BACKGROUND: In reply to a request, staff has conducted a parking review on Oakwood Drive. The concern at this location stem from parked vehicles inhibiting access to the loading area of Oakwood Park Lodge, as well as the safety of pedestrians crossing Oakwood Drive to access the Millennium trail located on the east side of Oakwood Drive. Oakwood Drive is a collector roadway extending in a north/south direction between McLeod Road and the northern limit Oakwood Drive. The area is commercial in nature with developments interspersed along the extent of the road. As many properties adjacent to Oakwood Drive are largely undeveloped, there are no sidewalks on either side of the road. In the study area, Oakwood Drive is 7 metres in width and parking is allowed on both sides of the road on the gravel shoulders. A review of the collision files on reveals that there have been no collisions on Oakwood Drive that had occurred within the previous three year period in the vicinity of Oakwood Park Lodge or the Millennium Trail Manor. Field observations revealed that vehicles are parking on the gravel shoulders of Oakwood Drive even though on-site parking spaces were noted to be available for patrons/employees on the facilities property. It appears that motorists had chosen to park on the road, possibly for convenience. This assumption was reiterated by the Acting Administrator of Oakwood Park Lodge, during a meeting on November 23. It was also noted at the meeting that access to the facility by larger vehicles was hindered by parked vehicles. The Millennium Trail Manor and Oakwood Park Lodge were the two facilities petitioned. Through the questionnaires, the facility owners/managers had an opportunity to comment on the parking control that would most benefit their parking needs. The following results were obtained from the questionnaires: Oakwood Drive adjacent to Millennium Trail Manor and Oakwood Park Lodge Number of questionnaires delivered: 2 Number of responses received: 2 100% Number of responses not received: 0 0% Number of responses received: 2 Prefer to maintain the existing parking control: 0 0% Prefer to restrict parking on one side: 1 50% Prefer to restrict parking on both sides: 1 50% Based on the above, it is recommended that parking be restricted on the west side of Oakwood Drive adjacent to the Millennium Trail Manor and Oakwood Park Lodge facilities. The proposed parking restriction will prohibit vehicles from parking on the west side of Oakwood Drive, providing additional room for manoeuverability essential for delivery vehicles in the ama. Parking on the east side of Oakwood Drive adjacent to the above mentioned facilities shall remain to provide additional parking for visitors. As previously identified, the Millennium Trail is located on the east side of Oakwood Drive. During the meeting held on November 23, the Oakwood Park Lodge Administrator also mentioned that the residents of both long term care facilities frequently go for walks on the trail. Since there are no sidewalks on either side of Oakwood Drive in the study section of the roadway, pedestrians need to cross and possibly walk along the roadway. Staff has therefore determined that warning signs are applicable at this location to forewarn motorists of possible pedestrian activity in the area. Thus, "Pedestrians Ahead" signs, supplemented by "Seniors" tabs, will be installed in advance of the Millennium Trail Manor facing northbound motorists, and in advance of Oakwood Park Lodge facing southbound motorists The Committee's concurrence with the recommendations outlined in this report would be appreciated. BACKGROUND: In reply to a request, staff has conducted a parking review on Kister Road between Progress Street and Don Murie Street. The concern at this location stems from parked vehicles inhibiting access to the facilities located on the above mentioned roadway. Kister Road is a collector roadway located in an industrial area extending in a north/south direction between Don Murie Street and Ramsey Road. In the study area Kister Road is 9 metres in width with no sidewalks on either side of the roadway. Currently, parking is allowed on both sides of Kister Road between Don Murie Street and Progress Street. A review of the collision files reveals that there have been no collisions in the study section of Kister Road in the previous three year period. Observations reveal that the facilities in the study section of Kister Road have adequate off-street parking available for patrons and employees. Furthermore, it was observed that it is not uncommon for large vehicles such as transport trucks to use the road, due to the types of businesses present. Due to the size of these large vehicles, additional road width is required to safely carry out turning movements to/from the business accesses. Typically a vehicle 2.6 metres in width and 12.2 metres in length requires a tuming radius of 15.2 metres. Therefore, should a vehicle be parked on either side of the roadway it would greatly reduce the maneuvering area necessary for a heavy vehicle to perform a turning movement safely. BACKGROUND: In reply to a request from an area resident, staff has conducted a parking review on Beaver Valley Way. The concern at this location stems from the unavailability of on-street parking on Beaver Valley Way. Beaver Valley Way is located in the recently constructed Beaver Valley Subdivision located at the northeast quadrant of Kalar Road at Beaverdanls Road intersection. The study area is residential. Beaver Valley Way is 90 metres in length and extends in a north/south direction from Beaverdams Road to Beaverton Boulevard. The roadway is 12.0 metres in width and consists of a sidewalk and a boulevard on both sides. Beaver Valley Way is the only access to Beaver Valley Subdivision. As mentioned previously, parking is currently restricted on both sides of Beaver Valley Way. This restriction was implemented as part of the subdivision plan to ensure the unobstructed passage of vehicles given that the plan initially consisted of a decorative centre median. However, during the extension of the subdivision the centre median was removed which resulted in the 12 metre asphalt width. Thus