REGULAR COUNCIL MEETING
April 28, 2015
Council met on Tuesday, April 28, 2015 at 5:05 p.m. for the purpose of
considering Regular Business matters. All members of Council were present.
ADOPTION OF COUNCIL MINUTES
ORDERED on the motion of Councillor Morocco, seconded by Councillor
Pietrangelo that the minutes of the April 8th meeting be approved, as printed.

DISCLOSURES OF PECUNIARY INTEREST
Councillor Pietrangelo indicated a pecuniary interest with a wire transfer made to
the Niagara Catholic District School Board, his employer.
Councillor Morocco indicated an indirect pecuniary interest with cheque #
382829, made payable to her spouse.
Councillor Craitor indicated a pecuniary interest with cheque # 382776, made
payable to himself.
Mayor Diodati indicated a pecuniary interest with cheques # 382603, 382604,
and 382541, made payable to himself.

REPORTS 5:00-6:30 P.M.
1. R&C-2015-05 — Culture Plan
The report recommends that Culture Plan be received and referred to staff and
committees to develop a detailed implementation plan and subsequent Council reports
based on recommendations from staff, Arts & Culture and Museum committee
members.
Laura Moffat, Chair of the Arts & Culture Committee, spoke to how the committee
will review the plan and come back to Council with a recommendation and
implementation plan.
ORDERED on the motion of Councillor Thomson, seconded by Councillor
Morocco that the report be approved, as recommended.

2. R&C-2015-07 — Greater Metro-Junior A Hockey League
The report recommends the following:
1. That Council support the maximum of two junior hockey teams, sanctioned by
Hockey Canada or the applicable national sport governing association, be
allocated facility space and ice at City of Niagara Falls arenas.
2. And that Council approve the revisions to the Ice Allocation Policy (2010).

MAYOR'S REPORTS, ANNOUNCEMENTS
Mayor Diodati offered condolences to retired firefighter Doug Mann Jr., on the
passing of his father, to Tony Crocco and family on the passing of Linda Kane-Crocco, a
City employee, to Carolyn Martin, a retired City employee on the passing of her
husband, and to Niagara Parks Commission Chair, Janice Thomson, on the passing of
her mother.
Mayor Diodati advised of recent events: Old Crow Bar and Bistro grand opening,
Niagara Falls Volunteer Firefighter Recognition banquet, Accountax 40th Anniversary,
Coronation Centre Annual Volunteer Recognition, Club Italia Soppresatta Night,
Niagara Shrine Club Spaghetti Dinner and Amy Willet Benefit at Cataract Bowl.
Mayor Diodati provided an update on the GO progress and updates.
Mayor Diodati advised of upcoming events: Community Clean Sweep, the 32nd Annual
Cover the Kids Run, the Grand Opening North Town Dentistry, Wings for Life Run,
McHappy Day, Multicultural Food Festival, Niagara Concerts, Kornel Wolak and Chris
Donnelly Duo, and Niagara Musical Theatre & Voice Festival.
Mayor Diodati left meeting 6:25 p.m. and Councillor Pietrangelo was acting Mayor for
the remainder of the Council meeting.

PRESENTATIONS/DEPUTATIONS
Adopt A-Camper Mayor's Challenge
Ann Godfrey, Director of Development & Public Relations, and Christopher
Walker, Development Officer for the FACS Niagara Foundation addresses Council on
the upcoming fundraising initiative, Adopt a Camper. They outlined the minimal cost to
send a child to camp.
ORDERED on the motion of Councillor loannoni, seconded by Councillor
Campbell that the Mayor accept the challenge and circulate it to other Mayors in the
Niagara Region.

Allister Young Arts & Culture Endowment Fund
Acting Mayor Pietrangelo presented Car David Onofrio, this year's recipient, with
a cheque associated with the endowment fund.
R&C-2015-06 — Allister Young Arts & Culture Endowment Fund 2015 Recipient
The report recommends that Council acknowledge Carl David Onofrio as the
2015 Allister Young Arts & Culture Endowment Fund recipient.
ORDERED on the motion of Councillor Thomson, seconded by Councillor
Morocco that the report be approved, as recommended.

F-2015-15 - Cancellation, Reduction or Refund of Taxes
The report recommends that Council approve the cancellation, reduction or refund of
taxes on the various accounts per the attached summary and granted to the property
owners listed.
F-2015-16 - Major Receivables Report (March)
The report recommends that Council receive the Monthly Tax Receivables report for the
information purposes.
F-2015-19 - Habitat for Humanity - Division Street Project
The reports recommends that Council approve the installation of services and the
waiving of fees as outlined in this report for their 2015 project at the corner of Division
St. and Leonard Avenue.
MW-2015-11 - 2015 Cemetery Fee Schedule
The report recommends that Council approve the 2015 Cemetery Fee Schedule and it
be made effective June 1, 2015.
MW-2015-12 - Tender Award - Contract No. 2015-321-13, Balmoral Avenue Sewer
Separation and Road Reconstruction
The report recommends the following:
1. The contract be awarded to the lowest bidder Provincial Construction Limited at
the tendered price of $2,093,028.92.
2. That the Mayor and City Clerk be authorized to execute the necessary contract
documents.
TS-2015-09 - Rolling Acres Drive between Cambridge Street and Oxford Street-
Parking Review
The report recommends that a stopping prohibition is established between the hours of
8:00 a.m. to 9:00 a.m. and 2:30 p.m. to 4:00 p.m. from Monday to Friday, from
September 1 to June 30 on the west side of Rolling Acres Drive between Cambridge
Street and Oxford Street.
F-2015-20 Stamford Volunteer Firefighters Association Report
The report recommends that the City of Niagara Falls provide a guarantee for a line of
credit related to the SCVFA building construction and approval of associated site works
as outlined in the report.
ORDERED on the motion of Councillor Kerrio, seconded by Councillor Campbell
that the reports on the Consent Agenda be approved.

with Councillor Craitor opposed to MW-215-11
RSC-2015-03- Request to Honour Mike Strange
The report recommends that Council approve the request to honour Mike Strange with a
permanent plaque at Oakes Park and to work with appropriate City Staff and
Committees to determine the most suitable location and design of the plaque.
ORDERED on the motion of Councillor Thomson, seconded by Councillor
loannoni that the report be approved.

ORDERED on the motion of Councillor Morocco, seconded by Councillor Craitor,
that Council support hosting the 2018 Ontario Small Urban Municipalities Conference.
