Dear Premier McGuinty,
The presence of two casinos in Niagara Falls has and continues to be a
tremendous economic generator for Niagara Region, providing 2000 direct jobs
and tens of millions of dollars in annual payroll. In addition to the valued
employment opportunities for a significant proportion of St. Catharines residents,
the economic spin-offs associated with the two casinos provide security for
companies supplying services to both venues.
It has come to my attention that the future of Casino Niagara may be in jeopardy
as the existing two-year lease draws to an end. It is my understanding that a
significant extension to the current lease between the Ontario Lottery and
Gaming Corporation and the landlord has not been finalized.
We respectfully request the Province, through the OLG, enter into along-term
lease agreement-for Casino Niagara, ensuring the continued positive economic
benefits for all public and private stakeholders.

Speculation continues in Niagara Fails that the Province of Ontario is planning #o close Casino
Niagara. The Chamber of Commerce Niagara Falls, Canada is deeply concerned about this
possibility and the impact it would have on our community.
Since opening in 1996 Casino Niagara has played a major role in the economy of Niagara Falls.
In fact, the City of Niagara Falls has advised us that more than $2.5 billion in private sector
tourism investment has been made as a direct result of the Province's commitment to maintaining
two casinos. We believe this is significant evidence of the success of the Province's goal to have
casinos serve as catalysts for tourism development.
More than 1,500 people are employed at Casino Niagara translating into millions of dollars
annually in payroll. The economic spin-off of that payroll impacts economic sectors such as new
home construction, small business start-ups and much more.
Niagara Falls is one of the fastest growing tourist sectors in Canada. Tourism spending in our
community is significant as is the impact of the dollars spent in our community by visitors. We are
still a "must see" destination for dignitaries from all over the world.
Tourism is a major industry and employer in Niagara Falls. It is imperative we continue to support
it. In our view, both casinos in Niagara Falls are significant to the attraction of visitors. The
casinos are also an integral part of continued tourism development in Niagara Falls and Niagara
as a whole.
The Chamber of Commerce Niagara Falls, Canada urges you to consider tourism and the
economic facts before making a decision to close this important economic gerierator.

At their most recent meeting, Niagara Falls City Council passed the following resolution:
WHEREAS in the last Provincial election there was a promise, reported in the local media, to
convert the temporary Casino Niagara into a permanent facility if the Liberals were victorious; and
WHEREAS to date the government Casino Niagara has operated on a series of short-term leases;
and
WHEREAS 1,500 jobs at Casino Niagara within the Niagara Region are at stake if Casino Niagara
were to close; and
WHEREAS there will be an extremely negative ripple effect throughout the Niagara Region, by way
of increased unemployment and loss of investor confidence, if Casino Niagara were to close; and
WHEREAS there will be tens of millions dollars of lost development opportunities if Casino
Niagara were to close, especially in the vicinity of Casino Niagara.
THEREFORE BE IT RESOLVED THAT prior to the upcoming October 10, Provincial election,
the electorate of Niagara would like an official reconfirmation of the commitment to keep Casino
Niagara open; and

Firstly, on behalf of the municipality, I would like to thank you for your preservation and
stewardship over the City's Centennial Water Molecule over the last decade or so. Your
maintenance of this valued piece of art is greatly appreciated.
As you are aware, there has been much discussion regarding the molecule. At a meeting this past
summer, Council passed the following motion:
That the Centennial Water Molecule, currently located at the Hi-Tech Material Handling
Company site, Niagara-on-the-Lake, (Virgil) will stay at your site until construction of the four
pad community arena is completed; and
That once the four pad community arena is completed, the Centennial Water Molecule will be
installed on a permanent-basis at that site; and
That management of Hi-Tech Material Handling is invited to the opening and thanked for
their years of guardianship.
I trust you can fully appreciate that many in our community, especially in the local arts community,
would like to see the Centennial Water Molecule prominently displayed at a public venue in Niagara
Falls. With regard to the last point, I am sure there is a possibility of some inscription or notation
being made to permanently recognize your guardianship of the water molecule on the site.

