Ron and June Mergl of the Niagara Falls Animal Medical Centre on Mordson Street advised Council
that placing Raised Centre Median near the intersection of Dorchester Road and Morrison Street
restricting left hand turn movements to the businesses along Morrison Street would not be good
engineering practise. They requested painted centre median with left and right tum access to be
looked into. Alderman Volpatti further requested that staff investigate the raised medians on
Domhester Road from Morrison Street to Pinegrove Drive.

BACKGROUND: VEHICLE RESTRICTION SIGNS BE INSTALLED. *
An Environmental Assessment for traffic management on Grey Avenue between Ferry Strut and
Peer S~a~et has been carried out by staffin conjunction with SRM Associates. Complaims received
t~om the residents of Grey Avenue in September 2002 precipitated a study to assess the reversal of
' traffic flow on Grey Avenue and a heavy vehicle restriction including "no buses" due to the touris~t
traffic and heavy vehicle traffic infiltration.
Two open houses were held inviting residents and adjacent business owners to discuss the traffic
problems and to identify potential solutions, one solution being the residents request for the reversal
of tra~c on Grey Avenue between Ferry Street and Peer Street from a southbound direction to a
noahbound direction. At the conclusion of the two public inforraa~on sessions, the residents
maintained their preference for a one-way direction reversal.
Through technical assessment of thc impacts associated with a one-way direction reversal to
northbound traffic only, it was concluded that residents attempting to exit Grey Avenue travelling
northbound would have difficulty entering Ferry Street to turn lcft or right pa~cularly during the
tourist season. Faced with the constraint of Ferry Street congestion, it would be unreas°nablc t°
provide the Grey Avenue residents, service vehicles and school buses only one egress that is

frequently congested. Accordingly, a solution was generated incorporating the residents preferred
alternative of reversing the direction of travel (Option 3 -see next page), along with one that allows
residential traffic the flexibility of entering or exiting Grey Avenue via Peer Street (Option 6 - see
next page).
As shown below, a mid-block bump out would be constructed to narrow the pavement restricting
the driving direction to northbound only, north of the last residence, house number 5925. Residents
south of and including house number 5925 would however still have the option to proceed
southbound to avoid the Ferry Street congestion. Grey Avenue, although relatively narrow in
comparison to other residential roads, may tightly accommodate two lanes of traffic.

Option 6 was presented at the 2"a public information session on May 1, 2003. Following a lengthy
and at times controversial discussion, the response to Option 6 was not favourable. The majority
of respondents still preferred a complete reversal on Grey Avenue from the southbound direction
to the northbound direction, allowing only one exit point, that being onto Ferry Street. The
constraint of providing access only onto Ferry Street, and the difficulties and delays that may be
experienced were identified to the residents with a suggestion from a resident to install traffic
signals.
The cost to implement Option 6 is estimated at approximately $35,000.00. Construction consists
of bump outs on Ferny Street and the removal of two parking meters west of Grey Avenue and four
parking meters to the east of Grey Avenue. The bump outs and the removal of the metered parking
stalls will ensure unobstructed sight lines. Any option incorporating the reversal of traffic on Grey
Avenue will necessitate the above works. Furthermore, an additional landscaped bump out will be
needed on Grey Avenue to narrow the pavement north of the last residence, house number 5925
restricting the driving direction to northbound only.

RECOMMENDATION:
It is recommended that Municipal Works staffmeet with the current property owners on the east side
of Kalar Road to discuss the design, construction and financing of a local sahitary sewer servicing
their properties under the authority of Ontario Regulation 119/03, formally the Local Improvement
Act.
BACKGROUND:
In November of 2001, during the early stages of the Garner Estates Subdivision, staff received a
petition signed by more than 30 residents living in the area requesting the extension of municipal
sanitary sewers. Recent developments with the registration of the Garner Estates Phase 4 Dratl Plan
of Subdivision will allow the City the opporttmity to extend the sewers to these property owners in
a cost-effective manner. Attached is a plan showing the approximate study limits and the resident's
petition for sewers.
One of the important steps in this project is the allocation of costs and the implementation of a cost
sharing formula that will guarantee the financing and full recovery of the City's costs. The Ontario
Regulation 119/03 sets out specific provisions under which the project will be designed, built and
financed by those who derive a direct benefit. A formal petition must be signed by the parties and
in order for the project to proceed, the project must be supported by at least two-thirds (2/3) of the
owners representing one-half (IA) the assessment value of the properties to be subject to a charge.
In order to discuss this undertaking with the property owners, Municipal Works staff has arranged
a Public Meeting on Wednesday, September 24, 2003 (see attached notice).