the current width is able to safely accommodate parking on both sides while still allowing the unobstructed movement of vehicles in both directions. A review of the collision files reveals that there were no collisions reported on Beaver Valley Way. Sight investigations reveal that adequate stopping sight distance is available to motorists traveling on Beaver Valley Way due to a straight and level road alignment. The following results were obtained from the questionnaires: Beaver Valley Way Parking Review Number of residential establishments petitioned: 10 Number of responses received: 5 50% Number of responses not received: 5 50% Number of responses received: 5 Prefer to remove the existing parking restriction: 5 100% Prefer to maintain the existing parking restriction: 0 0% The responses received from the questionnaires reveal that all of the respondents prefer to remove the existing parking restriction, and thus allow on-street parking on both sides of Beaver Valley Way. Based on the results obtained from the technical studies and the responses received from the questionnaires, it is recommended that the existing parking restriction on both sides of Beaver Valley Way be removed. Should this recommendation be implemented, the residents of Beaver Valley Way would be provided with approximately fourteen (14) on-street parking spots to accommodate their parking needs. The aforementioned roadway width (12 metres) is sufficient to ensure an unobstructed two-way traffic progression when parked vehicles are present on both sides. BACKGROUND: In reply to a request, staff has conducted a parking review on Confederation Avenue. The concern at this location stems from limited maneuverability available to motorists traveling on Confederation Avenue when parked vehicles are present on both sides. Confederation Avenue is a residential road 90m in length extending in a north/south direction from Thorold Stone Road to Crawford Street. The roadway is 8.0 metres in width and consists of a sidewalk and a boulevard on both sides. Confederation Avenue is one of the local access roads serving a residential area whereas Thorold Stone Road serves as an arterial route with adjacent commercial and residential establishments. On the southwest quadrant, there is access to Confederation Avenue to/from a recently constructed plaza, and Mac O'Rooney's. Comer parking restrictions are present on both sides of Confederation Avenue from Thorold Stone Road to a point 22 metres south of Thorold Stone Road to ensure adequate maneuverability and visibility for motorists carrying-out turning maneuvers at the intersection of Thorold Stone Road and Confederation Avenue. However, 75% of respondents prefer that some type of a parking restriction be implemented. Based on the results from the technical studies and the responses obtained from the parking questionnaires, staff is recommending that a "no parking" zone be implemented on the west side of Confederation Avenue between Thorold Stone Road and Crawford Street. The proposed restriction will assist motorists, by providing adequate maneuverability, traveling on Confederation Avenue, and especially those entering/exiting the neighborhood plaza. Furthermore, this restriction will ensure adequate visibility of a stop sign facing southbound motorists on Confederation Avenue at Crawford Street. Should the recommended restriction be implemented, the area residents would still be able to park their vehicles on the east side of Confederation Avenue which may accommodate approximately eight vehicles. Further, that staff approach Ontario Realty to discuss the potential purchase or obtaining BACKGROUND: a recreational licence to use the Mitchell Line. A few of months ago, Parks, Recreation & Culture was made aware ora proposal involving the possible construction ora canal along the west side of the Power Canal north of thc Welland River to eliminate water fluctuation levels. When an inquiry was first made to Ontario Power Generation about this project, staff was advised to continue with the design and construction of Phase 2 of the Millennium Trail. In mid October, staffwas advised that there was a possibility that the new canal proposal to deal with the water fluctuation issue may proceed and that the City should discontinue plans to construct Phase 2 of the Millennium Trail, as well as the pedestrian bridge on the west side of the Power Canal. Attached as Appendix 1 is a copy of a letter received from Ontario Power Generation. Trail Development Options: The recent letter received from OPG is a major disappointment, particularly given the time, energy and monies spent to get to the point where capital dollars had been approved and construction was eminent. To date, the City has spent approximately $30,000.00 for work related to the Phase 2 of [Forking Together to Serve Our Cornmuni~y Municipal Works · Fire Services · Pa~s, Recreation & Culture · Business Development · Building & By-Law Services January 17, 2005 - 2 - R-2005-03 the Millennium Trail which includes surveying, soil tests and engineering related to the pedestrian bridge design. As a result of the letter received from OPG, no further work has been carded out on the Phase 2 project. Some five years ago, Council approved a proposal for the construction of four (4) phases of the Millennium Trail and Phase 1 was completed and officially opened in June of 2001 (see the Millennium Trail Plan attached as Appendix 2). It has been almost 4 years since there has been any further construction of the Millennium Trail. The City has accepted donations from dozens of people and there is some urgency to continue with other phases of the development. As noted in the OPG letter, the east side of the Power Canal remains an option for Phase 2. In light of the new information, Council may wish to revisit its previous decision. The City's Trails & Bikeway Committee has been made aware of the letter from OPG and they support the revisiting of the trail on the east side of the Power Canal. The Trails & Bikeway Committee has also requested a deputation before Council on this matter. As noted above, City Council has approved additional phases of the Millennium Trail. In order to