McGuinty: The Council of the Regional Municipality of Niagara, at its meeting of February 8, 2007, approved the following resolution: WHEREAS Brock University has identified expansion plans for scientific research facilities and is seeking $42.5 Million in financial support from the Province of Ontario as matching funds for locally raised resources; AND WHEREAS one of the focal points of Brock's future plans is to provide the basis for the future small-to-medium sized, knowledge-and-design-intensive, high value-added enterprises in good and services; AND WHEREAS the Council of the Regional Municipality of Niagara approved an overall community sustainability direction through the report titled A Blueprint for an Even Better, Smarter Niagara: Assessing Niagara Against the Melbourne Principles, wherein said report it was clearly identified that the Niagara community's prospects for successful long-term sustainability must include closer alignment between the goals of the local university and the municipal sector; AND WHEREAS the Council of the Regional Municipality of Niagara has prepared and approved, through. funding partnership with the Province of Ontario, an Agricultural Action Plan, two of the priorities of that Plan being investment in research and innovation centred on Vineland Research Station and on developing small and medium value-added processing for Niagara's current and future agricultural products; AND WHEREAS 'Navigating Our Future: Niagara's Economic Growth Strategy 2005-2010 identifies the need for investing in research & innovation, with a particular emphasis on developing local talent through aligning goals and related efforts with post secondary institutions, the private sector and Brock University; Hon. Dalton McGuinty Page 2 February 21, 2007 AND WHEREAS that same Economic Growth Strategy emphasizes creating a competitive business environment, including fostering competitiveness, efficiency and innovation in Niagara's government and business sectors; NOW THEREFORE BE IT RESOLVED, that The Council of the Regional Municipality of Niagara supports Brock University's request to the Province of Ontario for $42.5 Million. capital funding for expanded research capacity on the basis that such increased capacity assists in supporting local efforts at creating local economic self-reliance and overall integrated community sustainability; AND FURTHER directs that a copy of this resolution be forwarded by the Regional Chairman to the Premier of Ontario; the Ministers of Colleges and Universities; Agriculture, Food and Rural Affairs; Economic Development and Trade; Finance; MPPs and area municipalities. BOX 1042 THOROLD ON L2V 4T7 Dear Mrs. Gilroy: RE: NiaQara Area Courts - Prosecution User Fees This is to advise that Council of the Town of Pelham, at its last regular meeting held on Monday, December 18, 2006, resolved to enact the following resolution: "THAT, whereas the Niagara Region Courts Intermunicipal Agreement provides that the Region of Niagara, "Agent" for the participating municipalities for the Provincial Offences Act courts administration program, shall be responsible for all costs and expenses of the program for which the Region receives 500/0 of the net revenues to provide such service, including the prosecution of Provincial Offences, Committee recommend that Council object to the imposition of Prosecution User Fees proposed by the Joint Board of Management of the Niagara Region Courts; AND THAT the Clerk forward, forthwith, a letter to the Council of the Regional Municipality of Niagara and the Joint Board of Management of the Niagara Region Courts, with copies to all area municipalities, advising the Region of Niagara that the Council of the Town of Pelham objects to the imposition of additional charges for the service in the form of user fees for prosecutions unless and until the partners to the agreement are in accord and the Intermunicipal Agreement is amended accordingly." - 2 - The Town of Pelham respectfully requests that Regional Council consider the resolution set out above which outlines their objection to the imposition of user fees for prosecutions. ' January 25, 2007 The Honourable Dalton McGuinty, Premier of Ontario Legislative Building Queen's Park Toronto, Ontario M7 A 1 A 1 Dear Premier McGuinty: Re: Health Care and Physician Recruitment Concerns Please be advised that Thorold City Council at its January 23, 2007 meeting adopted the following resolution: WHEREAS a number of Ontario municipalities have been identified as being in dire need of family physicians; AND WHEREAS in 2006 the Niagara Region reported a 26. 7% shortfall in the number of required physicians; AND WHEREAS in this time of a critical shortage of family physicians in Ontario, local levels of government have been forced to respond with physician recruitment programs; AND WHEREAS like many Ontario municipalities, the City of Thorold has incurred considerable expense, using municipal property tax funds, to attract and retain physicians to its community; AND WHEREAS the primary responsibility for the provision of health care in Ontario rests with the Province. NOW THEREFORE BE IT RESOL VED BY THE CORPORA TION OF THE CITY OF THOROLD THA T the City of Thorold calls upon the Government of the Province of Ontario to continue its efforts to resolve the current problems with the health care system to alleviate the shortage of physicians and the need to fund physician recruitment programs from the municipal property tax base. EXECUTIVE SUMMARY In recognition of the important