RECOMMENDATION:
It is recommended that this report be received and that Municipal Works staffresearch and report
to Council on the feasibility and effectiveness of the use of traffic circles as a means of
improving the safety at suitable intersections within the municipality.
BACKGROUND:
At its meeting on July 14, 2003 City Council passed a motion requesting the Ministry of
Transportation to consider the construction of a ~-affic circle at the intersection of Stanley Avenue
and Hwy. 420/Roberts Street. A letter dated July 17, 2003 was sent to Mr. Rinaldo Rossi, Senior
Project Engineer for the Highway 420 project, which is currently under construction, requesting a
prompt response.
At its meeting on August 11, 2003 a further motion of Council was passed inviting Mr. Rossi to
address the Council to discuss this issue. Mr. Rossi, due to personal matters, has been unable to
respond to this request until his recent return to work.
Municipal Works staff has discussed the matter with Mr. Rossi on August 27, 2003 at which time
the following explanation was received.
The Highway 420/Roberts Street project has already commenced construction with the intention of
being completed in advance of the opening of the new Casino. Any modification to the design will
result in considerable delays especially if it involves matters of additional studies, property
acquisition or additional costs.

The Ministry of Transportation (MTO), which usually has jurisdiction on high volume roadways,
does not currently have design standards for traffic circles of this scope and as a result some further
investigation would be necessary. Typically, the MTO requires the local municipality to submit a
proposal for their consideration which includes an assessment of the feasibility of the desired
alternative.
Mr. Rossi indicated he would be willing to discuss the matter in general terms but it would be
premature to discuss any specifics without a clearly stated proposal from the City. There are also
other stakeholders that would be affected who will want to provide their input (i.e., Region of
Niagara, Ministry of Tourism, Ontario Provincial Police, adjacent landowners etc.).
Notwithstanding the challenges that may constrain the construction of a traffic circle at this location
there is merit in investigating the use of these installations at critical intersections in the municipality
because of their ability to move vehicular traffic efficiently and reduce speeding within the
intersection.
Municipal Works staff has been researching recent installations in the U.S.and here in Ontario on
lower volume roadways and feel that there may be some opportunities to implement turning cimles
in the City once we have determined the appropriate design parameters.
Available for your information, but not included in this report are five (5) papers presented at the ITE
Technical Conference in March of this year which provide some interesting analysis about the
effectiveness and safety of traffic circles(i.e.,roundabout) installations.

Kalar Road Sanitary Sewer - Orchard Grove West Subdivision
Front End Cost Sharing Agreement
RECOMMENDATION:
It is recommended that Municipal Works staff arrange a meeting with the benefitting property
owners to discuss the cost sharing arrangements for the newly constructed sanitary sewer on
Kalar Road which services the Orchard Grove West Subdivision and eight (8) other adjacent
properties.
BACKGROUND:
The Orchard Grove West Plan of Subdivision received draft approval earlier this year and the pre-
servicing for this project is nearing completion. The sanitary sewer outlet for this development
involved the construction of approximately .515 m's of sewer on Kalar Road between Harvest
Crescent to a point just north of Beaverdams Road This sewer location is shown on the attached plan
for your reference. The properties to the north of the subdivision on both sides of Kalar Road are
currently serviced by private septic systems or nonstandard plumbing connections due to the fact that
a municipal sewer was previously unavailable.
Also a factor in this matter is the City's plans to reconstruct Kalar Road between Lundy's Lane and
Beaverdams Road within the next year or so once the Class Environmental Assessment Study for
this project is completed. It is prudent to plan and construct the underground servicing for the
unserviced properties now to avoid having to excavate into the new roadway in the future.
The construction of this sewer was not anticipated in the development Charges Background Study
prepared in 1998 however the Development Charges Act has specific provisions (Section 44) that

