REPORTS: F-2007-35 2006 Financial Statements Mark Palumbi of Crawford, Smith and Swallow outlined the 2006 audited statements. MOVED by Mayor Salci, seconded by Councillor Diodati that Council approve the 2006 Consolidated Financial Statements as presented and prepared by the City's Auditor, Crawford Smith and Swallow. Motion: Carried Unanimously F-2007-03 Water and Sewer Rates Review Mr. Ed Bielawski spoke regarding the water and sewer rate review. MOVED by Mayor Salci, seconded by Councillor Diodati, that the information provided in response to "Water Rate Study" be received and filed. That staff be authorized to engage consulting services to review the City's water and sewer rates and that Louden and Fortin be invited to provide a proposal on the water and sewer rate review. Motion: Carried Unanimously r ; Council Chambers, 6:15 P.M. 2. 2008 FUNDING REQUEST DEPUTATIONS: MOVED by Councillor loannoni, seconded by Mayor Salci that the 2008 Budget Request from the Niagara Falls Public Library, plus an additional $25,000, be referred to the final budget deliberations. Motion: Carried Unanimously MOVED by Councillor Thomson, seconded by Councillor Kerrio that the 2008 Budget Request from the Greater Niagara General Hospital be referred to the final budget deliberations. Motion: Carried Unanimously Councillor Diodati (eft the room 6:45 p.m. MOVED by Mayor Salci, seconded by Councillor Maves that the 2008 Budget Request from Niagara Falls Board of Museums be referred to the final budget deliberations. Motion: Carried Unanimously Councillor Diodati returned at 6:50 p.m. MOVED by loannoni, seconded by Diodati that the 2008 Budget Request from the Winter Festival of Lights be referred to the final budget deliberations. Motion: Carried Unanimously MOVED by Councillor Thomson, seconded by Mayor Salci that the 2008 Budget Request from Niagara Falls Tourism be referred to the final budget deliberations. Motion: Carried Unanimously MOVED by Mayor Salci, seconded by Councillor Kerrio that the 2008 Budget Request from Women's Place of South Niagara Inc. be referred to the final budget deliberations. Motion: Carried Unanimously _3_ MOVED by Councillor loannoni, seconded by Councillor Diodati that the 2009 Budget Request from Niagara Chair-A-Van, Project S.H.A. R.E., YWCA Niagara Region, United Way of Niagara Falls, Niagara District Airport and Niagara Falls Big Brothers Big Sisters Association be received and filed. Motion: Carried Unanimously 3. NEW BUSINESS: ORDERED on the motion of Councillor loannoni, seconded by Councillor Thomson that staff initiate actions requesting the Region to allow the City of Niagara Falls to redirect its proportional share of funding for the NEDCO budget to fund Niagara Falls Tourism Motion: Carried Unanimously ORDERED on the motion of Councillor Diodati, seconded by Councillor loannoni that Council be provided a full report on the 2008 funding requests with staff's corresponding recommendations. Motion: Carried Unanimously ORDERED on the motion of Councillor Diodati, seconded by Councillor loannoni that Council be provided a report back on line items from the 2007 budget that were not spent and have been referred back to 2008 budget. Motion: Carried Unanimously 7. Attached you will find a comparison chart. Some points: ? Staff had compiled much of this list in preparation for an earlier Human Resources report, so many of the figures are as of the summer of 2007. ? The majority of municipalities surveyed were in the population range of between 70,000 to 90,000. ? The three (3) other largest municipalities in the Region were included, as were the salary for Niagara Regional councillors. ? Staff did not research other factors: whether the councillors receive one third of their salary tax -free, any additional expenses the councillors may be entitled to or whether the councillors also serve on Regional councils or method of salary increase or adjustment. ? The salaries listed are base salaries and do not include monies from other sources i.e. committees or boards. The motion at Council was as follows: ORDERED on the motion of Councillor Wing, seconded by Councillor Pietrangelo to refer to budget and look into the cost to purchase tickets for the needy. Carried with Councillor Thomson and Fisher opposed. I did have some a-mail follow up with the salesman from the ice Dogs (see below). I haven't done anything with it, though since we are in budget deliberations, I should bring the matter back. I understand that our request was at the end of the fiscal year and if we need to make a presentation to council during the budget process for next year, we would be more than happy to do that. As far as tickets for the deserving youth in your community, I think that is a great idea. I just spoke to our Director of Ticketing and he said that we can go as !ow as $12.00 per ticket. Tickets normally go for $17 and $16, but will be very limited due to the high demand. If you would like to pursue this avenue, please let me know. We can then see how many tickets are available and for which games. Again, thanks for your support and I look forward to a great working partnership between the City of Niagara Falls and the Niagara IceDogs Major Junior Hockey Club.
