It was ordered on the motion of Alderman Ioannoni and seconded by Alderman Morocco that
Sentineal Carriages Inc. be permitted to continue its horse-drawn carriage service in the
Fallsview area subject to receiving the endorsement of the Fallsview BIA and the provisions for a
yearly Special Event permit.

a) Service Delivery Review - Alderman Wayne Campbell
Presented by Craig Worden of Leger Marketing
Craig Worden of Leger Marketing advised Council that his company randomly surveyed 500
adult residents in Niagara Falls. This would give the results a margin of error of +4.4%, 19 times
out of 20. The results indicate that roads and infrastructure where the main concerns of most
residents.

Service Delivery Review template that has been developed be approved.

b) Service Delivery Review - Update
Winter Maintenance Review
Dale Morton of the City of Niagara Falls advised Council that staff had completed their pilot
project for Service Delivery Review, Winter Maintenance. The results indicated that the City has
not met the level of service standards residents require. The following action will be taken in
2005/2006 winter season;
· A two shift model will be employed for current day shift staff during the week to provide
more even and responsive coverage.
· Eight former seasonal staffpositions will be made permanent.
· One man plow operators will be reclassified.
· Three trackless operators will be on shift 24/7
· Contracted plow operators will be available to supplement City staff as needed during
winter storm events.

Winter Maintenance Review be received and filed and that eight seasonal positions be made
permanent and the vacancies created in the seasonal complement not be filled.

1. a stop sign be installed facing eastbound motorists on Durlait Road at Hollow
Bay Way Road;
2. A stop sign be installed facing southbound motorists on Willoughby Drive at
Baker Road;

Road at Willoughby Drive;

c) MW-2005-116 - Warren Creek Drainage Works Implementation Strategy
It was ORDERED on the motion of Mayor Salci and seconded by Alderman Pietrangelo that the
City Council engage the services of Uppper Canada Consultants Ltd. to provide technical
engineering services in the implementation of the downstream stormwater management facilities
identified in the Warren Creek Watershed Masterplan at an upset fee of $41,665.00, (plus GST),
and further that these fees be funded 100% from the Development Charges Reserve Fund.

RECOMMENDATION:
It is recommended that edge line pavement markings be applied on McLeod Road between
Garner Road and Kalar Road and staff contact the Niagara Regional Police to provide
additional enforcement in this area.
BACKGROUND:
At the Community Services Committee meeting held on Monday, June 27, 2005 staff has been
requested to review McLeod Road in the vicinity of St. Michael High School located between
Kalar Road and Garner Road. The concern on this section of McLeod Road stems from the high
volume of truck traffic utilizing McLeod Road and the speed of vehicles.
McLeod Road is an arterial road consisting of two travel lanes, one in each direction which are
separated by a solid yellow centreline and gravel shoulders on both sides. Also, a sidewalk is
present on the north side of the roadway in the study area where the majority of development has
occurred. Currently parking is permitted on either side of McLeod Road. This section of
McLeod Road is located between two arterial roads, Garner Road to the west and Kalar Road to
the east.
Arterial roadways serve to distribute traffic onto lower hierarchy roads such as collectors and
locals for the purpose of deliveries. Allowing the movement of heavy vehicles on arterial roads
is critical to ensure that heavy vehicle traffic does not necessarily infiltrate onto collector roads,
which are typically within subdivisions. Also, arterials typically provide the most direct route to
and from a destination.
The majority of heavy vehicles observed traveling on McLeod Road were construction vehicles
such as dump trucks, concrete mixers and equipment transport vehicles. The occurrence of these
heavy vehicles may be attributed to the construction taking place within the subdivisions north of

McLeod Road was resurfaced and now provides a smooth surface for vehicles to travel on,
thereby reducing the noise typically associated with heavy vehicles traveling over a rough
surface.
Staff has also reviewed the speed of motorists traveling on the study section of McLeod Road.
The study revealed that the 85th percentile speed, the speed which the majority of motorists travel
at or below is 68 km/h. The speed limit of the study section of McLeod Road is 60 km/h.
Typically a speed problem occurs when the 85th percentile speed is in excess of 10 km/h over the
legal speed limit of a particular roadway. A collision review conducted on McLeod Road
between Garner Road and Kalar Road reveals that a total of four collisions were reported in the
previous three year period. All of these collisions occurred on McLeod Road between Kalar
Road and Parkside Road. The collision types include an angle collision, a rear end collision, an
approaching collision and a single motor vehicle collision. A predominant collision pattern was
not evident.
Observations reveal that no residential properties front McLeod Road. All residential yards are
reverse frontage with access to the properties available via either Parkside Road or St. Michael
Avenue. Visibility at these two intersections is adequate. Other property uses on the north side
of McLeod Road consist of St. Michael High School, a private school/church facility near Garner
Road, and a commercial plaza near Kalar Road. These establishments are in close proximity to
the adjacent intersections controlled by all-way stops. The south side of McLeod Road is
currently undeveloped. Street lighting was observed on the south side of McLeod Road which
provides illumination during night time conditions.
Traffic signs were observed to be adequate and in good condition. These signs include stop
ahead signs in both directions prior to Kalar Road and Garner Road and school area signs in
advance of the school in both directions. Speed control signs indicating a maximum speed of 60
km/h are also present in the eastbound and westbound directions in the study area. Deer crossing
signs have also been observed forewarning motorists of possible wild life hazards in the area.
Although a speeding and collision problem has not been identified, it is recommended that edge
line pavement markings be applied on McLeod Road between Garner Road and Kalar Road.
These pavement markings will provide additional guidance for drivers by indicating the edge of
the pavement and the commencement of the gravel shoulder. The edge line markings may also
serve to reduce the operating speed by slightly narrowing the lane width thereby reducing driver
comfort.

