The motion on Report R-2007-16 -The Centennial Water Molecule, be amended to read: 1) That the Centennial Water Molecule, currently located at the Hi-Tech Material Handling Company site, Niagara-on-the-Lake, (Virgil) be returned to the City of Niagara Falls until construction of the 4 pad community arena is completed. 2) That the Centennial Water Molecule be installed on a permanent basis to the new 4 pad community arena once constructed. 3) That management of Hi-Tech Material Handling be invited to the opening and thanked for their years of guardianship. REPORTS a) MW-2007-95 Corwin Avenue -Traffic Operations Review Severs! residents from Corwin Avenue were in attendance and addressed the Committee. Comments were both pro and con to the issue of closing Corwin Avenue south of Lundy's Lane. -2- It was ORDERED on the motion of Councillor Pietrangelo and seconded by Councillor Thomson, 1) That Corwin Avenue not be closed south of Lundy's Lane (Parts Source Store) 2) That staff report back on options for traffic calming. Action: Recommendation submitted to Council 2007-09-10 b) MW-2007-101 Pitton Road at Lynhurst Drive Intersection Control Review Mr. Brian Thompson and Mr. Bruno Maturi were in attendance at the meeting and expressed their concerns with safety issues at the Pitton Road and Lynhurst Drive intersection. It was ORDERED on the motion of Councillor Thomson and seconded by Councillor Thomson, hat the yield sign facing eastbound motorists on Lynhurst Drive at Pitton Road be replaced with an all-way stop control. Motion: Carried Action: Recommendation submitted to Council 2007-09-10 f) MW-2007-109 Proposed Extension of Young Road (West of Morris Rd.) Request for Development Agreement It was ORDERED on the motion of Councillor Thomson and seconded by Councillor Pietrangelo, that staff be directed to prepare a Development Agreement between the City and Eric Wiens Construction Ltd. that will set out the terms for the construction of Young Road (West of Morris Road) to the current municipal standard at the proponent's expense. Motion: Carried Action: Recommendation submitted to Council 2007-09-10 g) MW-2007-96 Tender #152-05 Weightman Bridge Rehabilitation It was ORDERED on the motion of Councillor Fisher and seconded by Councillor Pietrangelo: 1. That this reprt be received for information regarding issues/progress and investigations to date on the above noted project; 2. That Council approve the scheduling of a Public Information Center for this Fall to introduce the project to the interested/affected public and stakeholders and to solicit input on construction staging alternatives. 3. That Council approve the potential delaying of construction of the proposed Bridge Rehabilitation from 2008 to 2009 based on the reasons contained in this report; -4- 4. That Council authorize the investigation and assessment of alternatives for the replacement and relocation of the existing watermain crossings on the current bridge structure based on the rationale as outlined in this report. 5. That this investigation is to follow the Municipal Class Environmental Assessment process for a Schedule "B" project 6. That the Municipal Class EA be undertaken in-house by City staff. BACKGROUND: On July 19, 2007, the City of Niagara Falls experienced an intense storm that resulted in flooding and sewer surcharging in certain sections of the urban area. At its meeting on July 23, 2007, Council directed staff to prepare a report "outlining a chronology of events forthe requests for service related to flooding made to the City and Region since 2000 in the Beaverdams area." The purpose of this report is to provide City Council with a summary of the findings to date and to seek authorization to implement an action plan to mitigate the impacts of intense storm events and their potential for damage to the public infrastructure and private property in the Beaverdams area and other areas that reported flooding on that date. Storm Intensity and Duration The intensity of the storm was measured by rain gauges located at various Regional Niagara facilities across the City. Loratinn Rainfall (mm) Duration (min.) Community Services Department Municipal Works September 24, 2007 - 2- MW-2007-108 Despite the relatively short duration of the storm, the impact of the storm was felt immediately. The antecedent dryweather created compact soil conditions that allowed rain water to run off lawns and landscaped areas. Under normal conditions, some of this water would have been absorbed or at least detained by vegetation in the roadside ditches, swales and grassed areas. The net effect of these conditions meant that the peak flows from the storm entered the ditches, catch basins, culverts, storm sewers and combined sewers more rapidly than they were designed to handle under normal wet weather conditions. These systems are designed (theoretically) to capture and convey storm events that occur within a standard period of time. The generally accepted practice for piped systems is the 5-year return storm or stated differently, the intensity and duration of a typical storm you might see every