role that Reservists have in Canada's Armed Forces, and peacekeeper programs and their need to train, volunteer and respond to crises when called upon, we as a community leader and employer support, subject to contingency of services, unpaid employee leaves of absenCe to serve as Reservists in the Canadian Forces. FINANCIAL IMPLICATIONS There are no financial implications associated with this report. pURPOS'E To seek Council support for unpaid military leave of absence when requested by employees to serve as Canadian Reservists. BACKGROUND Over the past few years Reservists are taking a greater profile in the Canadian Military. With the escalation of Canadian involvement in Afghanistan and Yugoslavia, there is an ever growing need for Canadian employers to support the efforts of our Reservists by guaranteeing employment following their military service to our country. - 1 - .. HR 03-2007 JanuarY 10, 2007 REPORT According to the Hamilton Spectator, (July 21, 2006, page A16) "Canada has 24,000 reservists...and over 29,800 inactive reservists who could be mobilized at any time if needed". While we do not have any employee leave of absence application to Serve as a Reservist at this time, it is more likely today than in the past humber of years that we may be requested to grant a leave of absence without pay to an employee to service his/her country as a Reservist. In such instance, we should be prepared, subject to contingency of services and concerned collective agreements where applicable, to grant leaves of absence without pay and assure a return to work following military service. It is thus recommended that Council pass a resolution that any employee application for unpaid leave not be unreasonably withheld in order to serve as Reservists in our Canadian Military. Hudak, MPP Region of Niagara Municipalities in Niagara Region (';';'1 Mfirfb Friday, January 19, 2007 To All Ontario Municipalities with a Population of Less Than 250,000: The Council of the Town of Minto, at the January 17, 2007 Council meeting, unanimously adopted the following Resolution: WHEREAS: The Walkerton Tragedy of 2000 has been responsible for the implementation of countless regulations and Acts that have forever changed the method municipalities deliver safe drinking water to their residents; AND WHEREAS: In order for a municipality to be in compliance with the countless regulations and Acts enforced by the Ministry of the Environment, millions of dollars in infrastructure upgrading must be spent with reconstruction of water towers, water pump houses, water mains, sewer mains, sewage treatment plants, to name a few,' are necessary,' AND WHEREAS: The Minister of Public Infrastructure Renewal, the Honourable David Caplan, at the OSUM Conference in Owen Sound in 2004 announced the Canada Ontario Municipal Rural Infrastructure Fund Program (COMRIF)for municipalities with apopulation of less than 250,000,' AND WHEREAS: Through COMRIF, the governments of Canada and Ontario are each investing up to $298 million over the next five years to improve public infrastructure in small, urban and rural municipalities throughout the Province of Ontario,' AND WHEREAS: The priorities for Intake One and Intake Two were local bridges and roads, solid waste management, water and wastewater (i. e. sewage) and these projects must also be supportive of federal and provincial policy directions such as reducing greenhouse gases, sustainable water and sewage systems, economic development and increased waste diversion with an equal emphasis placed on health and safety and the quality of the project in addressing public policy priorities; AND WHEREAS: The priorities for Intake Three were assessed using three criteria,' being health and safety, public policy priorities and value for money; - 2 AND WHEREAS: Small rural municipalities must spend limited funds and staff resources to prepare detailed applications and engineering drawings, which must accompany the COMRIF application and in many cases thousands of dollars are spent preparing the application leaving the unsuccessful municipalities more in debt than they were previous to applyingfor the COMRIF grant; NOW THEREFORE BE IT RESOLVED THAT: The Town of Minto petition the federal Minister responsible for infrastructure and COMRIF, the Honourable Lawrence Cannon and the provincial Minister of Public Infrastructure Renewal, the Honourable David Caplan to reimburse those municipalities that were unsuccessful in all three COMRIF Intakes the engineeringfees that were paid in order to submit the COMRIF application; AND FURTHER THAT: This Resolution be forwarded to all municipalities in the Province of Ontario with a population of less than 250,000 for their support; AND FURTHER THAT: The Town of Minto's Member of Parliament, Gary Schellenberger and their Member of Provincial Parliament Ted Arnott be sent a copy of this Resolution requesting their support for the reimbursement of the engineeringfees paid by the Town of Minto in the amount of$15,OOO. Please be advised that at the Council of the City of Stratford, at their meeting on December 11, 2006 passed the following resolution regarding certain matters/issues concerning poverty or those people who have a financial hardship: 1. That Council does support the ideals and purpose of rent-to-own, building of more co-operative housing and similar models of housing that integrate people into all levels of society. 2. That The City of Stratford shall request of all levels of Government to increase funding to shelters for women and children escaping violence and abuse. 