PD-2007-102, 2634 St. Paul Avenue - E-mail from Anthea McIntyre E-mail from Ernesta Beltrame E-mail from Giny Sunstrum r The undersigned petition the Corporation of the City of Niagara Falls to delay the proposed change of zoning 6493 Orchard Ave. AM Gueng Leng Li, for the following reasons: 1 }The aesthetic appearance of the building and property is in ~ state of severe•disrepair a} The building is adorned with graffiti, and the owner of the building has made no effort to paint over the Graffiti to improve the aesthetic appearance. b] The parking lot is in a serious state of disrepair; cracks, potholes, and buckled pavement are clearly noticeable. c) The building is a concrete block building with wood soffit and fascia, the soffit and fascia are in dire need of repair and paint. Paint is peeling everywhere on this building, both on concrete surfaces as well as wood surfaces. There are areas in the wood soffit where there are actualy holes in it from wood rotting. d} The only visible modification to the buildings exterior that we have observed is the covering of exposed building openings with cardboard. In our opinion, the use of substandard materials to do this job is indicative of probable poor quality building maintenance ethics in the future e] The issue of lawn maintenance has been an ongoing issue .Lawn areas are typicaly overpopulated with weeds. There is a weed growing in the parking lot right now that is 4.5 feet high. The owner has made no effort to remove weeds from the parking lot. Certain portions of the parking lot near the Dixon Street Hall entrance are infested with weed overgrowth. f) The aesthetic state of disrepair of the exterior of this building is depressing our property values. If the city grants the rezoning request, we feel that the nearby property values will become largely depressed as a result. g) We have noted that the only proposed improvement to the property is the insertion of ~a walkway on the Orchard Ave. side, and addition of a curb on the Dixon Street side, - and a few new trees. In our estimation this building needs far more than those modifications to promote neighbourhood support #or this rezoning. +2j Historically this building is a commercial property. The Dixon Street side of the building has a loading dock and fi Cooler or Freezer doors, which were used functionaly when the building was used as a Dairy. ~We feel that the City of Niagara Falls needs to maintain some standard in this regard. We feel that the loading dock should be removed, as well as the freezer/walk in cooler doors should be removed and filled in with block or brick, in order that the building be made aesthetically suitable to be inhabited as a dwelling. We believe that a dwelling • should look like a dwelling and a dairy should look like a dairy. Would you like someone 'to move into your neighbourhood and take out there picture windows and put in Walk in -cooler doors? Those cooler doors need to be removed before we as a neighbourhood could even consider supporting a proposed zoning change . u...~.,.,...,~~.
