RF-qOLVED ~at Proposed By-law No. 85-217 to authorize the rehabilitation of the roads on parts'of Dixon Street, Simcoe Street, Third Avenue, Second Avenue, Fifth Avenue and Huggins Street which was. read a first and second time at the meeting of Council held on the 4th day of November, 1985 be amended as follows: (a) By striking out the first, second and third recitals thereof and substituting therefor the following: Whereas the Council of The Corporation of the City of Niagara Falls deems it desirable to rehabilitate roads on parts of Dixon Street, Simcoe Street, Third Avenue, Second Avenue, Fifth Avenue and Huggins Street as more particularly described in Schedule "A" attached to and forming part of this by-law at a total estimated cost of $310,000; and WHEREAS the Ontario Municipal Board by its Order under File E851501 dated the lOth day of December, 1985 approved the undertaking of the work by the City and authorized The Regional Municipality of Niagara to issue debentures not exceeding $190,000 or not exceeding the net cost of the undertaking, whichever is the lesser, such net cost being - 2 - the amount of the cost remaining after receipt of an estimated subsidy of $120,000 from the Ministry of Transportation and Communications under Part X of the Public Transportation and Highway Improvement Act; and WHEREAS the es~mated expenditures for the current construction program of the City will exceed the amount of the anticipated subsidy allocation under said Part X of the Public Transportation and Highway Improvement Act and the Council now deems it expedient to proceed with the construction of the work described in Schedule "A" without relying upon receipt of the said subsidy and to have the whole of the estimated cost of $310,000 raised by the issue and sale of debentures; and (b) By striking out "the City of Niagara Falls share of" in the first line of section 2 so that the said section shall now read as follows: 2. Members: K~TABLISHINC 1985 Reco~sendation: That the Finance Committee review the two attached lists of expenditures to reserve at December 31, 1985. Backgr~: At the close of the City's 1985 fiscal year various accounts included in the 1985 budget spending estimates remain unspent for the following reasons: (a) Work or purchases had not yet been initiated at December 31, 1985, but will be done in 1986. (b) Work commenced but not completed by December 31, 1985. (c) Goods ordered but not received by December 31, 1985. (d) Funds to be accumulated over a period of time toward a large purchase. The attached lists have been coded in the right margin according to circumstance (a, b, c, d). - 2- The reserves to be established are charged against the 1985 accounts for accounting purposes and subsequently used in 1986, 1987, etc. Establishing reserves does provide for some working capital for the City since the funds are not spent immediately. This has the effect of lowering our need for temporary borrowing prior to a positive cash flow thereby saving on interest costs. The effect on the 1985 surplus of charging these expenditures to the 1985 accounts will be available at the Finance meeting in order that a meaningful decision can be made. Prepared by: R.