3. That The City of Stratford shall request the Federal Government to set an actual "poverty line" based upon the basic living needs of an individual, a couple, a family with two and then four children within the Country of Canada. 4. That The City of Stratford shall further request that the Federal Government review the taxation of seniors and low-income earners living at or below the "poverty line". 5. That the City of Stratford shall request all levels of Government to create more support systems for low income seniors pertaining to property taxes, enabling them to remain in their own homes. 6. That The City of Stratford shall request that all level of Government honour their commitments, past and present, to alleviate the situation immediately and that Federal and Provincial members of Parliament and also AMO be asked to provide their support of these resolutions. ATTENTION MUNICIPAL CEMCS: WHEREAS the Federal Government is responsible for grants for emergency planning and equipment through the Joint Emergency Preparedness Program (JEPP); AND WHEREAS the funding formula and application process have not been revised for many years; AND WHEREAS the timelines outlined in the application process are based on a fiscal year whereas the Municipality operates on a calendar year; AND WHEREAS the Ontario Association of Fire Chiefs in 2002, through the Canadian Association of Fire Chiefs, petitioned the Federal Government to increase grants and reduce limitations through the JEPP process, with no resolve; AND WHEREAS all Municipalities must meet and maintain the emergency preparedness requirements outlined in the Emergency Management and Civil Protection Act, R.S.O., 1990; AND WHEREAS changing weather patterns are resulting in more frequent and more violent storms; AND WHEREAS in 2006, many municipalities including the Township of Scugog incurred significant costs for the cleanup following these storms; AND WHEREAS funding is required, particularly by small, rural municipalities; NOW THEREFORE BE IT RESOLVED THAT the Council of the Township of Scugog petitions the Minister of Community Safety and Correctional Services; Emergency Management Ontario and the Federal Government to revise the funding formula and application process for the Joint Emergency Preparedness Program to increase grants available for emergency preparedness purposes and reduce funding limitations; AND THAT a copy of this resolution be sent to the Honourable Bev Oda, MP, and Mr. John O'Toole, MPP, the Minister of Community Safety and Correctional Services, the Commissioner of Emergency Management Ontario, the Minister of Public Safety and Emergency Preparedness Canada, the Director of Durham Emergency Management Office, and to the Association of Municipalities for distribution to all CEMCs in Ontario for endorsement. THAT the Town of Newmarket request the Province of Ontario to: a) Review and amend the Highway Traffic Act and associated regulations and standards as required regarding school area and school crossing zone signage; b) Provide approval for the use of Fluorescent Yellow Green school signage; c) Provide a formal decision on this matter prior to the start of the 2007/2008 school year; 2. Banting entrusted the Ontario Historical Society with the 100 acre Banting family homestead through a bequest in his last will and testament; And Whereas during the period of time that the Ontario Historical Society has owned the Banting homestead the condition of the buildings has deteriorated and the property has not been used in a manner that is consistent with honouring the work of Sir Frederick Banting; And Whereas the Town of New Tecumseth believes that the lands as well as the buildings have an important historical and heritage connection to Sir Frederick Banting and his achievements; And Whereas the Town has attempted over many years to facilitate in good faith the transfer of the lands to a not-for-profit organization that would ensure that the buildings are repaired and the lands and buildings are used to properly commemorate the importance of the Banting legacy to not only the community in which it is located but also to the world; And Whereas the Ontario Historical Society has agreed to sell the 100 acre Banting Homestead lands to the highest bidder who we understand proposes to only make available a small parcel size surrounding the buildings for the purposes of recognizing Sir Frederick Banting; And Whereas the Town believes that the minimum parcel size for the purposes of properly honouring both the intentions of Edward K. Banting in bequeathing the lands to the Ontario Historical Society and the work of Sir Frederick Banting is 70 acres; Now Therefore Be It Resolved: 1. That the Town of New Tecumseth expresses its extreme disappointment with the Ontario Historical Society in agreeing to sell the Banting Homestead Lands without ensuring that a minimum of 70 acres of the 100 acres of the original lands bequeathed to the Society by Edward K. Banting were available to educate the public about the historical significance of the work of Sir Frederick Banting; 2. That the Ontario Historical Society and the Ontario Historical Society Foundation be formally requested to support the designation of the northerly 70 acres pursuant to the Ontario Heritage Act, 2005; 3. And that this resolution be forwarded to Helena Guergis, MP Simcoe Grey, the Premier of Ontario, Jim Wilson, MPP and the Association of Municipalities of Ontario for circulation to its member municipalities for support.
