Director of Transportation Services Subject: QEW Widening Highway 406 to the Garden City Skyway r The Ministry of Transportation of Ontario (MTO) is in the process of completing the expansion to the last remaining section of the QEW between Toronto and Niagara Falls to asix-lane cross-section. The project is located 1.1 km west of Seventh Street to the Garden City Skyway, in the City of St. Catharines, Regional Municipality of Niagara. The purpose of the proj ect is to provide improvements to this section of the QEW by widening from four to six lanes, constructing a median tall wall barrier and new storm drainage system, reconstructing / re-configuring interchange ramps,. rehabilitating, widening or replacement of structures, and providing full illumination to address safety, operational and capacity concerns. The work is scheduled to be completed in 5 stages starting in the summer of 2007 and completion by summer 2011. Traffic impacts on the QEW will be minimized during construction through the implementation of the following measures: • during construction all 4 lanes of traffic on the QEW will remain open except during specified night-time hours when 1 lane in each direction may be closed during the demolition of the Lake Street and Martindale Road bridges, a lane reduction to lane in each direction and local detours will be permitted for up to 12 hours maximum • throughout the construction period, an alternate route will be signed to allow QEW traffic to bypass St. Catharines. The alternate route is Hwy 406 to Hwy 58, and rejoin the QEW at Thorold Stone Road. The route will be signed in both directions. This document also provides the environmental policy context for this study. The Overview of Transportation and Socio-Economic Conditions within the Analysis Area was prepared to provide a baseline of transportation and socio-economic data and a historic examination of existing conditions and patterns in the Preliminary Study Area. The report provides an outlook on all modes of transportation for moving people and goods, as well as outlining the transportation and economic policy context for this study. The purpose of the study is to consider all options to add capacity to the transportation corridor that links Niagara to the GTA. In support of this study, the Ministry will be asking motorists crossing the four international bridges in Niagara to participate voluntarily in an Origin-Destination (0-D} Travel Survey. The Niagara Frontier international Bridge Crossing Survey will be conducted over 8 separate days between July 10 and July 22, 2007. The purpose of the survey is to provide current international travel patterns and characteristics in the corridor. The last Origin-Destination Survey of auto drivers crossing the Niagara international bridges was conducted in Summer 2400. Drivers will be directed by a traffic control crew to a designated location away from the main bridge traffic flow to ensure that the interviews are conducted safely. The interviews will collect information such as trip origin, destination, purpose, duration, and frequency. All survey information collected is confidential and no personal information or license plate numbers will be collected. There will be noway of linking interviews to specific persons or vehicles. Business Arising • Community Arts Ontario Conference -verbal update from Staff Staff informed the Committee that they have been in contact with C.A.O. regarding the possibility of Niagara Falls hosting the 2009 conference. City Staff informed them of our concerns regarding the template agreement and the financial implications. C.A.O. have agreed to meet with Staff to discuss these concerns. The meeting will take place sometime in June or July. The Arts and Culture Committee has until the fall 2007 to make a firm decision about hosting the conference. Action: Staff will report back to the Committee once the meeting has taken place. 3. Communications • Neta Hatinakwe Onkwehowe Native Arts - Letter of Reference Request. The Committee was not comfortable providing a letter of reference for a group they know very little about. It was suggested that the group be invited to make a deputation to the Committee so that an informed decision could be made. The meeting will be held an; Monday, July 23, 2007 at 7:00 p.m. in the Council Chambers, City Hall, 4310 Queen Street. Purpose of the Amendment: The Ministry of Agriculture, Food and Rural Affairs has issued a new set of Minimum Distance Separation Formula (MDS} effective January 2007. The MDS formulae establish the minimum distance setback between livestock operations and other land uses in order to minimize nuisance complaints due to odour. Under the Provincial Policy Statement, municipalities are required to comply with the MDS formula. In order to implement the MDS, amendments to the City's zoning by-laws are needed as follows: Zoning By-law No. 79-200: an update to the existing reference to MDS formulae with the deletion of the reference to the Agricultural Code of Practice and the addition of regulations dealing with the replacement of structures destroyed by a natural catastrophe, the consideration ofnon-active cemeteries as a low density land use, and the application of a minimum setback to existing lots of record. Zoning By-law Nos. 395,1538 and 70-69: to add a regulation on the MDS to the general provisions section of those by-laws including references to the replacement of structures destroyed by a natural catastrophe, the consideration ofnon-active cemeteries as a low density land use, and the application of a minimum setback to existing lots of record.