five years. It is acknowledged that it would not be practical to design and construct a system that would handle every single rainfall event and therefore, flows that cannot be conveyed within the piped system are allowed to surcharge to the road system where they are temporarily stored until the peak flows subside. In the case of combined sewers surcharging occurs into sewer laterals and basements. Overthe past decade, the City has been experiencing climatic changes that have resulted in fewer but more intense storm events. This constantly changing benchmark makes it difficult to quantify the impact of storms and predict which areas of the system will fail under certain conditions. For example, in anticipation of the storm's arrival, staff prepared themselves to respond to two areas where we have historically received chronic flooding problems (Lexington Ct., Sarah St.). In both cases the systems were functioning below full capacity and emergency flood relief was not required. Summary of Service Requests and Staff Response The Service Centre received 50 calls reporting either basement flooding orroadway/private property flooding immediately following the storm. The basement flooding locations can be generally characterized as those homes connected to combined sewers with relatively shallow depth (2.5m or less). The roadway/private property flooding was limited tolow-lying areas most notably, and the lands on the south side of Beaverdams Road between Magnolia Drive and Booth Street. The intensity of the storm in this area of the City can be quantified as greater than a 25- yearstorm for the 10 minute duration when it rained the hardest. This suggests that even if the City had installed afully-functional separated storm and sanitary sewer system designed to current standards some flooding would likely still have occurred because the level of protection would only have captured up to the 5-year storm event. A quick review of the Service Request Historyforthe Beaverdams Road area overthe past 6-years indicates an increasing number of requests primarily to clean out catchbasins, remove blockages, replace entrance culverts and repair washouts. In each of the +/- 20 cases the work orders were completed but these responses simply restored the previous condition. Our investigation has revealed that many of the ditches are poorly graded and need to be re-shaped to keep road drainage within the road allowance. Some of the culverts are undersized and contain silt that constrains the free flow of drainage. Spot repairs and minor maintenance activities done in the past have only made marginal improvements to the systems efficiency. September 24, 2007 - 3- MW-2007-108 Beaverdams Road Area Beaverdams Road was downloaded to the City from the Region in 2000. It has asemi- urban road cross-section (i.e., ditches on both sides) and the adjacent properties are serviced by combined sewers. The roadside ditches over the years have been modified, filled or poorly maintained in some areas but for the most part are functional only during minor storm events. The roadway has been overlaid with asphalt and traffic calming devices were installed in 2004 by the City. Staff recall requests from area residents to install storm sewers in this area however over the years, funding for Capital Projects of this scale has been directed to other areas that were experiencing problems during minor storm events. The flooding experienced at 7964 Beaverdams Road on July 19, 2007 was exacerbated by the fact the elevation of the lot is considerably lower that the roadway allowing surface drainage to collect on private property. From the photographs and written accounts of the flooding events, it is evident that the overland flow that was coming from the south east could not be contained within the municipal road allowance. The matter is currently being reviewed by the City's insurance adjuster and therefore no further comment can be made in this regard. Orchard Grove Extension Subdivision The development of the Orchard Grove Extension Subdivision (Magnolia Dr.) and Recine Court Subdivision has storm drainage systems that have been designed and constructed in accordance with the 5-year return storm criteria which has been approved by the Ministry of the Environment. During major storm events when the systems reaches full capacity the overflow is directed out to Magnolia Drive. Magnolia drive subsequently drains out to Beaverdams Road. Staff has reviewed the storm water management reports filed forthese developments and can confirm to the best of their knowledge that the system functioned as designed. Combined Sewer Separation Program Staff has been monitoring a suspected cross connection between the storm and sanitary sewer at the intersection of Drummond Road and Dunn Street which allows storm water to outlet directly into the sanitary sewer at a manhole located in this intersection. A follow up investigation shows that this overflow was activated during the July 19, 2007 storm confirming that the system experienced surcharging in this area. The combined sewer overflow (CSO) located in the