SPECIAL COUNCIL MEETING
August 25, 2011
Council met on Thursday, August 25, 2011 in Council Chambers at 5:30 p.m for a
Special Council meeting primarily on the People Mover/ VTS System. All members of
Council were present. Councillor loannoni offered the Opening Prayer.
REPORTS
BDD- 2011 -06 - City of Niagara Falls and Niagara Parks Commission, Visitor
Transportation System Agreement
The report recommends that Council approve the Agreement between the City and
the Niagara Parks Commission (NPC) related to the operation of the Visitor Transportation
System (VTS) for a ten (10) year term.
Serge Felicetti, Director of Business Development made a presentation to Council
related to the Visitor Transportation System City /NPC Agreement.
A recorded vote was requested.

MAYOR'S REPORTS, ANNOUNCEMENTS
Mayor Diodati extended condolences to the family of Max Kehl, a retired volunteer
firefighter at the Willoughby Station and to the family of Tony Muraca, a long time City
employee on their passing.
Mayor Diodati offered condolences to the family of NDP leader, Jack Layton and
advised residents that a condolence book has been placed in the front lobby of City Hall.
Mayor Diodati advised that the AMO Conference took place last week in London
and that he attended along with Councillors Gates and Morocco and met with various
Ministers.
Mayor Diodati advised of some upcoming events: 10 Anniversary of September
11 with an event is being held at the Scotiabank Convention Centre and the Mayor's
Prayer Breakfast on September 29

BY -LAWS
ORDERED on the motion of Councillor Pietrangelo, seconded by Councillor Kerrio
that the by -laws be given a first reading.

2011 -110 A by -law to authorize the execution of an Agreement with the Niagara Parks
Commission respecting a Visitor Transportation System (VTS).
2011 -111 A by -law to designate Block 119, Registered Plan 59M -379, not be subject
to part -lot control.
2011 -112 A by -law to designate the whole of the City of Niagara Falls as a site plan
control area, to define the classes of development that may be undertaken
without the approval of plans and drawings, and to delegate to an appointed
officer of the municipality the powers or authority of council permitted under
section 41 of the Planning Act, R.S.O. 1990, c.P.13.
2011 -113 A by -law to appoint Councillor Vince Kerrio as Acting Mayor.
2011 -114 A by -law to adopt, ratify and confirm the actions of City Council at its special
meeting held on the 25` day of August, 2011.
ORDERED on the motion of Councillor Pietrangelo, seconded by Councillor
Morocco that the by -laws be read a second and third time and passed.

NEW BUSINESS
NHS
ORDERED on the motion of Councillor loannoni, seconded by Councillor Thomson
that Council file a complaint with the Ombudsman's office regarding the Niagara Health
System.

2014 AMO Conference
ORDERED on the motion of Councillor Morocco, seconded by Councillor loannoni
that the City make a bid submission to AMO for the 2014 and 2015 Conferences.
Carried Unanimously
ORDERED on the motion of Councillor Thomson, seconded by Councillor loannoni
that the meeting be adjourned at 6:25 p.m.