Intersection Control Review
RECOMMENDATIONS:
It is recommended that an overhead flashing beacon is installed at the intersection of Beaverdams
Road ~ Beechwood Road.
BACKGROUND:
A review has been conducted at the intersection of Beaverdams Road and Beechwood Road to
determine whether the existing right-of-way control is adequate. Currently stop signs are located
in the northbound and southbound directions on Beechwood Road. In 2001 the stop signs were
replaced with larger signs and an auxiliary stop sign was installed on the left hand side of the
road. Further modifications at the intersection and within the area included pavement marking
and signing revisions.
Prior to the recent studies, previous reviews were carried out to determine whether the warrant
for an all-way stop control or for traffic signals was fulfilled. The previous studies indicated that
the neither the all-way stop warrant nor the traffic signal warrant were fulfilled.
Recent studies indicate similar results such that the warrants for the all-way stop or traffic signal
is not fulfilled. Warrants are based on traffic volumes, available visibility, collision history and
motorist delay. Although the warrants for the intersection controls are not fulfilled, staff have
noted evidence of an angle collision pattern. Although the collision frequency has decreased
since 1999, despite signing and pavement marking changes the number of angle collisions
continues to fluctuate annually between 1-3 angle collisions. The following illustrates the
frequency at the intersection involving angle patterned collisions.

The predominant direction of travel amongst motorists involved in collisions is eastbound and
north/southbound resulting in 12 of 18 collisions. The visibility available in all directions
exceeds the crossing sight distance in accordance with engineering standards.
In attempt to reduce the angle collisions at the intersection, staff is suggesting the installation of
an overhead flashing beacon. An amber flashing indication will face east/west motorists on
Beaverdams Road, while a red flashing indication will face north-south motorists. The red
flashing beacon will indicate to motorists on Beechwood Road that all approaching traffic must
stop before proceeding. The amber on Beaverdams Road indicates motorists may proceed with
caution. This device will provide motorists with additional warning of the intersection further to
the existing signs. The cost for the hardware and labour for the install of the beacons is
estimated at $11,000.00.

RECOMMENDATION:
Council contribute $100,000 per annum towards the costs of the New Year's Eve Show for the next
3 years pending an annual review and further that the dollars be taken from the OPG Tunnel
Project tourism marketing fimds.
BACKGROUND:
At the September 19, 2005 Council meeting Council was informed that the Winter Festival of Lights
would not be going forward with this years New Year's Eve Concert. In response to the news
Council directed staff to meet with tourism stakeholders to determine the interest and financial
support to continue with the nationally televised event.
Meetings have taken place with the Niagara Parks Commission (NPC), Fallsview Casino, Fallsview,
Victoria Ave. and Clifton Hill BIA' s. Each group have expressed their interest and more importantly
their financial support towards the event.
The NPC has agreed along with support from city staff to coordinate and execute the event in Queen
Victoria Park as well as contribute $100,000 towards the event. The Fallsview BIA has committed
$75,000, Victoria Ave. BIA $30,000, Clifton Hill BIA $20,000 and the Fallsview Casino $40,000.
It is important to note this is a collective effort and each organization has agreed to provide these
funds on an annual basis over the next 3 years pending an annual review of the event. In total
$265,000 has been committed by the tourism industry however $350,000 is required to stage the
event.

As a result of the OPG tunnel project moving forward, the Municipality has received $1.6 million
to be used to pro-actively promote tourism activity in Niagara Falls throughout the five (5) year
construction period of the tunnel. The tourism promotion program is to assist in mitigating any
negative impact the tunnel project may have on tourism.
Staff feels that the New Year's Eve broadcast provides an excellent vehicle to promote Niagara Falls
coast to coast and is recommending Council authorize $100,000 annually from the OPG marketing
funds for the next three (3) years be directed to support the New Year's Eve concert. These funds,
along with the funds committed to date by tourism stakeholders, will provide sufficient funds to
cover the costs of the New Year's Eve concert. As part of the agreement with OPG the Municipality
is required to provide OPG with a plan on how these funds will be utilized. Staff is currently working
on the program and will be providing details to Council and OPG in the near future.