STRATFORD, Ont.-Liberal Leader Dalton McGuinty says he will ban
pesticides on lawns and force manufacturers to reduce the toxins they
produce if his government is re-elected.
"The first thing we want to is put a ban on the cosmetic use of pesticides
and herbicides," McGuinty said yesterday, noting that Quebec has already
done so.
"We are determined to get it done here," said McGuinty. "There is a
growing concern about the potential harmful effects of these products on
human health."
The Ontario-wide ban on pesticide and herbicide use would "focus" on
lawns and gardens in cities and towns and not apply to golf courses,
farmland or managed forests, the Liberals said.
Twenty-five municipalities across the province have already restricted the
cosmetic use of pesticides and herbicides.
They include Toronto, where on Sept. 1 homeowners started to face a fine
for applying the chemicals to lawns and gardens, a penalty that previously
applied only to lawncare companies.
McGuinty said Ontario would borrow heavily from a Massachusetts law
requiring pesticide manufacturers to reduce the toxins they use in

production.
"We will be the first province in Canada to put in place a new law that
would require that industry reduce over time its toxic emissions," he said.
He had few details about how long it would take to get such a law into
effect. In Massachusetts it took about a year to implement and cut the
toxin level in half, he said.
Later in Belleville, McGuinty visited a flooring manufacturer, InterfaceFLOR
Canada, that has saved more than $14 million by eliminating toxic
chemicals involved in its dye production.
NDP Leader Howard Hampton has proposed aright-to-know law that would
ensure people know what toxins and other environmental hazards are in
food, ground, air and water.
During a campaign stop in Walkerton -his first visit in the Ontario town
since the 2003 election campaign -McGuinty talked about clean water.
Seven people died there seven years ago after drinking water
contaminated with E coli.
He brushed aside suggestions he was exploiting the tragedy that also left
scores of residents with long-term health problems.
"I am here to celebrate the fabulous turnaround and evolution that this
community went through. Government played nothing more and nothing
less than a supportive role," he said.
Still, he reminded supporters that his government implemented all 121
recommendations from Mr. Justice Dennis O'Connor's inquiry into the
Walkerton tragedy, hired 33 new water inspectors and provided almost $2
billion for water treatment improvements.
The Progressive Conservatives issued a statement saying McGuinty has
refused to enact the Sustainable Water and Sewage Systems Act, 2002,
introduced and passed by the PC party in the wake of the Walkerton
tragedy. It was cited by O'Connor as an important step in restoring
confidence in Ontario's drinking water.

Dear Resident,
Certain households in your neighbourhood (the area bounded by Morrison
Street, Pettit Avenue and Carolyn Avenue} have encountered rats on their
property and have contacted the Public Health 1epartment with their concerns.
In order to address these concerns this letter is being sent to assist you in
dealing effectively with this issue.
Rats aze known carriers of dzsease and efforts to eliminate them from areas of
human habitation are important. The following steps are recommended to help
prevent and control rats in your neighbourhood.
o Eliminate food sowces
o Eliminate water sources
o Eliminate areas which may provide protection or shelter for rats
o Bait or the use of other safe methods to kill or deter rodents on
your own property, This is sometimes unsuccessful and,

agree to proceed to mediation to allow the Board to proceed in that manner.

The lands are currently designated Tourist Commercial in the City's Official Plan. The tourist commercial
policies would allow a variety of tourist commercial uses to be developed on the lands up to a height of 4
storeys. Residential development may also be permitted if the land is surplus to tourist commercial needs. The
applicant has requested special site specific policies to be added to the Official Plan to permit the height and
density of the development.
The subject Lands are currently zoned Tourist Commercial which permits a variety of tourist commercial uses
up to 4 storeys in Height. The zoning of the land is requested to be changed to a site specific Residential
Apartment SF (RSF) zone to permit the proposed development.
If you disagree with Council's decision on the application or the Region's decision respecting the Official Plan
Amendment, you can appeal to the Ontario Municipal Board (O.M.B.). If a person or public body that files
an appeal of a decision of the City of Niagara Falls and/or Regional Municipality of Niagara in respect
of the applications does not make oral submissions at the public meeting or make written submissions to
the City of Niagara Falls and/or Regional Municipality of Niagara before the proposed Official Plan
and/or Zoning By-law amendment is adopted, the person or public body is not entitled to appeal the
decision of the Council of the City of Niagara Falls or the Regional Municipality of Niagara to the Ontario
Municipal Board.