trunk sewer inside the Thundering Waters Golf Course (known as the Pells Creek overflow) also showed evidence of surcharging. The City's efforts to separate storm water from sewage flows has been impressive over the past five years however there are many more areas within the City that are at risk. Staff has been working with the Ministry of Environment to strike a proper balance between the addition of flows from new development and the reduction of overflows to the natural environment during wet wether events. September 24, 2007 - 4- MW-2007-108 Proposed Action Plan Notwithstanding the extreme conditions that contributed to the flooding in these areas of our municipality, the City should consider the following actions to ensure that impacts from future storm events are minimized. Reallocate existing resources to increase the sewer flushing, catchbasin cleaning and manhole rehabilitation programs to ensure the existing systems function to their maximum capability. (No additional costs to operations budget). 2. Remove the .sanitary/storm cross-connection at the intersection of Drummond Road/DunnStreet ($35,000) 3. Modify the existing weir at the Pells Creek CSO to improve the flow pattern within the manhole so that upstream properties have a greater level of protection from surcharging. ($10,000) 4. Advance the completion of the Niagara Falls Pollution Control Plan and CSO Abatement study to ensure that identified priority projects can be considered in time for the 2008 Capital Budget deliberations. (No additional costs) 5. Re-establish the outlet, construct proper ditches and replace undersized or damaged entrance culverts on Beaverdams Road as an interim relief measure. (No additional costs to operations budget). 6. Prepare cost estimates and an implementation schedule for the separation of sewers in the Beaverdams Road area through the Municipal Class Environmental Assessment process. (Costs to be determined). 7. Prepare an information pamphlet/booklet for residents that will provide cost effective technical advice on how to prevent or minimize the impacts of flooding through the use of proper lot grading, downspout and weeping the disconnection, backflow prevention and sump pump maintenance. Further, that Council direct staff to pursue the closure and conveyance the surplus portions of the subject roadways with the proponent and/or other interested parties. BACKGROUND: " Municipal Works staff received a letter dated September 7, 2007 from Mr. Nick Romagnano requesting permission to upgrade the municipal roadway along the frontage of his property at 13671 Willoughby Drive so that he can satisfy the requirements of the City's Zoning By-Law and make the property eligible for development as a residential lot. The property owner has received a notice from the Niagara Regional Public Health Department to refrain from occupying the existing mobile home trailer on site until the requirements of the Ontario Building Code are met and all municipal requirements to accommodate a residential dwelling are satisfied. The City's Zoning By-Law currently requires 200' of frontage on an improved municipal road. The current policy requires the proponent to enter into a D,~~f3't@Jjment Agreement with the City to ensure that a proper standard roadway is constr\JX~t~.Gf"iat the developer's expense. Once constructed to the City's satisfaction the ro~d;wJl':ib:e opened, dedicated as public highway and formally assumed in the City's rQ~:H;j>$y.st:em. ~ The subject property (see attached plan).is'~huated in a remote rural area and is adjacent to two (2) municipal road are not likely to be extended in the foreseeable future due to the location of Highway. Community Services Department Municipal Works September 24, - 2 - MW-2007-115 From an operations perspective, staff is examining opportunities to reduce its operating costs and exposure to risk and liability, and would preferthat neither Morningstar Road nor Willoughby Drive be extended. Rather, staff is recommending that the frontage on both roads (100ft in each direction) be improved so that maintenance activities including waste collection, snowplowing and ditch clearing could be limited. This configuration would also provide advantages to other emergency services who would otherwise have more difficulty turning around at the end of the long dead end roadways. Given the existing condition of the gravel road in this area the costs to improve the roadway is estimated to be approximately $5,000-$10,000. The current owner is proposing to sell the property to a new owner who plans to construct a permanent residential dwelling on the site. This request and recommendation represent a resolution and reasonable compromise for an ongoing problem for both the property owner (compliance) and the City (operations). Council's consideration of this matter and direction is appreciated. BACKGROUND: During the Grassy Brook Sanitary Sewer Environmental Assessment process, there were discussions on traffic control requirements and possible road closures during construction due to the excessive depth of the sanitary sewer. Niagara