allow a municipality to enter into an agreement with a proponent who has constructed works that will
ultimately service adjacent lands.
In this case the developer, Metro Development Ltd., has constructed the sewer at a cost of $210,106
for which they will be assessed approximately 49.9% based on the total area of land that is serviced
by the sewer. The remaining 50.1% will be shared by the other benefitting properties.
Staff is recommending that we meet with the other landowners to discuss the process, service
locations and final cost sharing details.

BACKGROUND:
On August 11, 2003 Staffwas authorized to negotiate with PCL to complete certain works within
the Fallsview Boulevard road allowance. There were certain advantages from a timing perspective
ifPCL could do the work.
The prices supplied by PCL were unacceptable to the City. Further, since we commenced
negotiations, the City closed the tender for the reconstruction of Fallsview Boulevard and the timing
advantage no longer exists. Therefore the negotiations will not be continued.

Reconstruction of Kalar Road (McLeod Road to Westwood Street)
Consultant Engagement
RECOMMENDATION:
It is recommended that Philips Engineering Ltd. be engaged to complete the Class Environmental
Assessment for the reconstruction of Kalar Road from McLeod Road to Westwood Street in
accordance with their proposal dated September 2, 2003 at an estimated cost of $ 50,000 plus
GST. It is also recommended that the scope of the work be expanded to include a traffic impact
assessment study of the proposed commercial plaza to be constructed at the southeast comer of
Coventry Road and Kalar Road.
BACKGROUND:
The Municipal Works department has been planning the upgrading of Kalar Road in the vicinity of
the Garner Estates plan of subdivision and feel that it is timely to proceed with the required Class
Environmental Assessment study which will determine the appropriate road cross section and road
design that will serve the current and future needs of the area. The study limits of this review are
limited to the area where most of the development has taken place (i.e., McLeod Road to Westwood
StreeO and will include an assessment of the need for signals at the McLeod Road/Kalar Road
intersection. See attached plan.
In addition, we would like to work with the developer of the proposed commercial plaza at the
comer of Coventry Road/Kalar Road to properly assess the efficient movement of traffic to and from
the site within the scope of this review. Staffhas received the developer's cheque in the amount of
$2,000 to be used for this purpose. Given the progress of the new residential development in the
area and concerns raised by parents and school board officials regarding access and safety of
pedestrians, it is important that we seek their input in the process and are planning two (2) Public
Information Sessions as part of the process.

Study Design
1. INTRODUCTION
This detailed study design has been prepared for the Class Environmental Assessment (Class
EA) for improvements to Kalar Road, from McLeod Road to Westwood St., in the City of
Niagara Falls. The study design is structured to follow the first four phases of the Municipal
Class EA planning and design process for a Schedule ~2' project, in accordance with the
Municipal Class EA, June 2000.
2. PROJECT TEAM
Philips Engineering Ltd. will be responsible to the City of Niagara Falls for the entire project
and will co-ordinate the activities of the Project Team. Project Management will be provided by
Bob McLaughlin, P. Eng., of Philips Engineering Ltd. Co-ordination of the EA process will be
by David Sinke, P. Eng. Bill O'Brien of Paradigm Transportation Solutions Ltd. will provide
services in traffic engineering. Archaeological Services Inc. will conduct a Stage 1
Archaeological Assessment, if needed, under the direction of Martin Cooper.
The attached Organizational Plan depicts the organizational structure as proposed for this
project.

