighbourhood Secondary Plan and
is zoned appropriately. This large residential development has proceeded in stages with Phase 1
registered in October 1999 and Phase 2 registered in August 2001. The balance of the plan has
approval for 97 single-detached lots. The applicant has indicated these lots will develop based on
market demand. The Region has no objection to the extension of draft approval for a one-year
period,
The final registration of this subdivision plan, as well as others in the City, may potentially be
delayed due to servicing requirements. Niagara Falls and the Ministry of Environment (MOE) have
a development strategy in place that permits development to proceed City-wide on the basis that the
City's annual sewer program results in a net decrease in sewage flows. The City's sewer separation
program has been suspended which affects this City/MOE development strategy. Therefore~ all
developments must be reviewed individually to determine their impact on localized sewage
overflows or basement flooding.
CONCLUSION:
Based on this review, a further one-year extension (until December 30,2003) to draft plan approval
can be supported conditional on the subdivision sign being maintained for public information
purposes.

On behalf of over 200 Drug Awareness Committees in Ontario, the Ontario Drug
Awareness Partnership would like to apply for a proclamation that the week of
November 17-23, 2002 be officially proclaimed Drug Awareness Week.
This year's theme for Drug Awareness Week (DAW) is:
"Drug Awareness. We can make a difference."
During Drug Awareness Week, Drug Awareness Committees throughout the province
will highlight the many ways that communities can make a difference with regard to
alcohol and drug awareness, particularly concerning binge-drinking, marijuana and
medications.
In 1987, the Honourable Jake Epp proclaimed that the third week of November would be
known as National Addictions Awareness Week or Drug Awareness Week. Ontario-wide
partners in the promotion of this week include the Centre for Addiction and Mental
Health, Parent Action on Drugs, Council on Drug Abuse, Alcohol and Drug Concerns,
Association to Reduce Alcohol Promotion in Ontario, Alcohol Policy Network, a Project
of the Ontario Public Health Association, the Association of Local Public Health
Agencies, the Ontario Pharmacists' Association andthe Royal Canadian Mounted
Police.

REeOMMENDA TION
It is recommended that Municipal Council receive this report for information.
PURPOSE
This report provides information on the initiatives that will take place throughout the
Niagara Region during the month of November as part of the provincial "Drug
Awareness Week Campaign".
BACKGROUND
The Ontario Drug Awareness Partnership is a partnership of health and education
agencies funded by the Ministry of Health and Long Term Care to support Drug
Awareness Committees. The purpose of these committees is to increase drug
awareness in local communities throughout Ontario.
In 1982, Ontario celebrated its first annual Drug Awareness Week. Since then,
communities across the province, including Niagara, have become involved in Drug
Awareness Week, organizing special events to promote awareness of the
consequences related to alcohol and drug abuse. In 1987, the Honorable Jake Epp,
then Minister of Health and Welfare Canada, declared the third week in November
"National Addiction Awareness Week".

REPORT
As a Public Health mandate, substance abuse prevention is a high priority that requires
many community partnerships to address the multifaceted issues. The DAWC consists
of the following community partners: Alcohol and Drug Treatment Centre of Niagara,
Centre for Addiction and Mental Health, Port ColbornelWainfleet Healthy Lifestyles
Coalition, Regional Niagara Public Health Department (RNPHD), Teen Turnabout,
Woman's Addiction Recovery Mediation, community members, and a pharmacist.
This year's Drug Awareness Week will be held November 17-23, 2002 and will
emphasize the messages that heavy drinking, marijuana use, and medications can
cause serious problems in today's society. In our society, there is a misconception that
alcohol, marijuana and medications are safer than other drugs. However, as the
majority of Canadians use one or more of these substances, there can be more
problems associated with them than the "hard" drugs. These problems include alcohol
poisoning, injuries and admissions for treatment. Thus, the theme of the 2002
Provincial Drug Awareness Week is "It's not just alcohol", "It's not just marijuana", and
"It's not just medication".
In addition to an annual media campaign, Niagara's DAWC has arranged the following
activities that will be occurring throughout the month of November:
Restaurant Trivia
The RNPHD will be pilot testing a trivia game during the month of November. The focus of
these trivia cards is to raise awareness about low risk drinking guidelines and the negative
health, social and legal consequences of dangerous drinking practices. These trivia cards
will be located in licensed restaurants of downtown St. Catharines. Pending positive
evaluations, this initiative will be implemented throughout the Niagara Region.
Parent NÎQht
On November 20, 2002, the Port ColbornelWainfleet Healthy Lifestyles Coalition, in
conjunction with the Family Education Centre, will host an interactive parent information
session on how to talk to children about drugs and alcohol.
IMPACT 1m aired Minds Produced b Alcohol Cause Trauma
On November 12, 2002, the Port ColbornelWainfleet Healthy Lifestyles Coalition will be
hosting their annual IMPACT Conference at the Sheraton Fallsview Hotel.
Representatives from secondary schools will spend the day learning about issues related
to substance use and harm reduction.
WorkPlace Wellness in Niaaara
The RNPHD has developed a package of information and health promotion materials
focusing on substance use and the workplace. These packages will be distributed to the
Occupational Health Workers. On November 21, 2002, one breakout session at the
RNPHD's Symposium for Balancing Work and Family Life will focus on the importance of
developing a Workplace Alcohol and Other Drug Policy, providing resources and
suggestions for policy development.
HiQh School Events
The RNPHD has put together substance abuse prevention information packages for all
secondary schools in the Niagara Region.
Ontario Healthy Communities Coalition Conference
The Women's Addiction Recovery Mediation will be presenting at the Ontario Healthy
Communities Coalition Conference in Toronto. The focus of this presentation will be
"Addiction Services: Strategies for Achieving Healthy Communities."
Pharmacies
Through the Pharmacists' continuing education day, pharmacists in the Niagara Region
are being encouraged to promote the safer use of prescription and non-prescription
medication. Public education fact sheets will be provided to pharmacists on this day.
Library DisDiaY
Teen Tumabout will be setting up a substance abuse prevention display at the Niagara
Falls Public Library from November 18-25th. This display will provide information about
alcohol and other drugs to the community.
Poster Contest
Teen Tumabout is hosting a substance abuse prevention poster contest for youth from
Weiand and Niagara Falls who are currently registered in Teen Turnabout's after school
program. These youth will also participate in many after school education sessions
throughout November.
SUMMARY OR CONCLUSION
Community partnerships in Niagara have been invaluable in raising awareness of
substance abuse prevention issues. There is good evidence to support public health
strategies focussing on community-based prevention programs, mass media awareness
campaigns and community partnerships. This year's Drug Awareness Week Campaign
expects to increase awareness of substance use issues in Niagara.

