SPECIAL COUNCIL MEETING
June 22, 2017
Council met on Tuesday, June 22, 2017 at 4:10 p.m. for the purpose of
considering Regular Business matters. All members of Council were present except
Councillor Campbell and loannoni.
REPORTS
BDD-2017-06 — Celebrate Ontario Grant re: New Year's Eve Show
The report recommends that Council authorize the Mayor and Clerk to sign the
Celebrate Ontario Agreement.
ORDERED on the motion of Councillor Thomson, seconded by Councillor
Morocco that the report be approved as recommended.
Carried Unanimously
ORDERED on the motion of Councillor Pietrangelo, seconded by Councillor
Strange that Regional Chair Alan Caslin be allowed to speak.
Regional Chair Alan Caslin proposed an amendment to the resolution with an
additional "further be is resolved" clause.
Further be it resolved that as the Niagara Casinos are the region's largest employer,
which impact residents in all of Niagara's 12 communities, that this resolution be
circulated to Niagara Regional Council and Niagara's municipal councils for their
consideration and support.
RESOLUTION
THOMSON - MOROCCO - Therefore be it resolved that The City of Niagara Falls
explore all available legal avenues to cause Ontario Lottery and Gaming Corporation to
bring an end to the ongoing flawed Request for Quotation (RFQ) process concerning
the operating contracts for Casino Niagara and the Fallsview Casino Resort and to
persuade the Ontario Lottery and Gaming Corporation to honor the terms and spirit of
the original agreements between the City of Niagara Falls and Ontario Lottery and
Gaming wherein it was promised to the City of Niagara Falls that the casino(s) situated
in the City of Niagara Falls, Casino Niagara and the Fallsview Casino Resort would be
operated as drivers of the local economy of the City of Niagara Falls and in turn the
entire Region of Niagara; and
FURTHER BE IT RESOLVED that it will seek the assistance of and align with the
Region of Niagara in the pursuit of this goal.

COMMUNICATIONS AND COMMENTS OF THE CITY CLERK
1. Redboss Pyrotechnics — requesting approval for use of Glenview Park for
various firework displays for the Great Wolf lodge.
RECOMMENDATION: For the Approval of Council
ORDERED on the motion of Councillor Pietrangelo, seconded by Councillor
Strange that the communication be approved.
Carried Unanimously
2. Relief to Noise by-law — St George Church, 6085 Montrose Road, annual picnic
with the Serbian National Shield Society of Canada.
RECOMMENDATION: For the Consideration of Council
ORDERED on the motion of Councillor Thomson, seconded by Councillor Craitor
that the communication be approved.

BY-LAWS
ORDERED on the motion of Councillor Pietrangelo, seconded by Councillor
Kerrio that the by-laws be given a first reading.

2017-80 A by-law to authorize the execution of an Ontario Transfer Payment
Agreement with Her Majesty the Queen in right of Ontario as represented
by the Minister of Tourism, Culture and Sport, respecting the funding
support for the Niagara Falls New Year's Eve Show.
2017-81 A by-law to adopt, ratify and confirm the actions of City Council at its
special meeting held on the 22nd day of June, 2017.
ORDERED on the motion of Councillor Pietrangelo, seconded by Councillor
Kerrio that the by-laws be given a second and third reading.
