Adjournment MINUTES CITY OF NIAGARA FALLS CORPORATE SERVICES COMMITTEE SIXTH MEETING MONDAY, SEPTEMBER 19, 2005 COMMITTEE ROOM 2 4:00 P.M. PRESENT: Mayor Ted Salci, Alderman Wayne Campbell, Chair; Aldermen Jim Diodati, Carolynn Ioannoni, Vince Kerrio, Joyce Morocco, Victor Pietrangelo, Selina Volpatti and Janice Wing. MINUTES: MOVED by Alderman Volpatti, seconded by Alderman Kerrio, that the minutes of the August 8, 2005, meeting be adopted as recorded. Motion Carried Unanimously 2. REPORTS: Report MW-2005-111 - Paddock Trail Drive Speed Review MOVED by Alderman Volpatti, seconded by Alderman Kerrio, that: I) the yield sign at the intersection of Paddock Trail Drive and Post Road facing northbound motorists on Post Road, be replaced with a stop sign, and; ii) the yield sign at the intersection of Paddock Trail Drive and Aintree Drive facing southbound motorists on Aintree Drive, be replaced with a stop sign. Motion Carried Unanimously Alderman Ioannoni and Alderman Diodati joined the meeting during discussion of the following report. -2- Report MW-2005-112 - Flooding Event of August 31, 2005 Residents from Lexington Court were in attendance at the meeting to express their concerns about flooding in their area. The Engineering Staff will submit a report at an upcoming meeting that will outline the preferred solution or combination of solutions for the mitigation of future basement flooding events. As a temporary measure, City staff will arrange for a pump for the Lexington Court area. MOVED by Alderman Diodati, seconded by Alderman Ioannoni, that the City arrange for a pump to be kept in place in the Lexington Court area until a permanent remedy to the flooding is found. Motion Carried Unanimously MOVED by Alderman Volpatti, seconded by Alderman Pietrangelo, that the information on the flooding event of August 3'1st be received for information. Motion Carried Unanimously Report IS-2005-02 - New City Website MOVED by Alderman Ioannoni, seconded by Alderman Morocco, that the report on the new City website be received for information. Motion Carried Unanimously Report F-2005-45 - Municipal Performance Measurement Program MOVED by Alderman Diodati, seconded by Alderman Ioannoni, that Report F-2005-45 be received and the information on the Municipal Performance Measurement Program be posted to the City's website no later than September 30, 2005. Further, that Staff prepare a report showing the MPMP provincial averages along with data from two or three comparable municipalities, and the City previous years' MPMP. Motion Carried Unanimously Verbal Update on the Low-Income Seniors' Water Rebate Program The Manager of Finance advised that the 2005 Low-Income Seniors' Water Rebate program is now available in the Finance Division. Applications will be accepted until November 30, 2005. Applicants must have an active water account, be 65 years of age and receive the Guaranteed Income Supplement to be eligible for the rebate. Advertisements will be placed in the local newspapers. MOVED by Alderman Volpatti, seconded by Alderman Pietrangelo, that the verbal update on the Low-Income Seniors' Water Rebate be received for information. Motion Carried Unanimously -3- 3. 2006 BUDGET Following a general discussion on the 2006 Budget, the Chief Administrative Officer provided a recap of the Committee's discussions which provided the following: · that current service levels be maintained · that increases for utility costs and general inflation be included · that a zero percent increase in the tax levy not be considered at this time · that Council-approved additional service levels be included · that the growth in property re-assessment be used to calculate a tax levy that offsets the increase in spending · that the use of debt may be increased as a source of funding for capital projects · that the use of short-term debt be reviewed MOVED by Alderman Wing, seconded by Alderman Ioannoni, to have highlights of each department's budget presented prior to the issuance of the General Operations Budget. Motion Defeated MOVED by Alderman Diodati, seconded by Alderman Kerrio, that the 2006 Budget Schedule be approved. Motion Carried Unanimously MOVED by Alderman Diodati, seconded by Mayor Salci, that Staff provide a detailed report on the use of the BMA Study for the 2006 budget. Motion Carried Unanimously 4. DEPUTATION Winter Festival of Lights MOVED byAIderman Volpatti, seconded byAIderman Pietrangelo, that the deputation from the Winter Festival of Lights be heard in the Council Chambers. Motion Defeated Mr. Dino Fazio, General Manager of the Winter Festival of Lights, outlined the Festival's plans for the coming season. The Board's mandate is to invest in expanded and improved lighting and, due to loss of funding, would preclude their being able to fund the Annual New Year's Eve Party. -4- MOVED by Alderman Diodati, seconded by Alderman Volpatti, that Staff immediately meet with tourism partners in an endeavour to establish funding for the New Year's Eve Party. Motion Carried Unanimously Alderman Wing indicated a conflict because she owns property with an employee of the Niagara Parks Commission, a major sponsor of the Winter Festival of Lights 5. ADJOURNMENT MOVED by Alderman Ioannoni, seconded by Alderman Kerrio, that the meeting be adjourned at 7:05 p.m. Motion Carried Unanimously