minimize future delay, it is recommended that the City proceed with the design and construction of Phase 3 of the Millennium Trail from Whirlpool Road to Thorold Stone Road and Phase 4 from Thorold Stone Road to Mordson Street. Sir Adam Beck 3 Proposal: As Council is aware, OPG is proceeding with the design and construction ora new water diversion tunnel as part of the Beck 3 Project. The Environmental Assessment Study for this project was prepared in the early 1990's and as part of the process, the City was involved in the preparation of a Community Impact Agreement. With OPG moving forward on the project, there may be an opportunity to review the previous Community Impact Agreement and determine if there are any further benefits that can be derived from the project and benefit the Millennium Trail. In addition to the above, there is some question regarding the status of the Mitchell Line Corridor which is owned by Hydro One and the City has expressed an interest in acquiring it. Furthermore, there is some concern regarding the monies that the City has recently spent related to the Phase 2 development. Based upon the above, staff will pursue discussions with OPG. Conclusion: The deferral of work on Phase 2 of the Millennium Trail on the west side of the Power Canal is a major disappointment for the many people who have invested time and energy in trying to make Phase 2 become reality. The City's Trails & Bikeway Committee would like to pursue Phase 2 of the Millennium Trail on the east side of the Power Canal. However, in order to work on one of Council's priorities in developing recreation trails in the City and minimize further delay in the development of the Millennium Trail, staff requests Council's approval to develop Phases 3 & 4 of the Millennium Trail. Council's consideration of the recommendation contained in this report would be appreciated. Over the past several yearn On.do Power Genem~on (OPG) has been c~pemting with the Ci~ of Niagara Falls with the development of the Millennium Trail Phase 2 south of McLe~ Rd., on OPG lands along eider the east or west side of ~e ~wer ~nal. I undemtand that as a result of public op~siaon to the east side Io~tion, the Ci~ of Niagara Falls has re~ntly approved a mute along the west side that would include a ~destrian bddge over the power canal. Several Months ago OPG was info.ed by the Niagara Peninsula Conse~ation Authod~ (NPCA) that the findings of a Welland River FluctuaUon study recommended the building of a second ~nal, parallel and to ~e west of the existing power ~nal. It is believed that the second ~nal will eliminate the relatively small impact of water level fluctuations on the Welland River. Construction ~s~ am esUmated to be in ex.ss of $15M. The Boa~ of the NPCA has since a~ed its' desire to have OPG fund and ~nstm~ the se~nd ~nal option. Although OPG d~s not share the NPCA's view of the value and medts of the project, them is a possibili~ that the project could pm~ed. If built, the addiUonal canal will be in the same location as the west side trail mute. Lo~l stakeholdem including the Niagara Falls Public Wo~s Detriment have m~ntly been invited to meetings to discuss this issue. If approved, wo~ to install an additional ~nal would probably not take pla~ until 2010. In light of this info~ation, it would not be prudent to ~ntinue pumuinq the installation of a trail and bddqe alonq the west side mute. The east side mute, sou~ of McLeod Road, will ~ntinue to be available as an option for Millennium Trail Phase 2. BACKGROUND: Currently, the Coronation 50 Plus Recreation Centre has one (1) full time and one (1) part time clerical staffpositions. The part time clerical position was established more than fifteen (15) years ago to primarily carry out light administrative duties. Membership at the Coronation Centre has doubled in the past three (3) years to more than sixteen hundred (1,600) members, consequently the workload and clerical duties have increased immensely, therefore staff is recommending that the position be made full time with the increase in hours from 20 to 35. The volume of people visiting the Centre and the phone calls that are received on a daily basis is considerable. In addition to these clerical duties, tours of the building are carded out to potential new members, program registrations, photocopying for program groups, dealing with inquiries, group mail distribution including the Advisory Committee mail are also performed. Furthermore, the full time clerical position would assume responsibility of the following: - Collaboration ofmonthlyNewsletter including the typing of reports, advertising, invoicing, and updating program descriptions; - Financial - duties include the recording of daily revenue for reception and Summer Street Working Together to Serve Our Community Municipal Works · Fire Services · Parks, Recreation & Culture · Business Development · Building & By-Law Services January 17, 2005 - 2 - R-2005-05 and preparation of daily cash floats; - Promotion - Distribution of event promotions, Cogeco, Bulletin Boards, Community Boards; - Program Supplies - Producing membership packages and accepting applications, preparing event tickets, program sign-up sheets and score cards; - Prepare agendas as directed, produce various committee minutes as received; - Special Events - Assist as requested by the Seniors Coordinator; - Rentals - Key distribution, invoicing, rental notification, bookings. This position, as full time, has been included in the 2005 budget for the Coronation 50 Plus Recreation Centre and involves an increase cost of approximately $14,000.00. In addition, the full time position would provide adequate coverage in the absence of other staff. The Coordinator attends regular scheduled meetings outside of the Centre ~vhich leaves the one other full time staff on her own at the Centre. Problems also arise when a member of staff is sick or on vacation. Furthermore, with the satellite site opening soon at the Niagara Falls Community Centre, it is anticipated that the coordinator will spend a portion of her time overseeing the programming off site necessitating the need for a permanent clerical position at the Coronation Centre site.