Stigma and Dlscñmination Is the theme for this year's campaign, the goals of which are to raise
awareness of HIV I AIDS. challenge discrimination towards those affected or infected with HlY I AIDS,
challenge stigma and discrimination based on gender, sexual orientation, culture. ethnicity and race
as it relates to HIV IAIDS, and promote and support HIV prevention effortS.
Canadian HIV/AIDS Awareness Week Is it unique occasion when we can identify and examine the
health. soda!, political. legal and economic realities of HIV! AIDS. The Canadian public needs to know
that HIV/AIDS is still a crisis. By involving our communities in AIDS awareness effortS and informing
them of the disease's ongoing complexity withIn (atlada, We lay the groundwork fur new and
better HIV prevention programs and foster understanding and support for people living with and
affected by HIVIAIDS.
As such, I invite your municipality to proclaim November 24 to December 1,2002 uCanadian

WHEREAS the Joint United Nations Programme on HIV/AIDS (UNAIDS) estimates that more
than 40 million people are infected with the Human Immunodeficienq Virus (HIV)
world-wide,
WHEREAS UNAIDS has called upon governments, organizations and individuals to recognize
the week of November 24 to December 1,2002 as HIV/AIDS Awareness Week and World
AIDS Day with the theme "Stigma and Discrimination~ the goals of which are:
1. to raise awareness of HIV/AIDS, challenge discrimination towards those atfeaed or
infected with HIV/AIDS,
X to challenge stigma and discrimination based on gender, sexual orientation, culture,
ethnlclty and race as it relates to HIV/ AIDS, and
X to promote and support HIV prevention efforts.
WHEREAS Health Canada estimates that almost 50,000 Canadians are currently living with
HIV/AIDS and 15,000 Canadians are unaware they are Infected.
WHEREAS the number of Canadians living with HIVIAIDS continues to increase with
approximately 4,200 new infections each year,
WHEREAS in the absence of a cure or vaccine, education is our only defense against
HIV/AIÞ$,~nd
WHEREAS Canadian HIV/AIDS Awareness Week and World AIDS Day offer an opportunity to
enhance tolerançe and understanding while communicating prevention information
about the epidemic,

BACKGROUND:
As a condition of site plan approval Felcon Steel Limited conveyed a road widening to the City. The
subject lands are located on the west side of Stanley Avenue and shown in heavy outline on the plan
attached. Staff is now recommending that the subject lands be dedicated as a public highway to form
part of Stanley A venue.

That the one foot reserve described as Block 21 on Plan 59M-300 be established as a public highway
to fonn part of Recine Court.
BACKGROUND:
Block 21 on Plan 59M-300, shown on the plan attached, is a one foot reserve conveyed to the City
at the time of registration, of Recine Court Subdivision for the purpose of controlling access to
adjacent lands. Now that development has been approved on the adjacent lands, staff concurs that
the one foot reserve is no longer required and can be established as a public highway to pennit legal
access to the adjacent subdivision.