Region had plans to rehabilitate the Montrose Road bridge crossing the Welland River and were intending to detour the road during the construction period in the Spring of this year. Due to the number of City construction projects (four) in this area, the Region elected to delay their project and offered to maintain the detour for the City's projects. City staff had contemplated traffic control during construction but during the design phase it became evident that due to safety concerns, it would not be feasible due to the depth of the sewer pipe and excavation the width of the entire northbound lane. The construction operation also involved the movement of massive amounts of soil and granular material which required the use of the southbound lands for material handling. Due to the width of the excavation being to the road centerline, it was also determined that the site could not be made safe for public access during the hours that the construction was not occurring. With barriers being placed at the center of the road, traffic would be directed closer to the roadside shoulder and ditch thereby creating a potential dangerous situation during the evening and early morning hours. As well, the preparation of the barrier system would also affect construction progress adding costs and time to the completion of the project. The opening and closing of the road detour may well have led to public confusion regarding the accessibility of this road. Therefore, for the above reason, it was considered to be in the public's best interest to have the road detoured for the extent of the construction period which is now expected to be completed by the end of November 2007. Therefore, for the above reason, it was considered to be in the public's best interest to have the road detoured for the extent of the construction period which is now expected to be completed by the end of November 2007. Regarding the cost-sharing agreement and the claim that the property owners at 8841 Montrose Road can be serviced by recent sanitary system construction, there is no possibility of this occurring. The forcemain that was recently constructed on Montrose Road cannot be utilized by this residence as it is strictly a sewage conveyance system under pressure that discharges flows from the Grassy Brook Pumping Station to the gravity sewer located on Montrose Road and Brown Road. This system is totally independent of the system that discharges to the Oakwood Drive sanitary sewer and therefore any cost- sharing agreement is no way related to the recent sanitary sewer construction work servicing the Grassy Brook area. City Council has directed staff to prepare afront-end agreement and are meeting with the owner of Sam's Montrose Hotel in the next couple of vyeeks to address some minor details. BACKGROUND: At the July 9, 2007 meeting, Council requested Staff to further review the opportunities and associated costs to improve the appearance of the median at Highway 420 and Stanley Avenue. The report (attached) was deferred and staff was asked to `jazz up' design options. A lack of maintenance, which lead to overgrown grass and weeds had been identified as a concern by Council and residents. The two original design alternatives, Option A and Option B were developed by PRC staff to create a more aesthetically attractive gateway corridor that is low maintenance (no need for irrigation and electrical services) and does not present a visual distraction for drivers. The additional designs and applicable budgets are outlined within Option C, and Option D. Design Option `A' (Stanley Avenue to Drummond Road, approx. 3,200 lin. feet) Utilizing the improvements in artificial turf, Option `A' recommends that the raised gravel section of the median be covered with artificial turfwith a slight crown. Planting bed areas along the centre of the median would be cut out of the artificial turf for planting of low maintenance trees with a narrow upright growth habit, such as evergreen trees and Columnar Oak Trees. Banner poles may also be considered if budget permits. The median section covered would be from the Portage Road overpass east toward Stanley Avenue. The Ministry (MTO} had removed the plant materials from the median in response to the complaints regarding appearance, the difficulty of ongoing maintenance of the median, and MTO budget constraints. The Highway 420 median starts at Stanley Avenue continuing in a westerly direction and is a highly visual gateway corridor to the City of Niagara Falls. Presently, the median is a raised concrete wall with gravel. The overall length of the median is 900 linear metres or approximately 3000 feet. The width of the median is narrow at the start then widens to approximately 6 metres or 20 feet, and then narrows again. Photos of the median are attached. Communication with MT4 representatives was ini#iated to discuss the appearance concerns and potential opportunities for improvement. Staff prepared two draft design options that provide potential enhancements to the median section which starts at Staniey Avenue and ends at the Drummond Road bridge overpass.