The attached Ghant Chart summarizes the major anticipated activities and associated time frames
for this study.
4. STUDY TASKS
As noted, the project will follow the first four phases of the Municipal Class EA planning and
design process, as follows:
4.1 Phase 1: Identify Problem or Opportunity
4.1.1 Project Start Up/Review of Background Data
All background information, traffic data, base mapping and design drawings provided by the
City of Niagara Falls will be reviewed in detail. Requests will be made for additional
information if required. A field review and photo inventory of the study area will be conducted
to confirm the roadway and intersection configuration and conditions at present.
It is understood that digital drawings are available from various sources. Base drawings for the
project will be compiled from these drawings. The drawings will be reviewed on site to confirm
accuracy and minor updates will be made based on field measurements, however, no allowance
has been made for total station field survey for this project.

Study Design
Information will be obtained from the City on development plans along the corridor and in the
general area. This will include identification of designated urban development areas in general
proximity, the types and areas of future land use and the anticipated timing of development. It is
anticipated that this information will be based primarily on the Garner Neighbourhood
Secondary Plan, site plans for new development, and copies of draft approved plans of
subdivision, available from the City.
As part of the traffic study to be conducted by Paradigm Transportation Solutions Ltd., available
traffic counts and forecasts for the study area road network will be obtained and reviewed. It is
assumed that future traffic forecasts at the link volume level are available from the Niagara
Region model through the City of Niagara Falls at no cost to the consultant. It is also assumed
that existing traffic turning movement counts are available for the intersection of Kalar Rd &
McLeod Rd and Kalar Rd & Lundy's Lane. Paradigm will check with the City of Niagara Falls
regarding the availability of turning movement counts at the intersections of Kalar Rd &
Westwood St. and at Kalar Rd & Coventry Rd. In the event that turning movement counts are
not available at these two intersections, Paradigm has made provision in the work plan to have
counts conducted for the weekday peak hour period that coincides with the weekday peak hour at
Kalar & McLeod.
4.1.2 Notice of Study Commencement
In consultation with the City of Niagara Falls, Philips Engineering Ltd. will prepare a draft
stakeholder list. A Notice of Study Commencement will be prepared by Philips for publication
and mailing by the City of Niagara Falls. If desired, a bulletin will be prepared for posting on
the City of Niagara Falls web site.
4.1.3 Problem Definition
A formal problem definition for Kalar Road will be developed based on information provided by
the City of Niagara Falls, field review, and the results of public and agency consultation. It is
anticipated that the identified deficiencies will relate primarily to roadway geometry and level of
service, however, other aspects of the roadway such as drainage, pavement condition and
collision rates will be reviewed as well.
Existing weekday peak hour traffic volumes will be plotted for the intersections within the study
corridor, for reference and report purposes. A level of service analysis for the weekday peak
hour conditions will be conducted using either Highway Capacity Manual or Synchro software
packages. The existing levels of service will be tabulated for reference purposes.
The Niagara Region model will be used to establish the general traffic growth in this study
corridor for a 20-year forecast horizon. It is anticipated that the model estimates of traffic growth
on local area screenlines can be used to estimate background traffic growth. Planned
development in the corridor will be identified and utilized to provide estimates of additional local
area traffic for future weekday peak hour conditions.

Study Design
The combined background and local area development traffic will be combined to provide
estimates of future weekday peak hour turning movement traffic volumes for the study corridor.
These will be plotted for reference and report purposes.
As input to establishing the need and justification for improvements, the future level of service
conditions will be assessed with the existing roadway geometry. This analysis will be
summarized in table format for documentation purposes.
4.2 Phase 2: Alternative Planning Solutions
4.2.1 Development of Alternatives
Road improvement alternatives will be identified, including roadway widening, auxiliary turning
lanes and traffic control signals. The rationale for these improvement options and the resulting
improvement in level of service will be determined and summarized in table format.
4.2.2 Compile Environmental Inventory
All existing environmental data received from various sources will be compiled and reviewed.
Detailed field reviews will be completed which will document existing natural and socio-
economic conditions. Existing land use and development plans for adjacent residential,
commercial and institutional land use and local vacant land will be researched. It is expected
that traffic noise will not be an issue of concern, as existing and new residential development
fronts onto Kaiar Road. The noise criterion applicable to this project would be based on an
increase in traffic noise levels to the outdoor living space (i.e. backyards), which would be
unaffected.
The existing right-of-way has been disturbed by road construction, including utilities and
sidewalk, and consequently, archaeological impacts are not anticipated. However, an allowance
has been included in the budget in the event that a Stage 1 archaeological assessment is required.
Natural environmental impacts are anticipated to be minor. There are no natural areas within the
limits of the project. It is proposed that natural environmental issues be addressed by Philips_
Engineering Ltd. staff. However, if required, expertise will be provided through sub consultants
(no allowance has been made in the budget).
4.2.3 Impact Assessment And Evaluation of Alternatives
A set of criteria by which to measure each alternative will be identified. The criteria will be
organized under the following general factors:

