In addition to the cost cutting measures, staffhas also included areas for revenue enhancement. In developing the list, staff reviewed historical expenditures from 2004-2008, took into account the Priority Setting document and made use of information that was not known at the time ofthe finalization of the draft budget in early December 2008. As can be seen a number of the proposed expenditure reductions have no or a minimal impact to service. In the past five years, participation has decreased from 46,963 in 2003 to the 28,759 we had in 2008. Since then, extraordinary economic circumstances are now being faced by residents and by City Council. 2009 will be a challenging year as the Library continues to serve all residents, especially the disadvantaged and those who will experience new economic hardships. During uncertain economic times, more people rely more often on the public library. This is outlined in the attached letter to the Ontario government from the Federation of Ontario Public Libraries. In fact, 2008 set anall-time_ borrowing record at the Niagara Falls Public Library with 692,884 books, magazines, audio visual and electronic materials having been loaned to the public. Millions of library transactions result annually as we provide library service to more than 40,000 active library borrowers and to more than 10,000 people who enter our libraries in a typical week. There is high use of our electronic resources, reference questions answered, interlibrary loans, attendance at affordable library children's programs and books and other resources used inside the library. The Library Board will continue to be a responsible municipal partner by cooperating with City Council by exercising financial restraint. requested). I, 2009; and negotiating lower rates from our Internet Service Provider; * reducing the replacement of staff who are away on sick/vacation leave; * reducing Hardware & Software as replacement scanners needed to be purchased in Nov. 2008 instead of waiting unti12009; postpone wireless intemet service at Community Centre Branch; less will be spent on website improvements; etc. * reducing Insurance by anticipating no claims with a deductible & a claims adjuster. * reducing Facilities with no emergency costs budgeted. * reducing Contracted Services as we stopped leasing our photocopiers & will delay resumption of a new lease. * reducing part of Stamford Branch Rent as we were informed on Nov. 25"' that our landlord plans not to adjust the estimates for realty taxes and operating costs for 2009. * reducing Staff Development by attending fewer provincial training workshops and other initiatives. * reducing Other Materials. At that time, we made our views clear that there should be uo discussions, meetings or correspnndence with individual interested parties which are not disclosed to other interested parties. Your own correspondence fo us of June 23`d, 200A promises consultation regarding options concerning Robinson Street.. Thus, we were very surprised to learn about the discussions which have apparently taken place regarding a lease ar license of the col-de-sac on Robinson Street, and that approval in principle of the concept is being sought from City Council tonight. GVe are also very concerned that the matter is being tied to possible changes to the Jolley Cut. Again, we believe that any process which may result in changes to, or any impact upon, the Jolley Cut or auess thereto should only arise from an open and Yt•ausparent process of consultation in which all interested parties, as well as the broader public, are fully informed and given fitll opportunity to voice any objections which may exist with respect to specific proposals. -z- We are further coneErned that the City Council is being asked to grant approval in principle at this time to a proposed arrangement without being able to consider any key terms (which, s<~ far as we are aware, have yet to be discussed}, and without any inpru from other interested parties. We would like to respectfully re-submit our request for Operating Funding from City Council in order to assist Council in its search for economies within the overall City budget. The Board would like to submit a budget request in the amount of $475,998 rather than the amount previously requested. This represents a 2% decrease ($13,235) in operating funding over the 2008 budget of $488,233. The Board of Museums is prepared to assist Council in any direction they wish to pursue with regards to the Board's operating budget and would be happy to discuss it further. However, I am of the view that these consultations should take place-prior to any approval by Council of the concept, whether "in principle" or otherwise. I believe that this is consistent with the City's undertaking to us in the correspondence of Jun 23rd, 2008 td which I referred earlier, as well as being the sensible way to proceed. In the circumstances, Council should defer any decision on approving even the concept of a license of the cul-de-sac, or any part of same, or any changes to the Jolley Cut, until details are available and a broad, open, transparent and meaningful process of consultations has taken place. If, as you suggest, all that Council is doing at this time is not declining to even entertain the idea of a license, this can be accomplished by some means other than an "approval in principle". Your e-mail suggests that the point of the exercise tonight is to make it clear that, while Council (if it chooses to follow Staff recommendations) is not saying "yes" at this point (given the lack of details and no consultation), it is not saying "no" at the outset either. If this is the case, why use language like "approval in principle"? It should be noted that the approval is not tied to any consultative process, or expressly tied to conditions other than "improvements to the Jolley Cut". It is not clear from the Staff report just what the consultations will entail, and absent detailed information we cannot meaningfully advise of our concerns. For all of the foregoing reasons, we believe that an approval of any type at this time is premature. I should draw your attention to the related report on tonight's agenda (see attached) The recommendation is specific that the surrounding properties will be consulted prior to any permanenUfinal decisions are made: That the City support the licensing of the Robinson Street cul-de-sac, subject to the necessary plans as requested being prepared and meetings with the neighbouring property owners. The report further states that Staff also commented that discussions would have to take place with the immediate neighbours (HOCO, Skylon and NPC) to seek their comments. The purpose of the report is really to gauge whether Council has any appetite to entertain such a request. As indicated, because of the time and expense that is inherent, staff and the requester would like to know if there's interest before investing considerable time and effort. At that. time, we made our views clear that there sliauld be no discussions, meetings or correspondence with individual. interested parties which are .not disclosed to other interested parties. Your own correspondence to us of June 23'a, 2008 promises consultation regarding 9ptions concerning Robinson Street:. I agree that the recommendation the use of approved in principle is awkward in light of the intent of the report. I think the compromise would be a motion along the line of Staff review the proponent's proposal in consultation with the neighbouring properties. Such a motion would show that Council has some interest in such a proposal but does presuppose a final decision. Thanks. I,uriderstand that the staff report noted that consultations of-some type would be required even if "approval in principle" is granted. However, I am of the view that these consultations should take place-prior to any approval by Council of the concept, whether "in principle" or otherwise. I believe that this is consistent with the City's undertaking to us in the correspondence of Jun 23rd, 2008 td which I referred earlier, as well as being the sensible way to proceed. In the circumstances, Council should defer any decision on approving even the concept of a license of the cul-de-sac, or any part of same, or any changes to the Jolley Cut, until details are available and a broad, open, transparent and meaningful process of consultations has taken place. If, as you suggest, all that Council is doing at this time is not declining to even entertain the idea of a license, this can be accomplished by some means other than an "approval in principle". Your e-mail suggests that the point of the exercise tonight is to make it clear that, while Council (if it chooses to follow Staff recommendations) is not saying "yes" at this point (given the lack of details and no consultation), it is not saying "no" at the outset either. If this is the case, why use language like "approval in principle"? It should be noted that the approval is not tied to any consultative process, or expressly tied to conditions other than "improvements to the Jolley Cut". It is not clear from the Staff reportjust what the consultations will entail, and absent detailed information we cannot meaningfully advise of our concerns. For all of the foregoing reasons, we believe that an approval of any type at this time is premature. Regards,
