This document is to verify that Wendy Confiant is the owner and reside at 8480
Willoughby Drive,Niagara Falls Ontario and that I have had no issues with my
sewer since I moved in October 28,2011.
My sewer lateral which joins outside my residence to a sewer lateral shared with
the next door residence of 8486 Willoughby Drive,Niagara Falls,Ontario and
leads to the city property as one sewer lateral has never caused any problems of
plugging or backing up.Therefore,sharing a sewer lateral to the city property has
never been an issue for myself or my adjoining neighbour.
I acknowledge that if a problem with the shared lateral such as plugging or
unforeseen problems did arise in the future,the costs of any maintenance,
repairs,etc. would be shared equally between myself and my adjoining neighbour.

RECOMMENDATION
That staff be directed to submit Expressions of Interest for the Desson Avenue Municipal
Services Replacement Project under the Ontario Community Infrastructure Fund and
Slater Avenue Municipal Services Replacement Project under the Small Community
Fund programs.
EXECUTIVE SUMMARY
On July 28, 2015 City staff was informed by the Province that it will be accepting
applications for Intake 2 of two infrastructure funding program launched in 2012.
The Ontario Community Infrastructure Fund (OCIF) proposes to provide funding in the
amount of $100 million over the next 10 years to support the repair of critical infrastructure
through a $50 million application -based program and a $50 million formula -based
program. The Small Communities Fund (SCF) will provide matching commitments from
the Province and the. Federal governments of $272 million. This program is entirely
application -based.
Eligibility for the OCIF and SCF programs is determined through a 2 stage process. The
first stage involves the submission of an Expression of Interest (EOI) which must be
received before September 11, 2015 (OCIF) and September 30, 2015 (SCF). If
successful, full applications are to be submitted by the end of December.
The purpose of this report is to inform Council of the funding opportunities and to confirm
support for the submissions of EOI's in advance of the deadline. The projects
recommended best fit the eligibility and allow the City to access the maximum funding
available through the program.

The application -based component of the OCIF and the SCF programs has the following
Selection Criteria;
Eligible applicants can submit one project for the OCIF program and one application for
the SCF program. The same project cannot be submitted to both programs. Communities
that successfully pass the EOI pre-screening stage will be advised in October and invited
to submit a full application within 30 days. The full application must include the City's
Asset Management Plan which was approved by Council earlier this year.
Joint projects are encouraged and funding eligibility is applied to each partner. Land
acquisition costs are not eligible.
ANALYSIS/RATIONALE
City Council, in its wisdom, advanced the engineering design phase of a number of
projects in the event that Federal and Provincial funding programs would be announced.
While some projects have advanced more quickly than others, staff has considered the
following projects that best fit the eligibility criteria.

This project involves the separation of combined sewers to a drainage area serving
approximately 54 homes and includes the replacement of the existing watermain,
roadway, curbs and sidewalks. This area has experienced chronic basement flooding and
is experiencing a number of service disruptions due to the age and condition of the
existing infrastructure. This project was identified as a priority 1 project in the 2015 Capital
Budget deliberations but did not receive funding. This project was previously bundled with
Buchanan Avenue and Slater Avenue under one project. Buchanan Avenue has since
been funded and tendered as a separate project in 2015.
This project is estimated to cost $1,850,000 and can be completed well within the
December 2017 deadline for the Ontario Communities Infrastructure Fund. The scope
and scale of this project also allows us to optimize the 90% Provincial funding
contribution.
Slater Ave. Municipal Services Replacement Project (SCF)
This project involves the separation of combined sewers to a drainage area serving
approximately 20 homes and businesses. It also includes the replacement of the existing
watermain, roadway, curbs and sidewalks. This area has also experienced chronic
basement flooding and is experiencing a number of service disruptions due to the age
and condition of the existing infrastructure. This project was identified as a priority 1
project in the 2015 Capital Budget deliberations but did not receive funding. This project
was previously bundled with Buchanan Avenue and Desson Avenue under one project.
Buchanan Avenue has since been funded and tendered as a separate project in 2015.
This project is estimated to cost $1,350,000 and can be completed well within the October
2021 deadline for the Small Community Fund.
FINANCIAL IMPLICATIONS
Both projects are currently in the engineering design phase and have been identified as
priority projects for 2016. In addition it should be noted that both projects have funding
commitments from the Niagara Region under its CSO Program. The City's share of the
funding programs can be considered during the 2016 Capital Budget deliberations once
the funding eligibility from all sources has been confirmed.
CITY'S STRATEGIC COMMITMENT
The recommendation is consistent with Council's Strategic Commitment to achieve
infrastructure sustainability.

Applications Now Open for Ontario Community Infrastructure Fund
Province Continues to Invest in Small, Rural and Northern Municipal Infrastructure
July 28, 2015 11:30 A.M.
Ontario is inviting small, rural and Northern municipalities to apply for infrastructure funding to
build and repair critical infrastructure, like roads and bridges, under the Ontario Community
Infrastructure Fund.
To be eligible for the Ontario Community Infrastructure Fund, municipalities must have a
population of less than 100,000 as of the 2011 census or be located in northern or rural Ontario.
Eligible municipalities will have access to $100 million per year to revitalize core infrastructure
and support asset management planning.
The province approved 78 projects under the first intake of the fund, and expressions of interest
for the second intake will be accepted from July 28, 2015 to September 11, 2015.
This funding is part of the largest infrastructure investment in Ontario's history - more than $130
billion over 10 years, which will support more than 110,000 jobs per year on average with
projects such as roads, bridges, transit systems, schools and hospitals.
Investing in municipal infrastructure is part of the government's plan to build Ontario up. The
four-part plan includes investing in people's talents and skills, making the largest investment in
public infrastructure in Ontario's history, creating a dynamic, innovative environment where
business thrives, and building a secure retirement savings plan.

QUICK FACTS
• In 2013, municipalities advised on the design of the Ontario Community Infrastructure
Fund through province -wide consultations. Based on that feedback, the fund uses a
formula to allocate $50 million per year across 426 communities to support
improvements and repairs to road, bridge, water and wastewater projects. Communities
can also request additional funding for crucial infrastructure projects through the $50
million application -based portion of the fund.
• A Conference Board of Canada report estimated that Ontario's public infrastructure
investment would add more than $1,000 to the average annual income of Ontarians in
2014 and lower the unemployment rate by about one percentage point.