Based on the environmental inventory, the Project Team will assess the potential impacts of each
road improvement alternative, as follows:
Social Environment
Each alternative will be reviewed to determine compatibility with existing and proposed land
use.
Temporary construction impacts will be a consideration. Detour or staging requirements must
minimize impacts at intersections and to through-traffic. Access to existing homes, institutions
and businesses must be maintained.
Impact on existing utilities and associated costs will be examined for each alternative.
Requirements for cyclist and pedestrian needs will be reviewed with the City of Niagara Falls.
Existing municipal bike network plans will be reviewed.
Natural Environment
A general assessment of potential impacts to existing vegetation and stormwater quality and
quantity will be conducted for each alternative. This will also include a general overview of
potential mitigation measures associated with each alternative including stormwater management
and possible landscape planting.
Technical
The future level of service conditions for each alternative at each intersection for both AM and
PM peak hour conditions will be determined.
Each alternative will be assessed based on roadway geometric components (vertical and
horizontal alignment, cross section). Only alternatives meeting minimum standards will be
proposed, however, ceFtain designs may prove better able to meet the study objectives.
Economics
Capital and operating costs, possibly presented as lifecycle costs, will form the basis for these
evaluation criteria.
4.2.4 Meeting with City Staff and Key Stakeholders
A meeting with City of Niagara Falls staff (and possibly with key stakeholders including
agencies and Niagara Region staff) will be convened to present the findings of the study to-date
and to solicit comments and suggestions on the following:

The meetings will enable refinement of the evaluation of alternatives.
4.2.5 Public Information Centre No. 1
It is proposed that the results of the evaluation of planning alternatives and recommended
preferred planning alternative be presented to the public in the form of a walk-in Public
Information Centre. Input on stakeholder issues will be solicited. Display boards and handout
information will be prepared.
Draft notification of the Public Meeting will be prepared by Philips Engineering Ltd. for
publication and mailing by The City of Niagara Falls. Arrangements will be made for hail rental,
to be paid by the City of Niagara Falls. A summary of the proceedings will be prepared and
responses to written comments will be prepared and issued.
4.2.6 Progress Report No. 1
The evaluation of alternatives will be the culmination of Phase 2 and will result in definition of
the preferred planning alternative or combination of alternatives based on input from all
stakeholdem. Progress Report 1 will detail the evaluation process including stakeholder and
agency consultation, and will detail each planning alternative.
4.3 Phase 3: Development of Design Concepts for Roadway Alternatives
The preferred planning alternative will be carried forward and design concepts will be developed
for various aspects of the preferred alternative, as follows:
4.3.1 Geometric Design
The required turning lanes at McLeod Road and related storage lengths will be determined,
based on accepted roadway design guidelines. Alternative geometric design concepts, including
plans, profiles and typical cross-sections, will be developed in the form of AutoCADTM drawings
of an appropriate scale.
Given that three-dimensional digital drawings are not available, a preliminary grading design
will not be completed. However, given the relatively fiat topography and anticipated urban cross
section, this is not anticipated to be problematic.
Cyclist and pedestrian requirements will be reviewed and options presented. Staging or detour
requirements will be reviewed and detailed.