LEGAL NOTICE
Section 34 of the Planning Act
The subject land is currently zoned Tourist Commercial (TC). The applicant has requested the zoning of the
land be changed to the Residential Single Family lE Density (R1E) zone which is the same zoning category as
the abutting residential lots to the north.
If you disagree with Council's decision on the application, you may file an appeal to the Ontario Municipal
Board (OMB). However, if a person or public body does not make oral submissions at a public meeting or make
written submissions to the City of Niagara Falls before the by-law is passed, the person or public body is not
entitled to appeal the decision of the Niagara Falls City Council to the Ontario Municipal Board.
If a person or public body does not make oral submissions at a public meeting or make written submissions to
the City of Niagara Falls before the by-law is passed, the person or public body may not be added as a party to
the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are
reasonable grounds to do so.

Ontario Power Generation (OPG) has contracted Strabag Inc. to design and
construct a new 10.4 km long, 14.4 m diameter tunnel to supply additional water
from above Niagara Falls to the Sir Adam Beck Generating complex. As part of
this project, blasting of bedrock is required at the intake to the tunnel. The intake is
located on the floor of the Niagara River at the International Niagara Control
Works. The first phase of blasting in this area was completed last year and a second
phase is now about to commence.
Blasting will be occurring from mid September 2007 to summer 2008. It is
anticipated that up to three blasts will occur per day, Monday through Friday,
between 8 a.rn. and 6 p.m. Blasting will be regulated and monitored to ensure there
will be no impacts to neighbouring residences or businesses. Warning sirens will
be heard prior to the blast.

a) Recreation Committee Brochure (attaclnnents)
Committee members were handed a copy of an older version of the Committee's Brochure.
All the members agreed that many changes would need to be made to the brochure. Some of
the items that members felt should be highlighted in the new brochure included the following:
ALIVE, fundraising for arena seat sale and the Activity Subsidy Fund. Members also
suggested adding photos that represent the Committee accordingly (ie. trails, arena etc).

4. Unfinished Business
a) Arena Fundraising Campaign
Mick Wolfe provided the Committee members with a brief overview on how the fundraising
campaign for the arena seats started. Mick also confirmed that donors from the original
fundraising campaign will be re-contacted and informed of the present status of the project.
The Committee was also informed that there is approximately two (2) years until the arena
opens to raise funds for seats. Lastly, Mick mentioned that the Fundraising Committee for
the arena seats is waiting for design items to be finalized by BBA (project architects) so that
the Committee can develop a marketing package.
5. New Business
a) Four Pad Arena Update
Denyse Morrissey, Director ofParks, Recreation & Culture, updated the Committee members
on the current status of the arena development. This update highlighted the following: Layout
of arena, parking highlights, public washrooms, seating capacity, accessibility features [ ie.
seating, washrooms, elevators, parking, signage], food and beverage locations, dressing
rooms/administration and operational locations, pro shop location, multi-purpose space,
potential programming features (ie. year round ice, concerts, public skating, special events
etc).

What is lupus? Is it contagious? Is it here ztazy? Wlzat are the symptoms?
What is the cazzse? Are there medications available? Is there a cure?
Every day our office and volunteers supply answers to these questions and many
others, asked by people across Ontario seeking information about their health concerns.
Our office replies to over 325 emails per month, handles over 80,000 monthly website
hits and raises much needed monies for research being conducted throughout Ontario in
Lupus Clinics.
Lupus Foundation of Ontario is marking our 30th Anniversary this year. We are
the second lupus organization founded in Canada and we strive to educate everyone with
aggressive public awareness programmes throughout Ontario.
Realizing that there are many misconceptions about the realities of lupus, we
would ask that our President, Patricia Leece, be allowed to make a short presentation (at
your convenience) to explain a little about lupus. We know that it is very important for
the correct information to be circulated. An early diagnosis, proper medication if
required, coping and management skills may help lessen the severity of the illness. Many
of our new members have received a diagnosis, but only after speaking with someone, or
reading some of our literature and then requesting testing from their physician.
October 215; 2007 will be our first annual Niagara KIDZ Walk for Lupus, which
will be held at the Exhibition Grounds, 1100 Niagara Street, Welland, Ontario.
Registration begins at noon, and there will be raffles, prizes, entertainment, BBQ's, etc.
"Kids with Lupus have the same kinds of challenges as adults with Lupus, but they are
carrying these burdens on such small shoulders," says President Patricia Leece.
We would very much appreciate the opportunity to explain to all of you exactly
what our Foundation has been doing for the past 30 years to bring about awareness of a
little known illness. We also look forward to meeting you at our regional Niagara KIDZ
Walk for Lupus, where the target is to raise $20,000.00 for Lupus. Thank you!