4.3.2 Stormwater Management Design
Design concepts for stormwater management will be developed for the corridor. A functional
drainage system will be designed based on the technical standards of the City of Niagara Falls
and Niagara Peninsula Conservation Authority.
4.3.3 Utilities
Base plans will be circulated to utility companies for identification of existing plant. Conflicts
will be identified and preliminary relocation plans and cost estimates will be developed in
conjunction with the utility companies.
4.3.4 Evaluation of Alternative Design Concepts
Similarly to the process followed in Phase 2, the Project Team will develop evaluation criteria
and complete a net effects evaluation of the alternative design concepts. Adveme impacts will be
identified. If avoidance is not possible, alternative appropriate and affordable means of
mitigating impacts will be proposed and detailed for each environmental impact identified.
4.3.5 Meeting with City Staff and Stakeholders
A second meeting with City staff (and possibly key stakeholders including Niagara Region, and
agencies) will be held to review and solicit input on the development of alternative design
concepts, detailed environmental inventory, net effects assessment and proposed mitigation. The
meeting will result in an interactive evaluation, refinement, and final assessment of the preferred
design concepts.
4.3.6 Progress Report No. 2
Progress Report No. 2 will present the proceedings of Phase 3. The report will detail the
evaluation of design concepts including stakeholder input. Detailed drawings will be provided
for the preferred design concept.
4.3.7 Public Information Centre No. 2
The results of the evaluation of alternatives and recommended preferred alternative be presented
to the public in Public Information Centre No. 2. Display boards and handout information will
be prepared.

Study Design
4.4 Phase 4: Documentation
An Environmental Study Report (ESR) will be prepared, based on Progress Reports 1 and 2.
The report will include the following components:
4.4.1 Traffic Investigation
The results of the traffic investigation will be documented and will include the following
components:
A description of existing conditions, including a description of the roadway and
intersections, existing traffic volumes, current level of service conditions and summary of
existing traffic deficiencies.
A summary of future conditions, including the traffic forecasts, detailed future
intersection turning movements and future level of service conditions with existing
roadway geometry.
Identification and assessment of improvement options, including roadway/intersection
improvement options to accommodate future traffic, future level of service conditions for
each improvement option. The turning lane requirements and storage lengths for future
traffic volumes will also be identified.
4.4.2 Geometric Design
Co-ordinated horizontal and vertical alignments will be prepared to the appropriate municipal
co-ordinate system. The typical cross sections will be prepared at a sufficient level of detail to
define the roadway cross section throughout the project limits.
All components of the preferred design concept including preferred intersection and entrance
configurations will be detailed in plan/profile drawings at a scale of 1:1000 (horizontal) and
1:100 (vertical). The plan/profile drawings will be appended to the ESR.
Road detour and staging requirements will be detailed.
4.4.3 Right-of-Way Requirements
Right-of-way requirements will be defined throughout the corridor. Should additional property
be required, a property request plan will be prepared.
4.4.4 Utilities
Utility relocation requirements will be detailed on the plan/prOfile drawings and cost estimates
will be provided in the ESR.

4.4.5 Environmental Mitigation Measures
Environmental mitigation measures will be detailed in the drawings where appropriate. A table
summarizing environmental concerns and commitments will be prepared, to ensure that all
environmental mitigation commitments are carried forward to detail design, for inclusion in
future contract drawings and specifications.
4.4.6 Stormwater Management and Drainage Requirements
The ESR will include a section on stormwater management and drainage to address stormwater
quantity and quality issues along the corridor. A preferred drainage design concept plan will be
prepared in adequate detail for preliminary design.
4.4.7 Draft Environmental Study Report
A draft ESR will be prepared and submitted to the City of Niagara Falls, and key stakeholders
for review.
4.4.8 Presentations
Presentations will be made as required to City Council.
4.4.9 Final Environmental Study Report
Following acceptance by the City of Niagara Falls and stakeholders, final copies of the final ESR
will be prepared for filing. A draft notice of study completion will be prepared by Philips for
publication by the City.
